More Development Better Economy

Tobacco Committee Meets To Recommend Sales Date

More development is needed in Georgia's rural communities for a better balanced state economy and a wider distribution of its population. While rural development is desirable, it is not an easy road to travel.
It seems safe to predict that one million more people will be
[living in Georgjia in 1990. Whjere will these [people live? Wijll their residjence be in 36 cijties where two[thirds of the [state's urban

?eople live? Or on farms where only 28,000 or 5 percent of the people live? Or will it be in the several hundred small towns under 2500 population?
The chances are overwhelming that mighty few of these people will become farmers. The 36 cities could get most of them, especially the six metropolitan areas. Could it be that many of the more than 500 towns

with less than 2500 and the open country would get a large share of these people? But how many is the question for that depends upon how much rural development takes place.
To be realistic, though, we have to admit that people for the most part live where there are jobs, good schools, cultural opportunities, and adequate services which people want and demand. In the main, cities have supplied these to a greater extent than rural areas and is the reason people have overflowed the cities in the past thirty years.
Jobs, schools, cultural opportunities, and services cost money to provide money from both private and public sources. In simple arithmetic, the communities which can generate the most public and private money for investment in these things which people demand are the places where the most development will take place.
And in the past 30 years, the cities have been able to get hold of more money both public and private for investment than small towns and open country. The only exception are those small towns and open

White Fringed Beetle
Quarantine To End
The federal white fringed beetle quarantine which regulates the movement of agricultural items from 13 southern states will be revoked on June 30, the U.S.D.A. announced.
States presently covered by the quarantine are Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee, Texas and Virginia.
Changes in agricultural practices have, in recent years, reduced the economic importance of this pest and made it possible for individual farmers to adequately apply available controls.
Watermelon Market
News Office Opens
The seasonal Georgia watermelon market news office will open June 16 at Thomasville.
The market news office will issue reports on watermelon prices, shipments and market conditions every Monday, Wednesday and Friday. These reports will also contain information on watermelons from Florida and southeastern Alabama.

Irvin Cautions: May Be Long Season

Commissioner of Agriculture Tommy Irvin has called a meeting of the Georgia Tobacco Advisory Committee for the purpose of recommending a date for the opening of the flue-cured tobacco markets.
The meeting will be held at the Georgia Farm Bureau headquarters in Macon
on Wednesday, June 18.

Major Survey Launched
On Crops, Livestock
A major nationwide survey is being launched by the U.S. Department of Agriculture under the direction of the Georgia Crop Reporting Service.
The goal of the survey is to provide farmers and ranchers with current reliable and impartial information to assist them with production and marketing plans.
Present farm prices and production costs, the economy, and export situation have created more than the usual number of uncertainties in agriculture.
The nationwide survey, using a representative sample of agriculture, will include personal interviews with some 70,000 .producers, and several thousand livestock operators, and mail responses from thousands of other farmers.
The survey will be the basis for a report to be issued by USDA June 30, estimating spring planted acreages and acreages for harvest for major crops both nationally and by States.
The cooperation of producers contacted is essential in pulling together a reliable set of estimates for use by all farmers and ranchers.

The Advisory Committee will study Georgia crop conditions, pool their information and recommend an opening date to the Commissioner who is required by law to set the opening date for Georgia markets.
The National Flue Cured Tobacco Advisory Committee has allocated 12 sets of buyers for the 28 Georgia-Florida markets this year as compared with 18 sets of buyers last year. This could result in an even longer selling season than the 11 weeks during 1974.
Due to the anticipated longer selling season, Irvin cautioned Georgia tobacco farmers that producing and maintaining quality leaf and controlling moisture during the tobacco curing and storing process could have a great deal of influence on prices this season.
Crop conditions are not as good as they were last year at this time because of a wet, cool spring. Although a good crop is anticipated, it is doubtful the 1975 Georgia crop will equal last year's production. In 1974, 160,626,396 pounds were produced which sold for an average price of $103.23 per hundred and a total value of $165,804,000.
Members of the Georgia Tobacco Advisory Committee that will meet in Macon on June 18 include Irvin; Emmett Reynolds, Georgia Farm Bureau president; Frank Pidcock, Georgia-Florida Warehouse Association president; State Senators Joseph Kennedy of Claxton and Loyce Turner of Valdosta; Representatives Dewey Rush of Glennville, Marcus Collins of Pelham and Dorsey Matthews of Moultrie.
Tobacco farmer members are Robert Zetterower, Statesboro; Horace Mullis, Axson; Albert Darley, Lyons and J. W. Hudson of Ocilla.
Mountaineer Festival

Coggins Test Required
Proof of Coggins Test (on or after February 15, 1975) will be required for entry in the Georgia Summer Classic. The 4-H event will be held in Watkinsville on June 20, 21, and 22.

