I recently attended the World Bioenergy Conference which brought some 1400 people to Atlanta from more than 40 different nations.
The conference featured reports and talks by bio-energy experts from
all over the world. Many of these were of interest but none seemed to cut to the heart of the matter for America as well
i as the keynote ad-
dress by David Freeman, Chairman of the Tennessee Valley Authority. I was so impressed by his comments I would like to share some of them with you.
Although assigned a small role in our energy future by some critics, organic power has the potential to replace a great deal of our energy needs in this country.
Wood is our most abundant and easily accessible bio-energy resource.
It is estimated that even without
counting wood harvested for conventional forest products, about 560 million tons are available each year for energy production in the United States. That is the equivalent of
nual energy requirements, two and
a half times the energy we are now half times the energy we are now getting from nuclear power and twothirds of what we get from coal.
If only one-third of our wasted wood growth in the U.S. could be
harvested and converted to energy each year, we could obtain as much from that source alone as from all of the hydro-electric dams in the country.
While oil imports have made us a political hostage and an economic cripple, our forests could be supplying us with the energy equivalency of half all our oil imports or nearly 10 times what we are now getting from bio-energy sources.
Any program for development

A number of people call the Georgia Cooperative Extension Service to ask about raising mink. I try to discourage them. Mink are nasty creatures. Mink bite with enthusiasm, stink, need solitary confinement, easily die of over-heating in hot weather, and suffer from over 40 kinds of parasites and diseases.
Female mink may neglect or kill their young if disturbed by strange noises. Fur prices fluctuate wildly due to the whims of the fashion industry and may decline sharply without notice.

For Label Violation
The Georgia Department of Agriculture has issued a stop-sale order on 3,185 bags of soybean seed from an Indiana firm, according to Commissioner of Agriculture Tommy Irvin.
Irvin said the bags were not labeled as to the variety of seed or purity analysis as required by Georgia law. He said the seed apparently was shipped by an Indianapolis, Indiana wholesale seed distributor called CDA.
The bags, 2,976 of which were labeled as CDA KD-40 and 209 of which were labeled Vegas-100, are the first shipments of this brand name discovered in Georgia.
Through investigations, agriculture officials learned that the soybeans were actually seed mixtures which had been produced in Indiana then bagged together from four "corn-belt" varieties. They were not adapted for planting in Georgia.
The seized soybeans were offered for sale in Georgia for $18.50/50 Ib. bag. Adapted varieties of soybeans which can be planted and grown in the state cost approximately $10.00 750 Ib. bag.
Irvin added that all the soybeans seized by the Department had been released to a local firm for crushing into oil stock, but he urged all farmers to be aware of the situation and use caution in making purchases. Suspected mislabelings may be reported to the Department's Consumer Services Division at 1-800282-5852.
Samples and records from the Department's investigation have been released to the federal seed act authorities for further action against the firm.

to produce steam to run the engine before they changed to coal and then diesel fuel? Also saw mills all over the country run on wood burning steam
engines. They used scrap wood to fire with. Around the first of this century, there were several
cars made to run on steam, that were cheap to run. If this century is smart enough to put men on the
moon, we should be smart enough to build a steam engine that runs on water. We have plenty of water. Let these oil countries keep their oil.

Sugar Creek Chicken

2 Tablespoons oil

2 small chicken breasts

1/2 cup flour

salt and pepper to taste

one small onion, chopped

1/2 cup apple juice

1/2 cup water

1/2 Teaspoon Cumin spice

Heat oil in frypan. Coat chicken breasts with seasoned

flour. Brown on all sides and add chopped onion and

brown lightly. Add apple juice, water and Cumin. Cover

and simmer for about 30 minutes or until chicken is done.

