Tobacco Needs
Butz Action
Secretary of Agriculture Earl Butz has announced he will convene the National Tobacco Advisory Committee soon to determine whether 1976 flue cured tobacco quotas should be reduced.
All I can say is it's about time. In fact, it's past time.
Early in this marketing season, when it was evident prices were not going to be sufficient to meet farmer needs and too much tobacco was going into stabilization, I wired Mr. Butz urging that he immediately announce an adjustment, and possibly a reduction in next year's quotas. I did so in the belief that such an announcement would stimulate prices.
I received no acknowledgment of the telegram. A few days later I contacted Commissioners Conner of Florida, Harrelson of South Carolina, Graham of North Carolina and Carbaugh of Virginia, asking that they join me in pressuring Butz to announce then an adjustment in 1976 quotas. I called Secretary Butz office personally to express my personal views on the tobacco price problem.
Apparently our combined actions had some influence on Mr. Butz because he then announced in a news release he was concerned over the large quantities of flue cured tobacco being taken under Commodity Credit Corporation loan.
The Secretary said further he would convene the Tobacco Advisory Committee before the end of August to review the supply and demand outlook and determine what to do about the 1976 quota and allotment.
I later received a letter from a Mr. Elvin J. Person, Acting Administrator of ASCS, who quoted me about four paragraphs of legal jargon concerning how the Secretary must go about setting marketing quotas. In his letter Mr". Person said it would be "premature" to make a determination concerning quotas so early in the marketing year. He said they could more accurately estimate needs several months from now.
What do they expect tobacco

Tested Boor Sale
offers VarietY
A very important event will be taking place at the Coastal Plain Experiment Station August 28th at one p.m. About 30 Duroc, 30 Yorkshire, 15 Hampshire, one Chester, three Landrace and three Spot boars will be offered for sale.
Feed and growth records are excellent on these boars. For example, one boar gained 2.19 pounds per day and had a feed conversion of 2.18 pounds of feed per pound of gain. Many of the boars gained over two pounds per day on less than 2.5 pounds of feed per pound of gain.
Boars from this test station have been very instrumental in improving quality of hogs in Georgia and surrounding states as well. The sale of production tested boars provides producers an opportunity to buy boars that will improve the efficiency of their swine operations.
Deborah Gibbs, Abbeville, was recently selected as the -1975-76 Georgia Cotton queen. Deborah, shown with P. R. Smith, Chairman of the Georgia Cotton Commission, will represent cotton in competition for the Miss Georgia Agriculture crown later this year.
Apple Contest
September 1 is the deadline for the Georgia Apple Recipe Contest.
The FARMERS AND CONSUMERS MARKET BULLETIN in cooperation with the Georgia Commodity Commission for Apples is sponsoring a contest for the best authentic Georgia apple recipe. First prize is $25.00. First, second and third place winners all receive a bushel of Georgia apples.
Buy some apples, practice your recipe and send it in. Winners will be announced on September 24th in the MARKET BULLETIN. Mail to Apple Recipe Contest, Georgia Agriculture Building, Room 326, 19 Hunter Street, S.W., Atlanta 30334.

"Fire Knocker" Offers Help

For Go. Rural Communities

Ever since man first rubbed two sticks together and created fire ... we have

progressed and we have had problems. Nothing can cause as much fear in the

hearts and minds of home, land and farm owners as the cry of "FIRE".

This has been, in recent years,

more true in rural communities than

in cities and incorporated areas as

the rural land owners have had little

or no fire fighting equipment and

ability.

Rural fires cost Georgians over

$13,000,000 during one recent 12

month period. However, when fire

fighting equipment was available

approximately 11 million dollars that

would have been lost was saved.

To meet this need, the Georgia

Forestry Commission developed a Rural Fire Defense Program in 1968.

Meat Laboratory

Recently, this program received a real shot in the arm with a federal
allocation for a Rural Community

The Meat Lab of the Georgia Department of Agriculture examines meat and meat products and materials used in the formulation of meat products. These samples are obtained from processing plants through routine inspections.
When violations are reported, the plant managers are required to
make the necessary corrective
measures. The inspectors will later at unannounced times collect repeat
samples for laboratory examination. If a suspected violation is detected
during regular inspections, the

Fire Protection Program of $65,000. This allocation is enabling the Forestry Commission to offer to communities with a population under 10,000 a "Fire Knocker", slip-on-
unit. The fire knocker is being leased to
qualifying communities at a cost of $3,500. Local funds must account for $2,450 and $1,050 comes from Rural Community Fire Protection monies.
Each proposal for a "Fire Knocker is evaluated and ranked based on priority guidelines including type

Dear Editor Guess what the bird is doing? It is picking face flies off the cows face and doing a good job
of ft. L N. Keith, Carroll County Cattlemen first noticed a few weeks ago that face flies were not causing a problem. Prior to this he had been spraying and still the flies were numerous. Mr. Keith found to his surprise starlings were doing the job for him.
He and I observed the birds sitting on the cows head and completely cleaning the flies from the face before moving to another cow. In some instances there were two birds on the cows head We also noted birds standing on the ground picking flies from the cows faces, as the cattle would lower their head so the bird could reach the flies. As a result, Mr. Keith has not had a pinkeye problem this year.
Joe McManus, also a Carroll County Cattlemen, has observed the same thing taking place in his herd of cattle.

