Face Hardships
National milk production is down slightly from last year and the Southeast faces a shortage of milk for fluid use.
The Federal Milk Diversion Pro-
gram is working to reduce surplus milk production but reductions are much greater in the South where there is no surplus.
For the first five months of 1984, milk pro-
duction nationally was down almost two percent over the same period in 1983, while production in Georgia, Florida and Alabama was down 6.87 percent for this period.

A shortage of fluid milk has been created in our area by a combination of low milk prices at the farm level, high feed costs and the diversion program. This program was part of a bill signed into law on November 29, 1983 after much compromise by government and dairy industry leaders. It was designed to reduce milk surpluses and cut government costs.
So far the program has done both. Although dairymen who contracted with the government are paid $10 per one hundred pounds of reduced production, this cost is offset by an assessment of 50 cents per hundred weight on all milk produced for commercial use.
Since the government is having to purchase less butter, powdered milk and cheese, taxpayers should benefit.
In Georgia, this will be a short sighted savings if local dairymen cannot survive. Milk will have to be imported from the Midwest at a cost of 17-20 percent more than Georgia dairymen currently are receiving.
Meanwhile, Georgia dairymen are experiencing extreme financial stress. Some of the most efficient

Dairy Industry Vital Segment Of Georgia's Ag Economy
Although Georgia's dairy industry did not gain a commercial foothold in the state until after the 1920's, it has evolved into a vital segment of the state's economy. For example, preliminary figures indicate that marketings from Georgia's dairy products accounted for about 6.1 percent of farm cash receipts in 1983 (excluding government payments). Last year, cash receipts from marketings reached $200.1 million.
A total of 1,395,000,000 pounds of milk was produced on Georgia's dairy farms in 1983, an average annual production of 10,814 pounds of milk per cow. Morgan County led Georgia in the number of milk cows with 9400 head. Putnam County followed with 8700 cows.

Unless Midwest dairy manufacturers are stopped from charging unfair "premiums" of up to $1.50 per 11 gallons of milk to southern dairy processors, consumers soon will see unnecessarily excessive milk prices at grocery stores, Commissioner of Agriculture Tommy Irvin, charged last week.
"Southern states already are facing an acute shortage of Class I fluid milk," Irvin said. "Since we expect short milk supplies for some time to come, we can only assume that the 'premium' will continue to increase, if allowed to stand, as the supply / demand situation in the South grows more critical."
In a telegram sent last week, Irvin called on U.S. Secretary of Agriculture John Block to "use the powers of your office, going to Congress if necessary, for emergency action to stop this ruthless attempt to cause more chaos and destruction to the dairy industry of this country."
The reasons for this shortage are many and varied, Irvin noted, "but the bottom line is that we in the South are being forced to pay more than we should.
"What bothers me the most about this is that we are being charged these exorbitant prices by plants in

A. It is not easy for the beginning beekeeper to relocate a hive. BROCCOLI AND HAM CASSEROLE 1 cup macaroni, cooked 1 cup grated Cheddar cheese g 2 cups cooked, chopped ham g 1 10 oz. package chopped broccoli, cooked 2 Tablespoons butter g 1 Tablespoon flour 1 cup milk K 1 teaspoon dry mustard Grated cheese g saltine cracker crumbs
In a large bowl, combine macaroni, cheese, ham and broccoli. Place in a greased 2 qt. casserole dish. In a medium sauce pan, over medium heat, melt butter and add flour and dry mustard, stirring constantly unitl flour is dissolved. Add milk all at once and stir constantly until thickened. Pour over casserole. Top with grated cheese and cracker crumbs. Bake at 350 degrees for 30 minutes. Serves 6.

Droughts and freezes of recent years have placed severe strain on southern dairymen who lost their pastures and feed crops. This forced them to buy supplemental feed at a time when they already were strap ped by financially high interest rates and heavy debt loads.
Many Georgia dairies have gone out of business in the last few years, with only 898 operating today, com pared with 964 two years ago.

Bill St. John of Ellaville, Georgia is a third generation dairyman with one of the finest herds of purebred Holstein cattle in the country. He majored in dairy production at the University of Tennessee. He knows the business inside and out.
St. John says, "I'm working fifteen hours a day, seven days a week. My wife is working just about as hard. Our milk production and cattle will compare with the very best but due to dry weather over recent years, high interest rates and low milk prices, we're having to sell out."
Willie Perkins of Winder, Georgia was recognized as Georgia's Outstanding Commercial Dairyman of the Year in 1983. He said, "If I don't get relief soon, I'm gone."
