Local Control
For Conservation
It is my observation that centralization of government authority is increasing rapidly. I think also that, as centralization increases, so does the uneasiness of America's citizens as they watch more and more decisions taken out of their hands.
I am one of those citizens who believe in local authority and local
..decision making. BPerhaps that's fwhy I believe so a strongly in the I Soil and Water Conservation District Program in | Georgia. It works. ' It has changed the face of Georgia in the past four decades. Thirty-nine years of conservation have finally erased much of the effects of 200 years of exploitation. Probably the district's owe much of their success to their unique structure. Districts were formed

beginning in 1937 with the idea being that local people could make decisions regarding the use of Federal technical assistance from the USDA's Soil Conservation Service.
From the beginning, the district supervisors faced the task of creating a new consciousness of the need for wise treatment of the soil. The proof is in the pudding, as they say, and today few landowners would argue against conservation practices simply because of the economics involved. In recent years the range of Conservation districts' influence has spread to include urban areas. Erosion and sediment problems there can be just as severe and just as readily solved as those in rural areas.
The primary responsibility of the district board is establishing priorities for this assistance. It's possible, for instance, that a district board could receive requests for assistance from a school, an industry, a farmer and a city at the same time. Which comes first? In that particular area, which needs the most emphasis? Only local people know and only local people should decide.

"Dial-A-Mart"
Now Toll Free
The Georgia Farm Bureau now has "Dial-a-Mart", a toll free line giving the latest market prices for corn, soybeans, cotton, cattle auctions, hog auctions, egg market and the broiler market. Pecans will be added shortly.
The number, 1-800-342-9648, is open from 6 p.m. until 7:30 a.m. daily. Corn and Soybean prices are given by state areas; north, middle, and south, as well as an overall state average.
This new service is from the commodity department of the Georgia Farm Bureau located in Macon.
Energy's Last Drop
Georgia's Energy Conservation Month program, the most extensive public awareness effort carried out by a state, officially ends on October 31.
Lewis C. Spruill, Director of the State Energy Office, emphasizes that only the formal program concludes on that date. Actually, it marks the beginning of a continuing longer range educational process to instill a conservation ethic in the minds of Georgia energy consumers.
Energy Conservation Month activities included home improvement clinics, mall expositions, civic club programs and a school energy conservation poster contest.
"We were extremely encouraged by the broad based support and commitment we received from the public and private sectors and thank the people of Georgia for their cooperation and understanding," Mr. Spruill said.
TALLY HO HUNT
The Third annual Tally-ho Hunt will be held November 7 - 9 at the Georgia State Farmers' Market in Dillard. Georgia's Rivers' Abound

In Agricultural History

Of all of Georgia's natural resources, her waters have contributed more

to the agricultural history of this state than any other single event.

The history of Georgia started on the Savannah river when General

James Edward Oglethorpe founded the settlement of Savannah in 1733. This

colony flourished because of the Savannah river and brought praise from

England as one of the richest settlements in the new country.

importance, many battles were fought to gain and maintain control of these muddy waters. Long

before the Spaniards and French

Georgia

started fighting it out, the Westoes Indians were wiped off the river

bank by an offshoot of the

Shawnee Indians - the Savannahs.

State 4-H Winners
Ricky Maddox, Cochran, was named winner of the 4-H Regional Automotive contest held in Richmond, Virginia, recently. Mark Ballentine, Silver Creek, placed second in the Eastern Regional Small Engine Demonstration contest.
Martha Jo White, daughter of Mr. and Mrs. Martin White of Hartwell, won first place at State 4-H Congress competing in the Bread Project division. She will join other state winners for competition nationally in Chicago in November. Martha Jo has been very active in 4-H for six years and is presently serving as a member of the Georgia Nutrition Council, a teenage nutrition project for 1975-76.

