Weather Cycles
Soaring heat and the lack of normal thundershowers in Georgia this summer have created near drought conditions over much of the state. How does this year compare to other dry periods over Georgia?
Drought means different things to different people. Farmers and
gardeners view any moisture shortage in the root zone of plants as serious when it continues beyond a week.
Serious drought is rare in Georgia, however. Streams, lakes and groundwater levels drop with truly serious drought. Trees and

deeper rooted plants can be killed. The worst Georgia droughts of recent years include 1925, 1931, 1933, 1954,1955 and 1977.
National Weather Service records show that the southwest and southcentral portions of Georgia have had more severe drought than any other area of the state. The longest continuous period without significant rain in Georgia has been in southwestern portions from July 1954 through June 1955 or 12 consecutive months.
Vegetables were nonexistent in the summer and fall of 1954 with poor harvest of all crops. Stream flow reached record low levels with power plants recirculating cooling water and cities and industries in South Georgia curtailing water usage.
Where well water was available in cities, it was shared with farmers. Tifton was reported to have furnished 100,000 gallons a day to farmers in September 1954.
Equally serious rain shortage and crop loss were observed in 1925, again in 1931 and 1933 and perhaps to a lesser extent in 1977. Dry periods with less serious problems

Contest Seeks Capital Chicken Casserole
Rural Leaders
$10,000 Contest Prize
A nationwide search for two rural service awards is underway. To qualify for the competition, entrants must have made a major contribution to rural development. A $10,000 award will be made to each winner.
The Winthrop Rockefeller Award for Distinguished Rural Service is awarded to individuals whose perception, vision and accomplishment have distinguished them in the progress of rural development. Activities may include health care, education, employment or job training, justice or legal services, development finance, agriculture or smallto-medium size businesses or manufacturing enterprises.
Nominations must be made by someone other than the nominee. Deadline for nominations is September 10, 1980. Rural Crime
The 1980 National Chicken Cooking Contest, staged in Atlanta for the first time, is history. The winner of the $10,000 prize was Sheila Hoban, representing the District of Columbia.
Georgia's contestant, Georgia Dotson, Savannah, prepares her Cucumber Stuffed Chicken Breasts as visitors at the contest watch. Each contestant prepared their recipe twice, one for the judges, and one for display.
Miss Hoban's recipe "Capital Chicken Casserole" was chosen by a panel of judges selected for their expertise in food preparation.
Other winners in the contest were: Hedy Penney, Utah, Creamy Lemon Chicken, Catherine Rooker, Arkansas, Chicken Zucchini Parmesan; Bill Caligari, North Carolina, Chicken Escalope Gourmet; and Mary Lou Berndt, Kansas, Sunshine Chicken Pie.
The contest attracted national attention with coverage by P.M. Magazine, WOMAN'S DAY, SOUTHERN LIVING, and more.
The contest is held annually to promote the development of new ways to utilize poultry as a nutritional, economical dish.

FBI Involvement Helps
Curb Livestock Rustling
A tight economy, high meat prices, and a ready foreign market for horse meat make horse stealing highly profitable to the criminal element.
Specific figures are difficult to calculate but law enforcement officials agree
that the problem is becoming widespread and must be confronted head on.
How to effectively aid horse
owners has been a major problem for law men but a new unique identification system for the animals could provide an effective weapon in locating stolen or lost horses.
Through owner participation, states are now using a new "alphaangle system" to positively identify
lost or stolen horses. The new system, developed by the Science and Education Administration of the U.S. Department of Agriculture is part of the FBI's highly sophisticated crime information center.
Using a painless freeze brand method, a permanent, unalterable
identification code of straight lines and angles can be affixed to the hide of horses under the mane. The code readily lends itself to a retrievable computerized data system.
If a horse branded in this manner is lost or stolen, local law enforcement officials can give the identifi-
cation code to the FBI's national crime information network and alert authorities throughout the country to be on the lookout for the animal.
Georgia Bureau of Investigation officials say the program currently is based on a voluntary owner participation system with data supplied

First Place Winner Capital Chicken Casserole
1 broiler-fryer chicken, cut in parts 1/2 cup cream
4 tablespoons butter
1 teaspoon salt
1 tablespoon cooking oil
1/4 teaspoon tarragon leaves
1 package (8 oz.) fresh
1/4 teaspoon pepper
mushrooms, sliced
1 can (15 oz.) artichoke hearts,
1 tablespoon flour
drained
1 can (11 oz.) cream of chicken 6 green onions, green and white
soup
parts included, chopped
1 cup dry white wine
2 tablespoons chopped parsley
1 cup water
In large frypan, place butter and oil and heat to medium
temperature until butter melts. Add chicken and cook, tur-
ning, about 10 minutes or until brown on all sides. Remove
chicken and place in baking pan or casserole. In same fry-
pan, saute mushrooms about 5 minutes or until tender.
Stir in flour. Add soup, wine and water; simmer, stirring,
about 10 minutes or until sauce thickens. Stir in cream,
salt, tarragon and pepper; pour over chicken. Bake, un-
covered, in 350 degrees F. oven for 60 minutes. Mix in ar-
tichoke hearts, green onions and parsley. Bake about 5
more minutes or until fork can be inserted in chicken with
ease. Makes 4 servings.

The four patch quilt adapts itself to many designs. It is a square, folded into four equal parts. The patterns that the four square lend themselves to are limited since it soon becomes necessary to divide the squares into smaller pieces to make more intricate designs.
Decide the size quilt square you want and cut a perfect square. Most

Fold the square in half and then again. Open out paper and draw a line with the ruler connecting the end of each small square with a diagonal line. The Square Within A Square pattern can make an attractive quilt for beginners.

Except for the 1925 drought, a 22 year cycle can be seen from the early 30s to the mid 50s to the late 70s. Many scientists believe this is related to the 22 year sunspot maxima cycle, but research continues in this area.
This year differs from those serious drought periods in two ways. Adequate to excessive rain fell over much of Georgia in March and May, and stream flow and ground water levels are still near or only slightly below what is usual for summer.
The lack of normal summer thundershowers to provide that needed inch of rain per week for ideal plant growth would not be nearly as serious were it not so hot. Unprecedented and record breaking temperatures have accompanied mostly sunny skies since late June.
Will it continue into the fall? If the 22 year sunspot theory is right, serious drought will not return until about the year 2000. More important, the Extended Forecast Branch of the National Weather Service responsible for the 30 day and seasonal forecasts indicate a trend toward normal temperatures and a better chance for showers during the late summer.

Officials in Georgia indicate that although the theft of horses is increasing such incidents are not as widespread as some may believe. There is only one slaughter facility in Georgia and animals there are required to be held four days before slaughter.
Under constant scrutiny by inspectors of the Georgia Department of Agriculture, those selling animals to the facility are required to provide a full record of the horse's history plus the seller's name, driver's license and vehicle registration number.
There is, however, a criminal market for stolen horses which are diverted to other states for sale and slaughter, states where the regulations are not as stringent as in Georgia.
Police officials say the new identification tool coupled with the quick recovery of any lost or stolen horses, a general public awareness of the problem can "slam the gate" on the would-be horse thief.
Law enforcement officials believe that the new alpha-angle identification system can play a key role in curtailing the theft of horses, a major contributor to rural crime.
