Judge Rules Against Dairy Assessment
The Georgia Department of Agriculture and the Georgia Milk Producers joined by other southern states and dairy producers have been successful in blocking collection of a tax levied by the U.S. Department of Agriculture against dairy farmers. The tax charged the farmers 50 cents on every hundred pounds of milk produced.
The assessment challenged in South Carolina federal courts was considered discriminatory against southern milk producing states. "Georgia dairies do not contribute to the admittedly serious surplus of dairy products as most of our milk is used in fresh fluid milk and not for solids," Commissioner of Agriculture Tommy Irvin said. "I will continue to fight for the right of Georgia consumers to buy fresh milk produced and sold within our state."
The tax would have cost each Georgia producer an average of $15,OOQ annually if the assessment had increased to $1 CWT as promised for April, 1983. If the assessment had taken effect, it likely would have forced some Georgia dairymen out of business causing more of the milk consumed in Georgia to come from distant midwestern states.
The suit was decided January 10 when an injunction was issued to
prohibit collection of the assessment which took effect December 1, 1982.
PIK Program
In Effect Now
Georgia farmers with established base acreages for wheat, corn, grain sorghum, rice and upland cotton are eligible to sign up for the paymentin-kind (PIK) program announced January 11. Enrollment is through March 11.
PIK is a land diversion program designed to bring supplies more in line with demand. The federal government offers farmers an amount of commodity for reducing acreage by a larger amount than called for under previously announced programs.
To participate in PIK, farmers must also participate in a Reduced Acreage Program. The programs call for diverting up to 50 percent of a farm's base acres to conservation practices.
Commissioner Tommy Irvin believes PIK is a step in the right direction and urges farmers to contact their local ASCS office for specific details on the program.