Turnip Green Soup

2 Tablespoons butter

1 medium onion, chopped

4 medium potatoes (about 1 1/2 2 cups tightly packed turnip

pounds) peeled and cut in chunks greens, fresh or frozen

4 cups water

1-11/4 cups milk

Salt and Pepper to taste

1 teaspoon vinegar (optional)

Melt butter in large saucepan, add onion and saute' un-

til transparent. Add water, bring to a boil and add

potatoes and greens. Simmer for 15-20 minutes or until

potatoes are soft. Put through a food mill. (A blender or

food processor could be used instead of a food mill if de-

sired.) Add milk to achieve desired consistency and vin-

egar (optional). Correct seasoning. Serve hot. Mrs. Hardy Edwards

Consumer Information

Agriculture Provides Range of Services

The Consumer Services Division of the Department of Agriculture was created by Commissioner Tommy Irvin to increase the public's access to available services.
The regulatory authority of the department encompasses a range not always associated with agriculture. Inspectors from the various divisions make unannounced checks to insure that established standards are maintained.
Animal Industry and Field Forces. These divisions work to maintain animal health through laboratory tests, checks at livestock sales and the disposal of dead animals. The operation of the red meat inspection program also falls under Animal Industry.
Consumer Protection. Sanitarians check processing plants, warehouses and retail outlets where food products are handled. Grocery store scales and sanitation are inspected regularly.
Dairy. The milk you drink is regulated from the time it leaves the cow until you take it off the shelf.
Fuels and Measures. Accuracy is the goal of the inspectors who check measuring devices in warehouses, plants and service stations. Tests are also made on fuel samples which are collected when pumps are calibrated.
Markets. Seventeen farmers markets operate around the state to provide an outlet for farmers and a source of fresh produce for consumers. The Grain Market News is another service of this division at 1-800282-5944.
Plant Industry. Samples are collected and lab tests made on seed, feed, fertilizer and pesticide residues. It is responsible for the registration and application of pesticides that require licensing, including the work of exterminators and treated timber plants. Nurseries and bee hives are inspected by the Entomology Office.

Below some of the most frequently contacted agencies are listed. When possible the regional or Georgia number is given. If you are uncertain about which one to call, the Consumer Services staff will be happy to assist you.
Auto Safety. National Highway Safety Administration assists consumers with product recalls and vehicle equipment complaints. 1-800424-9393.
AUTOCAP. The Automobile Consumer Action Panel (CAP) was established by auto dealer associations to handle dealer complaints not resolved on a local level. In Georgia call 1-800-282-7318.
Banking and Credit. Several agencies regulate banking prac-

tices, depending on the type of bank involved. On the state level, contact the Department of Banking and Finance, 148 International Boulevard, NE, Suite 640, Atlanta, GA 30303. The phone number is 404/656-2050.
Debt collection practices usually fall under the jurisdiction of the Federal Trade Commission, Division of Credit Practices, Atlanta Regional Office, 1718 Peachtree NW, Room 1000, Atlanta, GA 30309 (404/8814836) or the Federal Reserve Bank, Civil Rights /Consumer Specialist, 104 Marietta Street, NW, Atlanta, GA 30303 (404/231-8500).
Better Business Bureau. These are non-profit, business sponsored organizations. They offer background information on businesses and can tell you if complaints have been registered against a company in their jurisdiction. Georgia offices are in Atlanta, Savannah, Columbus and Augusta.
An inspector for the Entomology Office checks for termites. Spot checks are made on exterminator treatments to control termites and other wood destroying organisms. This office is also responsible for inspecting bees and nurseries. It is hi the Plant Industry Division which regulates feed, seed, fertilizer and pesticides.
Cancer Information Services. Sponsored by the National Cancer Institute, this service offers general information about cancer, treatment services, diagnosis and rehabilitation. Literature is available. 1-800327-7332.
Consumer Product Safety Commission. This agency protects consumers against unreasonable risks from consumer products. You may call for information or make a complaint against a product. 1-800-6388326.

