Low prices, unfair foreign competition and severe weather conditions created serious problems again this year for farm communities across Georgia. Our agricul-
ftural economy is |at a very deI pressed level, but II am optimistic p that the situation I will begin to turn I around soon.
The devastating drought of 1986 plagued farmers with months of hot, dry weather from planting time through harvest. When we finally received relief, most of the severe damage already had been done. Groundwater levels in some areas of the state remain well below average for the year. However, some good came out of the drought situation. Donations of hay from all over the U.S. saved many cattle from early slaughter, and made Georgia farmers realize they had not been forgotten. Even so, the financial hardships brought on by the drought now are forcing many of our farmers to look for other job opportunities. Attempts now are underway to assess the condition of Georgia farmers after several years of severe weather and poor prices. Funding for a comprehensive farmer survey was announced by Governor Joe Frank Harris last spring when he set up the Georgia Farmers' Hotline. Since then, well over 1,000 farmers or farm family members have called the hotline for assistance, confirming the need to document the problems and needs of Georgia farm families. Preliminary results of the survey will be available in the weeks to come. As we monitor the situation here in Georgia, we also will have to allow time for the agricultural export policies in the 1985 Farm Bill to reverse the five-year decline in ag exports. A difficult year like 1986 gives us reason to look ahead. Some farmers already are reducing their plantings of crops susceptible _ to

Farmers 9 Market Calendar Featured in Market Bulletin \$*

only by order from the Department and to customers of the Produce Dealers Association. But for the first time since the publication of the Farmers and Consumers Market Bulletin, a calendar is provided for our subscribers. Commissioner Irvin joins with us in hoping the calendar, featured in the center section, becomes a tradition in years to come.
Nursery Program Regulates Ga.'s Ornamental Industry
For those Georgians who like to grow fruits and vegetables, the winter months often are spent looking through seed catalogs and dreaming of spring. But, gardeners need not let their green thumbs remain idle, for now is a good time to improve landscapes with evergreens, hollies, azaleas and other ornamentals.
According to Tom Kowalski, agricultural manager in charge of the Georgia Department of Agriculture's plant protection programs, consumers should be certain to purchase such plants from a reputable nursery. The Nursery and Plant Protection Program regulates Geor-
gia's nursery industry, which contributes over $600 million annually to the state's economy. The Department licenses and inspects over 2000 growers and sellers of nursery stock to insure plants are free from insects and diseases, and to insure consumers that plants are in good physical condition.
Nursery stock purchased by consumers has been inspected at the propagation site, the growing location and the sales establishment. If inspectors detect a problem that can be corrected, the plants are held and treated until the trouble is resolved. Plants which cannot be treated are destroyed.
Nurserymen and the Department work together to insure that only high quality nursery stock is available for purchase by consumers.
If you have added ornamental plants to your landscape or are considering doing so, Kowalski recommends the following tips to keep them healthy and growing strong:
This time of year purchase only ornamentals growing in containers.
Do not fertilize or prune in the fall since this can cause a surge of
tender growth which will be damaged by winter freezes.
Newly planted trees and shrubs, especially evergreens, need water in the winter. If plants do not receive at least one inch of rain each week, thoroughly water them.
Mulch the ground with four or five inches of pine needles to conserve moisture and protect the plant's roots from temperature fluctuations.
During extreme cold, evergreen leaves can be "burned" by loss of moisture. To prevent such damage, use a screen of burlap to protect evergreens from the wind.
As a general rule of thumb, a good time to prune and fertilize is when daffodils bloom in your area. Do not prune the entire shrub or tree at one time, but selectively cut out any stray growth. Prune severely only if the shrub is exceedingly overgrown.
Azaleas should be pruned after they bloom. Most plantings will respond to an additional light dose of fertilizer (this can be applied after dogwoods bloom). This also is a good time to check for insects and diseases that may have overwintered.
If landscape plantings are not needed, use the winter months to renovate your garden. Vegetable gardens should be limed and tilled

My wife read in a magazine that it is not safe to burn wrapping paper, ribbons and cartons from Christmas presents in the fireplace. We have burned our wrapping paper for several years and have not experienced any problems. Is there really any danger in doing this?
Some ribbons, decorations and gift wrap, especially foil-type paper, contain plastics that release poisonous gaseu when burned. Wrappings also ignite quickly and burn vigorously, and this could result in a flash fire when burned indoors.

PLUM NUT CAKE
2 cups sugar 1 cup vegetable oil 2 cups self-rising flour 1 teaspoon cinnamon 1 teaspoon cloves 2 small jars plum baby food 1 cup chopped nuts
In a large mixing bowl, combine eggs, sugar and oil. Sift together flour and spices; add to egg mixture. Add remaining ingredients and beat well. Pour batter into greased and floured tube pan. Bake at 350 for 4555 minutes, until tests done.

We also must accept the responsibility to work with farmers, agribusinessmen and all rural Georgians to restore eco nomic prosperity to farm communities. I am confident that better times are ahead.
