Relief Sought
On Pesticide Act
The Federal Environmental Pesticide Control Act amends the Federal Insecticide, Fungicide and Rodenticide Acts and provides for classification of all pesticides into "General Use" and "Restricted Use."
"Restricted Use" products may be used only by certified applicators.
Certification would be required of both commercial and private applicators, which would include all farmers.
The intent of Congress was that the Environmental Protection Agency provide criteria and standards for a simple system of certification under which states could elect to enforce the program within their boundaries. EPA has developed no plans for enforcing this program within a state and, therefore the states have no choice but to undertake the EPA program if their farmers are to be
G;rmitted the use of "Restricted se" pesticides in crop production.
The Act, as proposed by Congress, was to have been simple; free of unnecessary red tape and to consist in many cases of the signing of a registry by the farmer-purchaser acknowledging that he had been advised of the hazardous properties of the chemical.
The certification program later proposed by EPA was more elaborate and extensive, requiring a written examination or a formal training session with completion of a workbook or equivalent. Such a certification program would be very costly, and would require diversion of extensive educational efforts away from current extension programs in order to complete certification prior to the Oct. 21, 1976, deadline.
With the large number of private applicators to be certified, there could be very little follow-up on enforcement and the proposed program for private applicator certification would only result in the spending of huge sums of money and the expending of extensive energies to training which would provide very little in return.

Remove peel and seed from citron. Cut into small cubes and cover with water. Add ginger. Cook until citron can be pierced with a tooth pick. Drain well. Add sugar and let stand overnight. Add lemon slices removing all seed. Add pineapple and salt. Cook until thick, fill jars and seal immediately.

This cactus is a sprawling plant made up of stems with flattened green "pads" covered with clusters of bristles and spines. The prickly pear grows throughout Georgia and is an average of two to three feet high.
The edges of the "pads" produce beautiful yellow, rose or purple flowers on very short stems. The cactus blooms in June or July and then gives rise to purple, oval shaped, fruits which are edible.
The Indians who named the plant "Indian fig" roasted the spiny green leaves and used as a poultice on swelling. They also made a tea from the stems to ease headaches. Prickly pear is native to North America.
Pesticides
(Continued From Page 1) will give farmers relief from such oppressive EPA action.
As accepted and passed by the Commissioners and Secretaries of Agriculture from all the states, a resolution calling on Cong'ress to "initiate legislation to exempt from the certification requirement of the Federal Environmental Pesticide Control Act any farmer who is engaged in the production of an agricultural commodity to which he holds partial or complete ownership on land owned by him, rented or leased to him or through any other arrangement, land under his immediate control."
I was, of course, pleased that my counterparts from other states endorsed my thinking in regard to such restrictive regulations as proposed by EPA and I am most hopeful that the resolution will receive favorable reception among our congressional leaders.
Horse Lovers Day
Horse breeding, management and training demonstrations will highlight a field day sponsored by the American Quarter Horse Breeding of Georgia on Sunday, March 9. The field day will take place at Houston Lake Quarter Horse Farm, in Perry.

Straight Line Little Pimentos ig In Georgia

Although Georgia's pimento acreage has declined in the last 25 years, experts are predicting that Georgia farmers will choose to grow more peppers in the years ahead.
In 1950, Georgia had over 32,000 acres planted in pimento peppers making Georgia the nation's largest producer. Prior to World War II, all pimento peppers were imported from Spain. When this supply was cut off, Georgia became the nation's only supplier. In 1955, Georgia produced 21,900 tons of the mild red peppers accounting for $1,973,000 in our. state's agricultural economy.
Today, only 15,000 acres are under cultivation in pimento peppers. Row crops in general have suffered in the last few decades from increased labor costs of planting, growing and harvesting crops. Those row crops that could not be converted to mechanization have suffered whereas others that could be farmed mechanically have survived and/or increased. Farmers instead have invested their acreage in pastureland, cattle, etc.
However, many farmers are now looking for a productive type labor and pimentoes are more appealing than ever. Even when Georgia produced all the peppers for this country, the yield per acre was only about one ton. Now, improved varieties and crop techniques account for a much higher yield per acre - five and one-half tons per acre to be on groves in Spalding County last year. The price has increased too, from $90 to $200 per ton.
Georgia still leads the nation in pimento processors and canners (four major U.S. companies) making the expense of transporting the raw product to the processor minimal. These processors, however, are able to obtain 50% of their raw product from Georgia. The remainder must be shipped in from other southeastern states.
Peach Crop
Encouraging
A survey of Georgia's major peach growing areas reveals that most varieties have had sufficient chilling temperatures to assure a good peach crop this year following last year's 75% crop failure.
There is a slight problem in part of south Georgia where early varieties requiring 650 chilling hours have had only 600 hours but there are sufficient buds to indicate a fairly plentiful good crop.
The Byron-Fort Valley area, which slips 75% of the state's peaches, has received almost 1,000 chilling hours, buds are plentiful, there are no reports of peach trees being damaged by the tornado a few weeks ago and prospects for a good crop are evident.
The north Georgia peach producing area has also had enough cold weather to assure a good crop. The two major concerns now are the possibility of a late spring freeze or hail accompanying spring thunder storms.
The heavy blooming_season which draws sightseers to the Fort Valley area should peak during the first two weeks in March if weather conditions remain favorable.

We have heard that guinea hens will eat Japanese beetles in the garden. Will they eat all they can fine or will they just eat a few and leave the rest for us to contend with? Also, is it cheaper to eat by the light of a kerosene lamp than by a dining room electric light? Has the content of regular and high test gasoline been changed?

Guinea hens will eat some beetles but not ALL of them. Sorry, we just

don't have any information on the cost of electricity as compared to

kerosene. We suggest that you call your local power company. The quality of gasoline sold in Georgia is approximately the same as it has always

been. Our field forces pick up samples that are analyzed in our lab to determine octane rating. If the rating is below state requirements, a violation is issued. If you have some you would like analyzed, please let

The area needed for the strawberry bed should be about 4 feet
wide and 12 feet long. Plants will be set about 8 inches apart in each direction. Spade up the area, incorporating 3 cubic feet of peat moss plus the lime and other nutrients recommended from the soil test results. If the presence of nematodes is suspected, also thoroughly incorporate a nematicide. Then rake the area smooth and wait a couple of weeks. To plant the strawberry plants, a
hand trowel is the perfect instrument. Force the point of the trowel straight down into the soil, pushing the han-
dle back and forth. This makes a "V" shaped planting hole so that the roots can be placed downward. Firm the soil around the plant. After firming, the crown of the plant should be half

early September, broadcast over the area one-half pound of 10-10-10 fertilizer. Wash or brush off the fertilizer from the foliage.
This summer you also need to keep runners and daughter plants pinched off. This will keep the bed from getting over crowded. About next Thanksgiving you should cover the plants .with a thick layer of pine needles for winter protection. About this time next year, your mouth will water every time you look out at that strawberry bed that is going to produce a bundle of good berries. Remove the mulch about March 1 and watch them grow.
Do not fertilize until after harvest next spring. Fertilize in June and September as outlined before. Allow