Budget Management

Requires Creativity

Managing budgets requires more skill and creativity each week for those who plan their spending. For others, handling their creditors is a haphazard situation that often finds them deeply in debt.
The Consumer Credit Counseling Service (CCCS) is a program that provides money management techniques and debt payment plans to individuals from all income brackets. It is sponsored by the National Foundation for Consumer Credit, Inc., which is business supported.
Georgia has three such programs in Macon, Savannah and Atlanta, with satellite offices in Jonesboro and Marietta. There is no fee for the counseling. Those who follow the suggested debt payment plan and can afford it, may contribute eight dollars per month to the program. The contribution is tax deductible.
The debt payment plans are tailored to the individual needs and established to be within the income of the family. This sometimes forces people into making unpleasant decisions, but it does help them stabilize their finances while learning to manage for the future.

The CCCS offers a suggested range of spending that may be useful to someone trying to plan a budget. These figures are not concrete. Some budgets may eliminate one or more of the listed categories while adding others. However, the total should not be more than the income.

Labels Can Save Money

And Increase

A sanitarian from the department's Consumer Protection Division checks the accuracy of scales used in a bakery. Georgia has more than 10,000 food outlets which are regularly inspected for proper sanitation, correct labeling of food products and accurate weight. Checks are also made on food processing plants and warehouses where food products are stored.

But Weights Don't Change

Figures printed in the most recent issue of Family Economic Review printed by USDA reveal some rather interesting information about eating habits and diet in this country.
We are spending more on food away from home. The proportion of total money for food away from home increased from 17 percent in 1965 to 24 percent in 1977.
We are spending more on food period. The money value of food used at home based on 21 meals per person was $8.78 per week in the spring of 1965. Twelve years later it was $16.44 an increase of 87 percent.
We are eating on a more equal basis. Overall nutrient levels and quantities of food used were more uniform at all income levels in 1977 than in 1965.
Increases and decreases in con-
sumption levels do not always appear to be based on health decisions.

During this period consumption of meat, poultry, and fish, fruit, soft drinks and alcoholic beverages increased.
Decreases were apparent for milk, cream and cheese, grain products, vegetables, eggs, legumes and nuts, fats and oils, and sugar, syrup, jelly and candy. The increased use of dried and commercially prepared foods could have reduced figures in this category.
We have a sweet tooth. Soft drink, punches and prepared desserts accounted for the greatest increase of the food dollar.
We are not losing weight. Although implications are that the caloric intake is lower, weights in 1977 vary little from 1965 levels. This could indicate less physical activity. The reduced food intake does require more nutritionally compact food sources to yield a balanced diet.

To Sew or Not To Sew

Reading food labels can save you money and help you serve more nutritional meals.
Each food label is required to have the common name of the product and its weight. Ingredients are listed in order of predominance. The name and address of the manufacturer or processor must also appear on the label.
If there are specific storage conditions for the product, they must be included on the label. Any illustration which depicts the product in a prepared state, must be labeled "serving suggestion."
Nutrition labeling for most foods is voluntary. But if a nutrient is added to any product, or if a nutritional

Are you wasting grocery money buying extra lean ground beef?
According to recent tests conducted by USDA's Science and Education Administration (SEA), consumers spend more than necessary to purchase extra lean ground beef rather than regular hamburger.
Results from cooking over 200 patties show there is almost no difference in the cooked product except that hamburgers made from regular beef are juicier and a bit tastier.
Weight loss during cooking is about the same for high and low-fat hamburgers While there is a difference in the levels of fat in the raw meat, only minimal variations exist in the cooked product.
Extra-lean patties lose more water and regular ground loses more fat. The water vaporizes and is not as obvious as the fat accumulating in the pan.
For example, cooked, quarterpound extra-lean patties have one gram (454 grams equals one pound) less fat and one gram more water than regular ground beef patties. One gram of fat represents about nine calories per patty.

