Dear Editor:
I would like to clarify a point of Social Security law which has caused a great deal of public concern recently. I refer specifically to the "notch" problem and an article entitled "Social Security Benefits Cut for 60-64 Year Olds" which appeared in the December 9 issue of the MARKET BULLETIN.
I would like to stress that this is not a recent change in law (it has been with us since 1977); that there are millions of beneficiaries currently on the Social Security roles whose benefits have been computed under the new law; that the new law applies to all persons born after 1916 (not just those born 1917-1921); and, most importantly of all, that no one currently receiving a Social Security check will suffer a reduction in benefits because of this provision. Anyone born after 1916 and who currently receives Social Security benefits had the new law applied before the first check was ever received.
I hope this explanation will help to allay the fears and concerns of your readership.

ANGEL BISCUITS
5 cups all-purpose flour 1 teaspoon soda 3 teaspoons baking powder 1 1/2 teaspoons salt 2 tablespoons sugar 1 cup shortening 2 cups buttermilk 1 package yeast 2 tablespoons warm water
Sift dry ingredients together. Cut in shortening. Dissolve yeast in 2 tablespoons warm water. Add milk and yeast mixture to dry ingredients. Mix well. Brush top with melted butter. Refrigerate until ready to use. Shape as for biscuits. Let rise (about 45 minutes). Bake at 400 12-15 minutes.

Now is the time to begin planting your fruit and nut trees. Figs, blueberries and muscadines also can be planted.
According to J. T. Braswell of Cairo, black walnuts can be planted as soon as they dry.
"Plant two in a hill, and if both come up, pull one of them up," explained Braswell. "Being careful not to break the nut off the young plant, set it out where you want it to grow.
"The black walnut seeds should be soaked in water all night before planting and they will not come up if planted after Christmas," according to Mr. Braswell.
Winter officially arrived December 21. The longest night and the shortest day of the year were experienced on this date which is referred to as the winter solstice.

Tighter regulations have been proposed for the retail sale of fresh and frozen seafood, meat, poultry and other foods from mobile vehicles in Georgia.
Among the proposed rules, mobile vehicles involved in retail sales of seafood and other food products obtain licensing and inspection from the Department of Agriculture. Strict sanitary standards are proposed to assure the public that items sold are stored under clean and safe conditions.
The rules also will require mobile vehicles to inform the Agriculture Department of their location.
Comments on the proposed regulations will be accepted through January 4, 1982. Interested persons may submit written comments by mailing them to: Commissioner Tommy Irvin, Georgia Department of Agriculture, 19 Martin Luther King, Jr. Dr., Atlanta 30334.