weren't the only explorers and traders to exploit the wildlife and inhabitants of the Savannah. The adventure was multi-national and finally erupted in the Yamassee War of 1715. The Indians almost won.
The white man's prize was a tempermental river, gentle and smooth but tricky with her "shifting sands". Over 30 boats sunk or burned between her banks as a result of the sandbars that seemingly collected overnight. The risks were worth the bounty though and regular shipments were exported down the Savannah to Europe.
Debtor's Colony Boatloads of deerskins being unloaded regularly in Europe called attention to the valuable commercial potential offered by esfablishing a colony on the Savannah. So, when Oglethorpe suggested that England send debtors to America to establish a new colony on the river, his idea met with resounding approval. Oglethorpe's debtors' colony was

DUTCH APPLI CAKE AND APPLE FLOAT FROSTING

2 cups all purpose flour

2/3 cup milk

3 tsps. baking powder

3 medkim apples

1/2 tip. salt

1/4 cup melted butter

1 Tbb.sugar

1/4 cup light brown sugar

6 This, shortening

1/2 top. around cinnamon

1 egg, beaten

1/8 top. ground nutmeg

Sift flour, baking powder, salt and sugar together. Cut in

shortening. Combine egg and milk; stir into dry ingredie-

nts. Spread dough into greased baking pan.

Peel and core apples; cut into 1/4 inch thick slices.

Place in rows on batter. Pour melted butter over apples

and sprinkle with mixture of brown sugar and spices.

Bake in moderate oven at 350 degrees F. for 30 to 40

minutes. Serve hot with frosting.

FROSTING Stew 3 medium apples until tender. Remove from heat. Add sugar to desired taste. Mash apples until they are in sauce form. Beat the whites of 4 eggs until quite stiff. Add desired sugar. When apples are cooled, mix with the egg
whites and stir until the sauce is fluffy. Serve with hot cake.

DATE PECAN MUFFINS

1 cup brown sugar

1/2 cup shortening

Add 4 eggs to above

1 top. of soda

Add to above and graduaHy add 1 cup of buttermilk and mix together

1 box (8 oz.) pitted dates (cut up)l cup pecans (cup up)

Grated rind of one orange, add this to above mixture

Put into muffin pans and bake for 15 minutes at 400

degrees.

Makes 5 dozen, (small party size) dip in the following,

i boil 1 1/2 cups sugar and 3/4 cup concentrated orange

'juice, after diluted let cool and then dip muffins in this

mixture.

Use tongs for taking up out of boiled mixture. Store in

tins, they will keep fresh six weeks.

When buying meat for your freezer, you should beware of advertisements which offer "something for nothing" . . .especially bargains which are sensational. No dealer can afford to give meat away, and reputable ones will not pretend to do so.

Follow any storage instructions given on the labels of the processed meat and poultry products you buy. Refrigerate ready-to-serve meats, such as luncheon meats, in their original wrappings until you use them.

When buying meat for your freezer, make sure that the cutting, wrapping and freezing is included in the price of your meat. Otherwise, the cost for these services can run as much as 10 cents per pound.

Don't buy foods in dented cans. A swollen can might contain spoiled food that can cause serious illness.

Shopping for frozen vegetables? Here's some advice from your U.S. Department of Agriculture: Only buy packages that are frozen solid. Avoid partially thawed packages that feel soft or are stained. Thawing and refreezing will lower the quality of frozen vegetables.

If the odor or color of any food is poor or questionable, get rid of it! The food may be dangerous.

Meat and poultry products may be refrozen if they still contain ice crystals or if they're still cold, and have not been held at refrigerator temperatures for longer than one or two days.