Nutrition labeling includes serving size, servings per container, caloric content, protein content, carbohydrate content, fat content, and percentages of some U. S. Recommended Daily Allowances of protein, certain vitamins and minerals.
Standards exist for some familiar foods such as margarine, mayonnaise and ice cream. Certain ingredients which follow the basic recipe must be present. Most standards also provide for some optional in-
gredients. When they were established the
basic ingredients used in foods were frequently prepared in the home. Today, consumers are less familiar with these recipes and consumers have expressed an interest in listing these ingredients.
PDA standards of identity define certain food products and are mandatory. USDA grade standards for food are voluntary. Standards of identity do not mean that all com-
panies use the same recipe, but that certain percentages are present in all such products.
Knowing the meaning of these standards can be useful. For example in baby food, a high meat dinner must be at least 26 percent meat. A meat and broth dinner product must
be at least 61 percent meat. To help you when shopping, check the order of the ingredients to see which is lis-
ted first.

Skill and Time Prime Considerations

Clothing costs are a prime consideration in anyone's budget, especially for families with growing children. Figures for the first three quarters of 1979 estimate the annual spending for clothing and shoes averaged $441 per person.
Everyone wants to get the most for their money. Some accomplish this by sewing. The Cooperative Extension Service offers some guidelines for homemakers deciding whether to sew or buy. The Federal Trade Commission enforces care and content labeling that protects the buyer of fabrics and finished goods.
Before making the decision to sew, weight the factors. The most obvious considerations are skill and time.

People who sew may cite as advantages ability to copy designer garments, better fitting clothes, more individuality in their wardrobes, a wider selection, a creative outlet and higher quality for less money.
To save costs on home sewing, shop sales, buy interfacing fabric in quantity; reuse patterns; use left over fabric and buy only as much as you need. To save time, buy all your supplies at one time, select simple patterns and use sewing short cuts.
The Weights and Measures Division checks fabric measuring devices to assure consumers of accurate measurements.
Reasons for buying include lack of time and/or skill. In some instances

a particular fabric may be difficult to handle.

apparel so that consumers will know
the best way to clean the clothes.
Fabric manufacturers must make
quantities of care labels available for those who buy yard goods.
Hats, gloves and shoes are exempt from these regulations. Draperies, curtains, upholstered furniture, rugs and carpets also must have care labels.
Content labels must be attached to wool, fur, textile and down products to protect producers and consumers against misbranding and false advertising.

To prevent frustration and make shopping by mail a more enjoyable experience, take a few precautions. First, comparison shop to check prices and quality on a local level and in other catalogs. Make certain your name and address are clearly marked in the appropriate places on your order.

With a little effort you can cut your utility bills. Residential usage is divided into approximately 7o percent for heating and cooling homes, 20 percent for heating water and ten percent for lighting, cooking and running small appliances. Check your home for areas to conserve.
If you're planning to purchase a new appliance, check for the energy efficiency rating. Products manufactured after June 1, 1980 must have a rating and many others already have employed the program.
The Federal Trade Commission requires these labels on refrigerators, refrigerator-freezers, freezers, dishwashers, water heaters, room air conditioners, central air conditioners, clothes washers and furnaces. The label gives the estimated annual energy costs and enables you to compare appliances' operational costs.
Private cars consume 60 percent of our total oil imports. Eight percent of the nation's demand can be saved by conserving one gallon per week.
Proper maintenance, smooth driving and fewer trips will save fuel. A number of devices are on the market claiming to do this job. Don't be fooled by energy saving gimmicks.

There are also steps you can take to prevent unwanted mail. Consumers receiving pornographic mail may contact their local post office to have their name removed from the company's mailing list.
If your mailbox is flooded with unwanted advertising literature, contact the Direct Mail Marketing Association, 6 East 43rd Street, New York, NY 10017.
Your name will be removed from the mailing lists of its members. This action will not stop all advertising, but will reduce it substantially. Conversely, if you wish to receive more contest offers, contact the DMMA to place your name on the mailing lists.
It is a violation of the Federal Trade Commission Act to send unordered merchandise through the mail unless it is a free sample or material from a charitable organization. The major point is that you are not required to pay for any unsolicited materials.

