Ga. Development Authority Grows

The Georgia Development Authority continues to grow. In 1955 the Authority had loans outstanding of $37,600.00. On April 30, 1976, we had loans outstanding in the amount of $27,749,548.78. In 1955 the net worth of the Authority was $663,709.00 and in 1976 it is $4,534,395.00. The trail was not easy.
The Authority is now insuring almost 1000 loans in 152 Georgia fi-
nancial institutions, mostly banks with a few savings and loan associations and retirement systems participating. Loans are located in 134 Georgia counties.
The Authority serves farmers who need longer terms than banks normally provide. Georgia bankers appear to like the system since the farmer gets the credit he needs, and since the loan is

serviced and insured by the Authority the loan stays in the local bank on a sound and acceptable basis to all concerned.
The Authority is the successor organization to the Georgia Rural Rehabilitation Corporation and the Georgia Livestock Development Authority. The Authority was funded by the Georgia Rural Rehabilitation Corporation and operates at a profit for insuring and servicing for lenders. The Authority is not in the state's budget. Georgia law requires that the Authority have 15% reserve for all loans insured. The need for capital is the only factor limiting the Authority's service to farmers.
All loans are secured by real estate. The loans are made for a variety of purposes including the purchase of land, to build farm buildings, construct ponds, dig wells and dig irrigation systems; last but not least to refinance short-term debts.
Farmers are excellent debt payers. The Authority has suffered

Corn is more widely grown than any other Georgia crop. Each county has some acreage totaling 1,670,000 acres under cultivation. [2,100,000 acres is expected to be utilized in corn production in 1976.] Yields per acre were low until 1948 when hybrids better
adapted to southern growing conditions were developed. With onproved fertilization, cultural practices and mechanical harvesting,
yields now average 56 bushes per acre. For years, the corn produced on an individual farm was used on the same farm as livestock feed. Today, corn is considered a money making crop. In 1974 corn produced $171,100,000 in farm income or 8.1 per cent of cash farm
receipts. Georgia is the 12th largest corn producer in the nation.

OSHA Requirements For
Agricultural Tractors
Effective In October
Agricultural tractors manufactured after October 25, 1976, shall meet the following requirements: 1. A roll-over protective structure (ROPS) shall be provided by the employer for each tractor operated by an employee.
2. Where ROPS are required, the employer shall: a. Provide each tractor with a seat belt; b. Ensure that each employee uses the seat belt and tightens the belt sufficiently to confine the employee.
Exempted uses:
1. "Low profile" tractors while they are used in orchards, vineyards or hop yards where the vertical clearance requirements would substantially interfere with normal operations, and while their use is incidental to the work performed therein.
2. "Low profile" tractors while used inside a farm building or greenhouse in which the vertical clearance is insufficient to allow a ROPS equipped tractor to operate, and while their use is incidental to the work performed therein.
3. Tractors while used with mounted equipment which is incompatible with ROPS (e.g. cornpickers, cotton strippers, vegetable pickers and fruit harvesters) .
Definitions
"Agricultural tractor" means a two-or four-wheel drive type vehicle, or track vehicle, of more than 20 engine horsepower, designed to furnish the power to pull, carry, propel, or drive implements that are designed for agriculture. All self-propelled implements are excluded.
"Low profile tractor" means a wheeled tractor possessing the following characteristics: 1. The front wheel spacing is equal to the rear wheel spacing, as measured from the centerline of each right wheel to the centerline of, the corresponding left wheel. 2. The clearance from the bottom of the tractor chassis to the ground does not exceed 18 inches. 3. The highest point of the hood does not exceed 60 inches,