Dear Editor: Regarding your answer in the Bulletin concerning rabbits
in the vegetable garden: You suggested powdered sulfur dusted on the vegetables. Rather than poison the rabbits and the vegetables try bone meal or blood meal sprinkled in a barrel several inches wide around the area to be protected. These meals are not only excellent fertilizers but also rabbits, being vegetarians by nature, will be repelled by the scent of the blood or bone meals.

Surely you need something to keep the devil at bay, witches from crossing your door and to insure love, faithfulness and affection in your family. The missing ingredient is periwinkle, that perky little vine with blue or violet blooms found in hanging baskets, window boxes or creeping along the ground.
Periwinkle has always been an important plant. The Ancient Greeks and medieval herbalists used periwinkle for tonic and astringent medicines. During the Middle Ages, people planted it as a protection from evil and insurance for happiness.
Today we grow periwinkle because its an ideal ground cover and requires little or no care. Besides any precautionary measures we can take against the devil should certainly not be overlooked.

We consulted with the stink bug expert who advised that stink bugs stink. He also advised that you might apply Sevin spray to your blueberries for control just do not apply within one day of harvest.

Should tulip bulbs be dug? No-name, Folkston.

The Plant folks say tulip bulbs should be treated as an annual in Extreme South Georgia. This means that a mild winter may prevent many bulbs from sprouting the next season. The best bet would be to dig the bulbs after the tops have died down and store in a cool, dry place for several months. Then, approximately six to eight weeks before planting in the late fall, place the bulbs in the refrigerator for that period of time.

It is a Casemaking Clothes Moth. The creature lays its eggs in carpets or woolen clothes. After the larvae hatch, they feed on these materials and make a case which they later attach to the ceiling. They then pupate and become mothes. We mailed you a* c*o*ntrol sheet which should help.

The okra man, known as "pod", suggests that you do not plant okra until warm weather to insure a successful crop about the same time as you would plant cotton. Rotate areas where you plant okra and apply a nemacide such as Nemagon or Mocap before planting. Treat seed with fungicide and use disease resistant varieties. You should have several messes.

Goodness gracious!! Now you know we cannot advise cures. The alcohol might relieve some symptoms but the poke weed root would definitely cause another problem. It is poisonous if eaten. May we please suggest that you see your doctor with your problem.

At what temperature and for how long should beef be allowed to hang in a cooler for aging? E. B., Ft. Valley.

The temperatures and time for aging beef vary depending upon the temperatures and humidity for the aging room. If there is no controlled humidity, beef may be aged from three to six weeks at temperatures from 30 degrees to 36 degrees F., provided there is ample air circulated. Temperatures higher than this are permitted 54 degrees to 59 degrees if the humidity is controlled. These higher temperatures will reduce the time for aging to 18 to 24 hours. If the higher temperature is used, the carcass should be refrigerated back to approximately 30 degrees immediately, and then cut into consumer port*ion* s*.

country lying near the cities. They have drawn upon the cities as the cities have drawn upon them.
But not so for the small towns and open country well away from the cities. They have generated some investment capital out of their own assets plus some from state and Federal sources but not near enough in the main to spark massive rural development and attract large numbers of people. So the trek to the city and its suburbs has continued almost unabated.
The challenge in rural development is to get hold of most investment capital both public and private. And its safe to say that private enterprise will not commit significant capital investment until there is assurance of significant public capital investment for roads, schools, law enforcement, water and sewer, and a host of other requirements that make for community expansion, including adequate housing.
Where could this capital come from? Some could come from Federal sources like revenue sharing or grants or loans possibly some from the state but the great part of it for most rural communities must come from local revenue sources. And that's where the going gets tough. Many, if not most, units of local government are too small and too limited in assets to generate the capital needed to induce significant rural development. And there aren't enough Federal and state funds for every community to have what it needs.
So what is the answer? Opinions vary. But could one approach be in more cooperation among several units of government counties and municipalities in pooling capital for significant development? Some of this is being done.
Or is now the time to move even toward consolidation of local governments city and county as well as counties to provide a base of local government large and powerful and influential enough to generate the capital it will take to make rural development competitive with urban development?
One thing for sure. The road to rural development that enables the little towns and sparsely settled counties to have more people is rocky and will require tough decisions and a changed way of doing things. Plus a deep conviction that more development is a good thing and the people are willing to make the changes and pay the price it requires.