A Department of Agriculture fuel inspector checks the calibration of a service station pump for accurate measure. Seals placed on each pump indicate the most recent date of inspection. Samples are collected from the pumps and then tested in the Fuel Lab to insure that no impurities are present. Cornrnon Sense Energy Source Available

Georgians import 97 percent of their energy. As energy costs rise, it becomes more important that the "common sense" energy source conservation be used.
The four main groups using energy are industry, residential, transportation and commercial. Georgians depend primarily on gasoline, natural gas and coal. Three percent of the energy needs are provided by hydroelectric power.
The Georgia State Energy Conservation Plan completed in 1977 contains over 20 programs to encourage energy conservation in all sectors. Information on conservation and the development and commercialization of alternate energy sources is available from the Office of Energy Resources, 270 Washington St. SW, Room 615, Atlanta, Georgia 30334, 404/656-5176.
Renewable energy or forms which renew themselves by natural means, and therefore are not subject to depletion, are of particular interest. Coal, petroleum and natural gas are not renewable. Solar, wood and hydro power are renewable.
Currently Georgia leads the nation in the residential sector in the number of homes principally heated with

wood. The U.S. Forestry Service es-
timates that from 20 to 40 percent of all Georgia energy and $600,000 in new economic activity could be provided by wood that is presently wasted.
Another source of energy is wind. Although Georgia's overall average of eight miles per hour falls short of the 12 to 14 mile speed needed for the economic generation of elec-
tricity. The coast and mountain areas have the most potential for cost-effective utilization of wind energy. Tests are currently being conducted to evaluate the use of wind power.
There are several programs offering assistance on energy related pro-
jects. Information is available from
the Office of Energy Resources. Not
all programs operate year round and some have already completed their work for the year.
The Economic Development administration provides grants and loans for small scale alcohol fuels production. Applicants can be any type of public entity or non-profit organization that represents the redevelopment of the areas such as farm cooperatives, economic development districts and public authorities.

The Farmers Home Ad-
ministration assists individual farmers who have biomass that can be converted to alcohol for use on the farm or for sale.
Applications are made through the Office of Energy Resources for Appropriate Technology Small Grants. These offer through competition and financial assistance, encouragement for the development and demonstration of products that will save energy. Individuals may apply.
Last year Georgia represented about 19 percent of the applicants
and received about 18 percent of the funds. The average size of the grants is $14,000, but the program does not re-open until January, 1981.

GROW SORGHUM?
Research results and grower experiences have shown that grain sorghum can be grown successfully in Georgia. Extension Service agronomists say sorghum is more drought tolerant than corn and can be planted from spring to early summer. Sorghum may fit into doublecropping programs, too, following wheat or early corn.
BEING PARENTS
Parenthood, according to family life specialists at the University of Georgia, produces emotions that are seldom equalled by other emotions. The love and wonder a parent feels on seeing his child for the first time, the tinge of sadness one feels when his child enters school on the first day, the anxiety a parent feels the first time his teenager drives the car alone, or the pride a parent feels when a child graduates from high school are some of our most intense feelings.

Gardening appeals to all ages including 15 year old Marian Faulk, Jeffersonville, who wrote us about her solution to birds eating her strawberry patch.
"I have a pretty big strawberry patch and a short temper. The birds were so bad I just about pulled my hair out. Then I found a few things to do about the pesky'birds. First, I bought a few inexpensive rubber snakes from a local toy shop, then I made a scarecrow by tying a line of thin, strong rope and hanging a coat hanger on it. I hung up a shirt and pants with my sister's last year's Halloween mask. It looks very real.
"I also put some pie plates together and hung them in a nearby tree. I don't know if it's the reflection or noise when the wind blows but the birds stay away," Miss Faulk added.
Apparently Mr. L. H. Calhoun, Lumber City, has some tricky cats as he wrote us that it is not a good idea to let your cat watch you dig in your garden or they will do the same thing.
Ivy makes an attractive centerpiece but the water needs to be sweet. Wash a few pieces of charcoal and add them to the ivy water. Change the water when it becomes cloudy.

