the loan level or the average price paid to farmers for all cotton sold in 1974, whichever is higher.
This means that should payments be involved, farmers who sell their cotton for a price below the national average will have a total return of less than 38 cents.
If producers are unable to plant because of drought, flood or other abnormal conditions, they will receive a payment of 1 2 2/3 cents per pound on the established yield times the alloted acreage.
Also should abnormal conditions after planting reduce the total production on the farm to less than 66 2/3 per cent of the established yields times the alloted acreage the producer will get 12 2/3 cents per pound on the difference. In the event of a disaster that destroyed more than one-third of the crop it would be to the farmers advantage to have an allotment to cover the entire planted acreage.
A national base acreage allotment of 11,000,000 acres has been established with a national production goal of 14,803,000 standard
bales of 480 pounds, net weight. A preliminary loan rate of 25.26
cents per pound has been established, applicable to Middling
one-inch upland cotton, micronaire 3.5 through 4.9, net weight at average location in U.S.
All cotton produced in 1974 will
be eligible for loan. Growers will not be limited to
their allotments in 1974 but may plant as many acres in cotton as they want to, however, in the event payments of any kind are involved, they will be based on the growers allotment.
Payment in 1974 will be limited to
$20,000 per person.

Irvin Says Blitz' Peanut Proposal
Ranch, Chuckwapn, & Delmonico;

Agriculture's proposed resale of retail cut of meat today depends often on where you are, and even for the most
Commodity Corporation peanut knowledgeable, can cause confusion. But., there's help on the way. Some of this
stock at 115 percent of the farmer loan rate could scuttle attempts to expand peanut exports and prove costly to the American taxpayer, according to Commissioner of Agriculture Tommy Irvin.
Pointing out that peanuts, which represents Georgia's number one cash crop, are in surplus in this country, while most of the world is crying for a greater supply of high protein food, Irvin said the administration's sweeping proposals for changes in the U. S. Department of Agriculture's peanut program were not only "ridiculous but com-
pletely irresponsible." "Not only would the proposals
force American farmers with their high production costs to grow peanuts in price competition with foreign growers, but could price American peanuts in storage above the world market price for resale," Irvin said.
"Secretary Butz' refusal to let peanuts come out of Commodity Credit storage at a saleable price is in direct conflict with his avowed desire to expand agricultural exports," Irvin said, "and would put the financial burden of the peanut
support price program squarely on the back of the American taxpayer.".
confusion is slated to be clarified.
Colder Weather
Brings Rats, Mice
As the weather gets colder, mice and rats that have been living outdoors start trying to move into heated homes and buildings.
To help homeowners avoid these unwanted guests, Robert Carl-
ton, wildlife spAjK""""^^ ecialist with the -Xrj^, (_ _l_ Cooperative E\i^ '^^~~O ) ens ' on Service,
^-^ offers these suggestions:
Check for ways rodents might get in and plug all openings.
Take away their food, water and shelter.
Keep lids on garbage cans and
clean up food crumbs. Don't keep food in paper containers that mice and
rats would be able to chew through. Set traps as this is the best way to
get rid of rodents. Use poison only as a last resort.
This fall, the National Livestock
and Meat Board will introduce a new and uniform meat labeling and cooking guide system. Under the plan, each package of meat will carry the species name (beef, veal, pork, lamb), primal or wholesale cut (chuck, loin, etc.), a standardized retail name, and perhaps the store's own customized name.
This program, while voluntary, is being considered by the USDA for nationwide standardization of names
of wholesale and retail meat cuts of beef, pork, veal and lamb.
The new labeling procedures will
'also offer protection to consumers against unscrupulous, fanciful naming of low quality meat products, such as "His and Hers Steak".
In addition, with standardization of names, consumers will be able to
tell at a glance exactly what they are buying. For instance, if the label on a prepackaged sandwich reads "Steak Sandwich", after standardization it will read "Steak Sandwich, Ground Round", thus designating the portion of the carcass from which the meat portion of the sand-
wich came. Some meats, such as bacon,
ground pork, ground beef, ham-