Dear Editor: I am looking forward with great interest to the
series on shrub roses in the "What Is" column. Emphasis on shrub roses is long overdue in the
South. People in this part of the South are in a
unique position. The climate is warm enough to cultivate the more tender roses such as the banksias, but winters provide enough of a cooling period so that most of the hardier
species can flower. This unique set of climatic conditions will
allow most Georgia rose growers to enjoy nearly every available rose species and variety, yet most grow nothing except the modern types. While the modern Hybrid teas and such are indeed beautiful, they require a great deal more main-
tenance such as spraying, etc. The article on Cherokee Rose is very good.
The last paragraph should be especially helpful in avoiding confusion with the Macartney Rose, whose blooms are similar to the Cherokee's and which is more widespread in Georgia.
The "pink form" of the Cherokee is only half Cherokee. The other parent was probably a pink tea rose. This hybrid is far less disease-resistant than the Cherokee and is a less satisfactory
landscape specimen. Readers who are interested in joining a newly-

CHICKEN RATATOUILLE

2 broiler-fryer chickens, cut in

2 teaspoons dried oregano,

parts

crushed

1 teaspoon Ac'cent flavor enhancer 2 cups zucchini squash, cut in

1 1/2 teaspoons salt

2-inch chunks

1/2 teaspoon pepper

1 small eggplant, diced

1/4 cup Mazota corn oH

1 green pepper, cut in strips

1 clove garlic, minced

1 pound mushrooms, halved

1 cup chopped onion

1 can (48 ounces) tomatoes,

2 teaspoons dried basil, crushed

broken up

Sprinkle chicken with flavor enhancer, salt and pepper. Heat corn oil in dutch oven over medium heat. Add chicken and brown on all sides. Remove chicken to large shallow baking pan and place in single layer skin side up. In corn oil saute garlic and onion until tender. Add basil, oregano, squash, eggplant, green pepper and mushrooms. Stir and cook about 5 minutes to coat with oil and mix thoroughly. Add tomatoes; mix. Pour over chicken. Bake in 350 degree oven, uncovered, about 1 hour or until fork can be inserted into chicken with ease and vegetables are tender. Makes 10 servings.

The prairie rose is the hardiest of our native roses. It is naturalized from the Atlantic Ocean to the Rocky Mountains, from Ontario to south Georgia. In fact it is so widespread in our country that it was called the Rose of America by trench botanist Michaux on a plant collecting trip sponsored by his government many years ago.
In Georgia, the prairie rose blooms later than other old fashion roses. The scarcely scented flowers bloom pink but fade to almost white. The flowers are single and the stems which may be ten to fifteen feet long are very prickly.
Among its natural variations there is a carmine colored variety from Georgia called "Milledgeville".
Although the Rose of America was shipped to Europe in the early 1800's, it did not gain the expected popularity. Two varieties have endured however: Souvenir de Brod and Virago, still grown in many European gardens.
The most popular American variety of Rosa Setigera is the "American Pillar", a cross between Rose Wichuraiana, Rosa Setigera and a hybrid perpetual. It is often advertised in the MARKET BULLETIN.

Labeling
Each ROPS shall have a label, permanently affixed to the structure, which states: 1. Manufacturer's or fabricator's name and address, 2. ROPS model number, if any, 3. Tractor makes, models, or series numbers that the structure is designed to fit, and 4. That the ROPS model was tested in accordance with the requirements of this Subpart.
Operating Instructions
Effective June 1, 1975,, every employee who operates an agricultural tractor shall be informed of the operating practices contained below and of any other practices dictated by the work environment. no loss from loans in its years of operation and there have been less than ten foreclosures. The loans, even though they are made for as long as twenty years, are paid out on an average of less than five years. We believe that this is an indication that the Authority is useful since it permits farmers to make adjustments in their farming operation.
The Authority is supervised by a Board of Directors constituted as follows: eight are appointed by the Governor on staggered eight-year terms. The Commissioner of Agriculture, the Commissioner of the State Department of Community Development and the President and General Manager of the Authority serve as ex-officio members. The Board is composed of men with wide experience in business and agriculture.
We look forward to many more years of service to farmers and the financial institutions operating in rural Georgia.
2. Where possible, avoid operating the tractor near ditches, embankments, and holes.
3. Reduce speed when turning, crossing slopes, and on rough, slick, or muddy surfaces.
4. Stay off slopes too steep for safe operation.
5. Watch where you are going, especially at row ends, on roads and around trees.