must not attempt to harness total organic power without respect for the impact on other resources to which it is connected; c Any sensible bio-energy program must recognize the regional nature of the resources used; d We must recognize that no organic power program can be taken seriously if we continue to waste as much energy as we do now.
At present, our energy programs in this country are fractured. Funds for developing energy alternatives are administered largely from Washington and often there is not sufficient input from the imagination and creativity of the American people.
Mr. Freeman believes any national energy policy should consist of regional building blocks so that the best resources of each region can be matched with real needs.
I thought his closing was superb:
"Today, the best chance we've got to fight inflation and preserve our high energy society is to get moving on bio-energy fuels, especially wood alcohol and on the electric car.
"These options share attractive features environmentally, economically and politically. Together they can displace half of our current oil imports by 1995. We've got to act now if we are to make either of them a reality before we run out of time, oil and money."

Raising Furry Animals

and unlike conventional farming one cannot become self sufficient in food by eating the farm's products. When quitting the mink business it may be hard to salvage one's capital investment.
If you're not discouraged by these facts and if you are good with animals, can be present every day to care for your mink, and have strength and enthusiasm for vigorous outdoor work, you still need a lot more information before getting started.

years or work at a mink ranch for at least a year to get experience.
After that you are ready to invest. Secluded well drained land in the cool north Georgia counties will be best. Avoid sites with near neighbors downwind.
Pole buildings with sides open are good. Inside will be raised cages of one x one and a half inch mesh 14 gauge wire. Cages should be about 30 x 15 x 18 inches wide for growing mink. Pens for females with young should be about 36 x 18 x 20 inches wide with an attached nest box about one foot square. Cages need a waterer, door, and sometimes a feeder.
Breeders should be purchased from ranchers whose mink bring high prices. Cost will be about two to three times the average pelt price for that variety or, currently, about $100 each for average animals.
Your work will vary with the season. Mink breed in March and young are born in May. Mink are weaned at six weeks, then isolated in the smaller cages to keep them from fighting. Vaccinate for botulism, viral enteritis and canine distemper.
Aleutian disease, an incurable mink malady, requires a blood test to detect. Mink with this disease should be destroyed.
Fresh and pelleted mink diets can

be purchased. After you learn the ropes you can try purchasing waste meats such as chicken scraps and grind your mink food.
About Thanksgiving is the time for sorting out the best mink. Save these for breeders. The rest are killed and skinned. Skins are scraped of fat, stretched, and dried. Marketing is best done through associations which assemble different colors and grades in bundles for auction.
How about raising other fur animals like silver fox? Silver fox was so much hi demand last year that it was hard to find ranchers willing to sell breeders. Fox raising has its own problems which in many ways are similar to those of mink raising.
What about chinchillas? Chinchilla raising had a boom in the 1950's and 1960's. Unscrupulous promoters sold breeding stock at inflated prices with buy back promises such as those made by the "worm companies" which fooled many Georgians recently.
Now chinchilla promoters are back and indications are that the scheme will run the same course. Only after fur auctions start handling a large volume of chinchilla pelts at good prices will chinchilla raising take its place as a legitimate enterprise.
Raising fur is a mysterious business to a beginner. Information is scarce when compared to domestic livestock. You will need to locate experts knowledgeable about diseases and nutrition, and they may live in other states.
Hard work and daily attention to small details is required. Only about 1,000 mink farms exist today. If you want to join their ranks it will be necessary to proceed with caution.

The National Alcohol Fuel Institute has published a handbook for the non-technical person interested in producing alcohol as a fuel from agricultural crops.
