Cotton "Forward
Contracting"
Contracting to sell cotton crops prior to harvest is a relatively new marketing practice for Georgia cotton farmers. Quite a number of growers who contracted their 1973 crop sold it early in the year and were greatly disappointed when the cotton market made a tremendous advance between the time the contracts were signed and the cotton crop harvested. In spite of the disappointment however, the majority of farmers delivered their cotton crop fulfilling their commitment and moral obligation.
In as much as the new farm bill does not provide for any guaran-
teed support payment for cotton and establishes a target price substantially below the market, it is very likely that "Forward Contracting" is to be la way of life in 'cotton marketing. Just as the guaranteed support payment under the old program was used by farmers to get financing for the production of their cotton crop,
(Our guest columnist this week is P. R. "Bobby" Smith, Chairman, Agricultural Commodity Commission for Cotton, Winder, Get.)
contracts will be a necessity for many farmers in making their financial arrangements for crop production. Most people view this as a favorable development, since it gives producers, marketing people and users a way to make plans and decisions with more opportunity for successful follow-through.
Contracts should be between merchants and producers who know each other and who have had pleasant experiences in the past. The producer knows that the merchant has been fair, and the buyer has found that the grower has kept his word in regard to cultivation and harvesting, and has had cotton ginned in a satisfactory manner. Farmers must be satisfied with the price and must have confidence in the buyer. There should be a mutual trust, and a history of square dealing on both sides. The farmer should accept the contract as the sale of his crop and not be too concerned about market changes after that time.
Different buyers may use different methods as a basis for determining the price offered in a contract. A good rule of thumb for farmers to use in determining what the price should be, is to take the New York Futures quotation, and using the month of December, a hog round contract should be approximately 500 points off and a contract for low middling and better should be approximately 350 points off.
A Joint Industry Committee on Crop Contracting has developed a model contract to be used as a

Tobacco Growers,
Irvin To Meet
With ixporters
Commissioner of Agriculture Tommy Irvin has announced a meeting of Georgia Tobacco farmers and agriculture leaders for the purpose of discussing the 10 percent increase in tobacco acreage announced last week by U.S.D.A.
The meeting was prompted by requests from officials of export buying companies who purchase a major portion of Georgia's flue cured tobacco. "These companies," Irvin said, "are seeking an opportunity to explain to Georgia growers their concern as to an ample supply of Georgia flue cured tobacco at this year's market and the increased demands anticipated by foreign buyers.
"In addition," Irvin said, "Georgia growers will have an opportunity to meet these buyers face to face and ask questions concerning price, quality and increased allotments."
The meeting will be held Saturday, February 9, at 10 AM in the Rural Development Center at Tifton. All tobacco growers, agricultural leaders and others interested in the tobacco situation are urged to attend.
Commissioner Irvin and Georgia growers earlier this month had vehemently protested termination of the tobacco allotment program or unwarrented increases in allotments by the U. S. Department of Agriculture and Secretary Butz.___
Tobacco Cooperative Meets To Vote
The Tobacco Cooperative Stabilization Corporation meeting will be held Tuesday, February 12 at 2:30 p.m. in the Human Resources Building in Alma for the purpose of re-electing its Georgia director, Jack Massee of Fitzgerald.
A report on the year's activities and other items of interest will be presented by Fred Bond, General Manager of the cooperative.
Rules of the cooperative require the balloting for director be held once every three years.
All tobacco farmers are invited to attend.

guideline. It would be impossible to develop a contract to suit the different needs of sellers and buyers in every section of the cotton belt. The model contract form is available from the National Cotton Council, P. O. Box 12285, Memphis, Tennessee 38112. Anyone planning to use it should consult their legal advisors to make sure it fits their specific situations.

Irvin Wants Relief
In Fertilizer Prices
Citing results of a survey he has just completed, Commissioner of Agriculture Tommy Irvin said that in the last two and a half months fertilizer prices have skyrocketed.
Price increase already indicate production cost jumps of $20 per acre for corn, $10 per acre for peanuts, $35 per acre for tobacco, $ 15 per acre for cotton, $ 16 per acre for green beans and tomatoes and $20 per acre for pasture and forage
crops. "This is the situation as it stands
today," Irvin said. "A scarcity of fertilizer materials with indications of further price increases paints an even gloomier picture for the farmer and
the consumer." Irvin said his survey of fertilizer
prices show farmers, if they can get the plant food material, are paying an average of about $58 more per ton for ammonium nitrate and $105 more per ton for anhydrous ammonia than they were paying less than three months ago and that price increases on mixed fertilizers have increased about $20 per ton during this time.
"To further complicate the farmer's situation, gasoline prices have increased an average of 9.2 cents per gallon, diesel fuel by about 10.9 cents per gallon and propane gas by about 16.4 cents per gallon," Irvin
said. The price controls on fertilizer
were lifted last October in order to allow the American market price to compete with the foreign market
price and hopefully, alleviate a drastic fertilizer shortage in this
country. "The lifting of price controls has not worked at all," Irvin said. "Instead it has aggravated the supply situation."
Irvin called on the appropriate federal agencies to investigate thoroughly and put an abrupt halt to any unreasonable profiteering in oil or plant food supplies at the expense of the American farmer and consumer.

THE MARKET BULLETIN
-Agricultural Calendar-
Wednesday, January 23, 1974
According to legend, the beautiful redbud was Judas'
selection as a hanging tree. The white blossomed tree blushed with shame as Judas was found hanging from its
branches and the flowers have been red ever since.
Of course, this was the Asiatic species of the tree and white-flowered redbuds
can be found although they are rare. The pealike flowers
appear at the same time the leaves are coming out and the blossoms are so profuse they make a spectacular sight.
The leaves are prominently heart-shaped with five ner-
ves. The tree is difficult to transplant and the smaller they are when moved the better their chance for survival.