The history of Indian corn is shrouded in legend, certainly a lot of fiction but perhaps a grain of truth.
For example, Europeans did not appreciate corn as a food for human consumption. In the old country, corn was synomous with animal feed. Partially because of necessity and somewhat because of the advantages in friendly co-habitation with the red man, these early settlers learned to eat and prepare Indian corn American-style.
Indian corn came to represent a bond of friendship between the red man's nation and the white man's settlement. The hanging of the corn on the door symbolized the settler's efforts to live peaceably with their new neighbors.
Our forefathers deserve a lot of credit for their efforts as Indian corn is tough and hard to eat. It is a "flint" corn or field corn meaning that it has hard kernels with a smooth coat. The colors of the kernels vary from white to golden yellow to deep red.
When Columbus took the first Indian corn back to Spain, everyone called it "turkey corn" and immediately started feeding their pullets the new American delicacy.
Another native custom was the corn husking party. The first solid red ear of Indian corn husked denoted the "King" or "Queen" of the party, and the prize was a kiss from the person of their choice.
Indian corn therefore symbolizes early America; it represents a bountiful harvest and humble thanksgiving. Besides, a solid red ear of Indian corn serves the same purpose as a twig of mistletoe without waiting for Christmas!

They get $20 per diem and that's it. I believe they are the only unpaid officials of state government. And they comprise a broad representative on all backgrounds bringing many viewpoints to bear in local decision making.

With a sound forage program, cattle can be handled to fit the production traits of the land. The most popular livestock program in the Southeast is the cow-calf operation with backgrounding and grass + grain finishing programs becoming more widely used.

The cow-calf operation's major feed need is for maintenance of the breeding herd; however, the critical time is while the calf is nursing. With sufficient feed during the nursing period the cow will maintain ample milk flow to support good calf gains and the calf will also be able to graze to its best advantage. Grass + adequate

milk will support calf gains of up to two pounds per day, but it may be desirable at times to provide supplemental silage or grain for added growth.
Backgrounding is a term applied to an operation which is designed to grow out young stock and prepare them for the finishing program. Usually, weaned calves of 350 to 450 pounds are started on winter grazing and fed to about 700 pounds with a daily gain of about 1.5 to 2 pounds. Care should be taken not to get the calves overly fat unless you do your own finishing, but it usually is necessary to supplement with limited grain or silage to obtain gains of two pounds per day.
The finishing programs can be a continuation of the backgrounding program with heavier grain feeding, or it can be a full feed drylot program of short duration. When finishing on grass, cattle require grain to be fed at one to 1.25 per cent of body weight daily. Animals fed at this rate will gain about 2.25 to 2.50 pounds per day, but grain feeding may have to be adjusted upward to compensate for poor quality forage at certain seasons. Silage can also be fed to a

good advantage in a grass finishing program since there is usually an over-supply of protein anyway. Animals are usually finished to grade high good or low choice; however, many grass fattened cattle are being marketed with less fat and at lower grades.
Remember, a successful livestock operation requires detailed planning and dedicated management and will give maximum returns .when forage production is closely coordinated with livestock needs.

River Crops Tons of tobacco, rice and other river crops being transported by barge down the Savannah and hence to England became one of the main arteries feeding the British economy. They were understandably most protective of their two colonies and the Savannah River and were quick to fortify their position as the American Revolution appeared eminent. Three thousand British soldiers were transported to Savannah in the early days of the War.

the export "plum" without the inland waterway to provide easy access to the low-land cotton plantations.
A by-product of the river was the first river steamboat invented by William Longstreet from Augusta. Soon luxury passenger steamers joined the cotton barges on the Savannah with often as many as 15 paddle-wheelers per week on the river.
After the War Between the States with the days of King Cotton behind her, the Savannah became the highway for a new southern industry - lumber. Raftloads of logs floated downriver to feed the growing lumber industry. In fact, with the advent of the railroad, the steamer's popularity had dwindled to a mere trickle and the only activity on the river was log rafting.
Sugar Sweet The scope of the Savannah has changed in the past 100 years. Besides her importance as a commercial inland waterway, her banks have become the home for industry, such as a sugar refinery built in 1915, and the gigantic Savannah river plant of the Atomic Energy Commission. Thirty years ago the Clark Hill Dam was built to reduce flood damage, increase 'navigation depth, generate hydroelectric power and provide a 1200 mile shore line for outdoor recreation. While we have many rivers of importance in our state, Georgia owes its beginning to the Savannah.
