USDA Issues New Regulations
For Conservation Program
Secretary of Agriculture Richard E. Lyng recently announced that signup for the 1987 Conservation Reserve Program will take place August 4-15 at ASCS county offices.
Farmers should be aware they will be ineligible for most USDA pro grams unless they protect their highly erodible land and wetlands from erosion. Interim rules to imple ment the sections of the 1985 Farm Bill dealing with soil conservation and traditional farm commodity pro grams were issued by the USDA June 25. The "Highly Erodible Land" and "Wetland" conservation sections, better known as the "Sodbuster," "Conservation Compliance," and "Swampbuster" provisions, attempt to remove inconsistencies between soil conservation goals and tradi tional farm commodity program
benefits. Producers who fail to meet the
rules will be ineligible for commodi ty price support and other program payments, disaster payments, crop
insurance under the Farm Crop In surance Act, FmHA loans, farm storage facility loans and other farm
program benefits. A brief summary of each of the
provisions follows:
The "Sodbuster" provision ap plies to any highly erodible land newly cultivated for crop production after December 23,1985, the date the Farm Bill was signed. Farmers of this land are ineligible for USDA farm commodity programs.
The "Swampbuster" provision denies eligibility for USDA farm pro gram benefits to farmers who con vert wetlands to produce agricultural commodities after December 23, 1985.
Farmers affected by these provi sions will be given a grace period between December 23, 1985 and June 27, 1986 (the lag time between the dates the farm bill was signed and the interim rules were issued).

When farmers in the West and Midwest heard of the plight of Georgia's drought-stricken livestock producers, they responded by generously sharing their surplus hay. Research Explores Options for Vegetable Production in Georgia
Researchers at Georgia's experi ment stations currently are conduct ing studies which may improve the state's potential as a major vegetable
producer. According to Harry Mills, hor
ticulturist at the University of Georgia's College Experiment sta tion in Athens, all the state's experi ment stations are involved in variety research to some degree.
At the Coastal Plain Experiment Station in Tifton, horticulturists and ag economists are participating in a tri-state regional vegetable research project. Researchers from Georgia and North and South Carolina are experimenting with a number of vegetable varieties to determine if they can be grown profitably in the
tri-state area. In fact, some California firms and
foreign companies have expressed interest in establishing their own operations in the state. One crop which has been under consideration for commercial production is whitloof endive. However, more study is needed to determine if such an operation is economically feasi
ble. According to Dean Batal, associate
professor of horticulture at the Tif
ton station, some new hybrid varieties of broccoli and cauliflower also have potential for commercial
production, especially as spring
crops. For example, some California varieties of lettuce have been grown successfully in Georgia during the spring and fall.

As Georgia farmers find increasing competition in the production ot row
crops such as tobacco and corn, some growers are looking to vegetable pro-
duction as an alternative or complement to traditional crops. At garden plots
like this one at the Sunbelt Agricultural Exposition in Moultrie, researchers
are evaluating vegetable varieties to determine those that are most suitable
for Georgia's climate and most profitable to the state's farmers.
Whereas south Georgia shows pro mise for large scale vegetable pro duction, north Georgia is more suited for small acreage and pick your own operations, explained R. B. Beverly, vegetable horticulturist at the Georgia Experiment Station in Experiment Georgia.
Most of Beverly's research is "geared toward, maximum pro fitability, not productivity." One of his current projects involves grow ing vine crops, such as cucumbers and grapes, on angled terraces. The idea is to make the plants grow up towards the sun. When the plants are grown, the fruit is easier for the con sumers to find and pick. The plants also provide shade, which makes harvest more pleasant for pick your own customers.
For Georgia growers to be suc cessful in vegetable production, they will have to prove to buyers that they can provide quality produce con sistently. "We've had a problem identifying a core of consistent pro ducers," added Beverly, "and we need more product identification." Growers also must schedule their crops to meet demand. "You should

Dear Editor: The Bulletin helps many people on and off the farm. I do
feel like when people advertise a farm item or help wanted in the paper, they should list their address and phone number if possible. In addition, advertisers should include clear prices information in their ads. For example, if they advertise they need a farm caretaker, it should be for a position looking after the farm buildings or the land, not a laborer, or herdsman. The Bulletin reaches people in a wide area and it costs a lot of money to call long distance about an ad, only to find that unclear information was given.