Bald cypress is one of the last representatives of an ancient race of trees. Many millions of years ago, such trees flourished in North America and in northern Europe. Now this tree is one of three remaining species that are a link with a dim and distant past.
Cypress trees grow in deep river swamps but they also grow well on dry land. Although the tree is a conifer, it is not an evergreen. All the featherlike green leaves turn golden yellow in the fall, then bronze before they shed.
The most unique feature of the bald cypress is the "knees", coneshaped structures that rise out of the water from the tree's submerged roots. If the tree is growing outside of water, the knees are not as prominent.
These knees are hollow and some say that they provide air for the roots below the swamp water. Experiments by the Forest Service, however, indicate that the trees grow just as well without them.
The wood of the cypress has long been famous for its durability and is advertised as the "wood eternal". It is widely used where resistance to decay is required.

Insulation Can Broiler Production

What's insulation got to do with the price of chicken?
Lots, according to researchers with USDA's Agricultural Research Service (ARS). They note that broiler production costs depend heavily on the price of liquid petroleum gas (LPG), which shot up 100 to 200 per cent in the past 2 years. Higher costs, of course, spell

farmers to do in the meantime? Unless the average tobacco farmer is assured of better prices many may stop growing tobacco and not care what the quotas are next year.
At the end of four weeks of sales here in Georgia, 23.08 per cent of the tobacco sold had gone into stabilization as compared with only 1.83 per cent during the same period last year. During this same time 40 per cent of all flue cured tobacco sold in producing states had gone into stabilization as compared with only 6 per cent last year. Even though most of the early season sales consist of lugs and primings which normally do not go into the export market, this much tobacco should not be going into the loan program.
To me the facts concerning export demand for tobacco are all too obvious. The foreign demand that Washington bureaucrats thought would be there last fall when they were running around the country trying to get farmers to increase production is simply not there today.
I urged Secretary Butz last fall to use caution in increasing this year's quotas. At that time I pointed out that the economic situation in foreign countries could force a drop in export demand.
I know that I don't have all the information and knowledge that Secretary Butz and his staff are supposed to have available to them, but sometimes perhaps common sense is worth more than knowledge.
In the meantime, I am concerned about the Georgia tobacco farmers' situation while Butz and his advisors play a guessing game in Washington.

steeper prices at the supermarket. Back when fuel formed a small
share of total costs, producers commonly used 4Q to 100 gallons of LPG for each 1,000 broiler chicks during the normal 8-week production period. ARS researchers hope to make fuel use more efficient by evaluating the kinds of insulation used in poultry house construction.
The researchers found that it takes 30 to 35 gallons of LPG per brooder to maintain desired conditions during the first 9 days of growth. However, maintaining temperatures recommended by brooder manufacturers could result in fuel use of 30 to 70 gallons for each 1,000 chicks the first 9 days alone.
After a 3 to 4-week brooding period, additional heat is usually required to keep the house at an
optimum 70 - 75 F. Temperatures
below this level save on fuel costs
but tack on added feed costs. Researchers emphasize that in the
summer, insulation helps reduce death loss due to heat prostration. But in the winter, it conserves fuel by retaining a major share of the heat given off by the chicks.
This was illustrated by two broiler houses one insulated and the other not. First, assume that each house measures 40 by 200 feet, contains 11,360 square feet of wall and roof area, and houses 11,000 7week-old chicks. The chicks produce detectable heat totaling 275,000 Btu. (A Btu, or British thermal unit, is the amount of heat needed to raise the temperature of a pound of water 1 degree F.)
The first house, made fromcorrugated steel and wood framing
the standard construction lacks insulation. The outside temperature is 30. When the inside temperature reaches 49, the heat
produced by the chicks (275,000 Btu) equals the heat escaping from the house. In other words, the broilers provide no excess heat for the
ventilation air, and supplemental heat from propane gas is needed.
The second house is built the same way, but lined with 21/2 inches of glass fiber insulation. Sharply less heat is lost from the house, freeing 235,000 Btu from the chicks for warming the ventilation air. And that equals the heat energy provided by more than 2 1/2 gallons of
propane per hour.

Microbiology Lob
The Microbiology Lab of the Georgia Department of Agriculture is designed as a support laboratory for work in the Food, Feed, Dairy, and Meat laboratories.
Many types of food products are analyzed for bacterial contamination as an index to their wholesomeness, and to the sanitation practices under which they were processed. These food sample types are predominately ground and prepared meats, shellfish, and products from the bottling, canning and frozen food industries.
Antibiotic assays are performed on feed samples and supplements in cooperation with the Drug laboratory personnel. These tests are performed to insure that guaranteed levels of these drugs are present.
Although routine microbiological examinations are performed in the Dairy lab, some special tests are requested such as Salmonella in dried milk products and yeast/mold counts in sour cream and cottage cheese.