PUDGY-ORANGE ZUCCHINI CAKE 2 1/2 cups all-purpose flour 1/2 cup cocoa 21/2 teaspoons baking powder 1 1/2 teaspoons baking soda 1 teaspoon salt 1 teaspoon cinnamon 3/4 cup butter, softened % 2 cups sugar 3 eggs g 2 teaspoons vanilla extract 1/2 cup milk g 2 cups grated zucchini 2 teaspoons grated orange peel 1 cup chopped walnuts
Preheat oven at 350. Sift together first six ingredients. Cream butter and sugar until fluffy; add eggs, vanilla and milk, beating well. Stir in dry ingredients until well blended. Stir in zucchini, orange peel and walnuts. Pour into greased and floured tube or 12-cup Bundt pan. Bake at 350 for 50-60 minutes, until done. Drizzle glaze over warm cake. Glaze: 1/3 cup confectioner's sugar 1 tablespoon milk g 1/2 teaspoon vanilla extract

The Atlanta Equestrian Society's fall tour of barns, scheduled from 9 a.m. to 4 p.m. October 4, will begin at the Wills Parks Equestrian Center in Alpharetta. Tour participants will visit some of Atlanta's finest horse operations and see exhibi tions of Quarter horses, Paso Finos and other breeds. Dear Editor: I have a problem getting my buttermilk. When I churn, it
goes to water with a heavy curd that looks like honey comb. The butter is soft and won't firm up. My cows are Jerseys and I have been feeding them ground corn/cob, but I recently switched to a 21 percent dairy feed. The vets don't seem to know the cause and I just wondered if any of your readers have experienced this.

Hay Distribution
Last week a train carrying 1500 tons of low cost and donated Illinois hay arrived at the Atlanta State Farmers' Market in Forest Park for distribution to Georgia farmers. The donated hay was off loaded and sent to six distribution points across the state. Governor Joe Frank Harris assigned National Guard personnel and vehicles to transport the hay to Macon, Cordele, Calhoun, Swainsboro, Gainesville and Batonton. These cities also will be the distribution points for future hay shipments throughout the state. Although the arrangements for hay deliveries are being made by the Georgia Depart ment of Agriculture, local Ex tension agents and others are handling most of the distribu tion in these areas. Distribu tion locations for each city,

Since the early days of our country, agricultural fairs have been an in tegral part of farm life. These fairs have provided a place for farm families to meet and socialize, exhibit their livestock, produce and handicrafts, and see the newest farm innovations.
While ag fairs have changed with the times, many of the original tradi tions still exist. Most states now have their own fairs which feature agricultural exhibits and competitions as well as carnivals and commercial and industrial exhibits. For example, Georgia holds its annual state fair in Macon during October.
There are over 50 agricultural fairs held throughout Georgia each year. Plan to visit one near you. For a list of upcoming ag fairs, see page 10.

Farmers will not lose eligibility for farm program benefits if they newly cultivated highly erodible land or converted wetlands during this time.
"Conservation Compliance" re quires farmers who request certain USDA farm program benefits, and who were farming highly erodible land at least one year during the five years 1981-85, to plan and apply locally approved conservation plans.
Farmers affected by this provision will have a grace period to imple ment a conservation plan on their land. They have until January 1,1990 (or until two years after the Soil Con servation Service maps the land) to develop and begin to actively apply a conservation plan. They have until January 1, 1995 to have the plan fully in effect.
Details of the interim rules were published in the June 27 Federal Register. The interim rules provide for a 60 day comment period. The public may comment on the interim rules by writing: Director-Cotton, Grain and Rice Price Support Divi sion, ASCS-USDA, Box 2415, Washington, D.C. 30013.