Dear Editor:
For many years the FARMERS AND CONSUMERS MARKET BULLETIN has given valuable free services to the people it serves. However, after a disappointing and expensive experience with one of your advertisers, I would like to share it with you.
In the September 19th issue there was an ad for guinea hogs for sale in Dacula, Georgia. I placed a call to the advertiser and an agreement was made to hold 5 of the hogs until my son could drive there to pick them up. My son left immediately at 2 P.M. and returned at 11:30 P.M. without the hogs. They were sold before he got there.
Maybe, if some comments could be made in the BULLETIN concerning incidents such as this, future advertisers would realize the responsibility which goes with the privilege of using your free services.
J. B. Jackson Route 1, Box 120 Toomsboro, Georgia 31090
(Editor's note: We thought your comments were stated as well as any we could make. We agree and hope your letter will serve as a reminder to all our advertisers of their obligations and responsibilities.)
Dear Editor:
So much interest seems to be aroused by bread-trays
and the interest shown in this item prompts me to write this letter.
I am 85 years old and in younger years I have made a few of these so called bread trays. We called them dough trays. I have the tool used by my great-grandfather for this work. It is hand-forged, hand-tempered and when sharpened to a razor edge, it is just the tool for this work. A strong handed artisan can literally "shave" out a tray. This tool somewhat resembles a carpenter's edge but the blade edge is convex and so can produce the inner part of a tray to a perfectly smooth surface.
Tupelo, or poplar, wood was a favorite material for these household items. My mother's tray was about 16 inches across the broader part but I have seen a few that would go 18 or 20 inches with a depth of 3 1/2 to four or five inches at the deepest portion.
The really old ones are rare and bring really high prices on the antique market. I saw one at Gay, Georgia, with a serious crack at one end priced at $20.00.
I would mention also that the newer ones can be cleverly antiqued to look old and they can be made by machines but these never show the true maker's 'brand' .
I hope my letter helps those who have shown so much interest in this pioneer kitchen utensil.
Leon Ozmore 517 E. Bush Street Colquitt, Georgia 31737 (Editor's note: With the publication of Mr. Ozmore's interesting and well-stated letter, the editors have elected not to devote any additional space to bread trays other than regular notices, etc.)

JALAPENO CORN BREAD
IN A BOWL STIR TOGETHER 2 1/2 cups corn meal, 1 cup flour, 2 tablespoons sugar, 1 tablespoon salt and 4 teaspoons baking powder.
IN A SEPARATE BOWL beat 3 eggs lightly and stir in 1 1/2 cups milk and 1/2 cup cooking oil.
ADD liquid mixture to cornmeal mixture and stir in a onepound can cream style corn, 6 to 10 minced or mashed (with a fork) Jalapeno peppers (including the seed), 2 cups grated sharp Cheddar cheese and 2 cups grated or finely chopped onions.
POUR BATTER into 2 well-oiled pre-heated baking pans, 9x11 inches, and bake at 425 degrees for 30 minutes or until done.
This pepper-hot bread is best served at room temperature and is excellent "finger-food" for between meal snacks or buffet parties. It must be kept refrigerated to prevent mold, but will keep for weeks wrapped in film or foil in the refrigerator. Pickled jalapeno peppers are better for this bread than fresh peppers. Canned, pickled jalapenos are available in all supermarkets.
It is easy to pickle your own jalapenos. Boil the peppers for two minutes (until soft) in water and pack them into hot, sterile jars. Add one tablespoon dehydrated minced garlic, one tablespoon dehydrated minced onion, one tablespoon salt and 2 tablespoons cooking oil to each quart jar. Fill the jars completely to the top with a boiling mixture, of half vinegar and half water. Seal jars at once. It is not necessary to heat proce$s the jars.
(Editor's note: This recipe was submitted by Robert S. Wheeler, Director of Resident Instruction, University of Georgia, College of Agriculture, in reply to a request from Commissioner Tommy Irvin after the Commissioner had sampled Mr. Wheeler's Jalapeno corn bread and thought it delicious.)

Can you identify the enclosed insects? When the sun comes up and warms the lawn, they appear by the hundreds and swarm about six in-
ches over the grass, but never seem to light. They have only been seen here beginning about three years ago and I understand they are spreading
towards Atlanta. W. A., Ball Ground
A flower of antiquity, chrysanthemums were grown in abundance 3,000 years ago in China and Japan. Some of the oldest and most-" beautiful bonsai gardens have been made with chrysanthemums where a tiny plant pruned to the shape of a tree can be 100 years old.
Chrysanthemums bloom until November and often later if they are in a protected location. They have a very shallow root system which can cause death from a ground freeze. Horticulturists advise that watering during dry spells along with covering the ground with a heavy mulch will prolong their life into winter months.
Chrysanthemums are propagated by seed, cuttings and simple division, the last being the easiest when done in the early spring just when the plants begin to show a bit of growth from the base.
Garden chrysanthemums should be divided annually and moved every two or three years. Their shallow root structure easily causes over-crowding with the result of smaller flowers. These plants also need fertilizer applied in 3 to 4 doses during the growing season. When the stalks are killed by a hard freeze, cut them off to ground level.
Chrysanthemums include numerous flowers and plants besides the "cushion mums", "football pompons" and garden plantings. Among the most familiar are: costmary - a perennial herb with aromatic foliage; Ox-eye daisy perennial weed with widespreading roots, often called field daisy; Shasta Daisy - white daisylike flowers, excellent cut flowers, blooms from June through frost; feverfew - leafy, perennial herb with strong aromatic foliage.
Aphids are the worst enemy to chrysanthemums, especially in the fall. Malathion is usually recommended to get rid of the black aphids which feed on the plants. A natural defender of chrysanthemums are lady bugs which eat aphids, mites and scale insects by the hundreds.

If your ad is not in this weeks paper it was left out due to lack of space. However, do not resubmit ad, it will be in next weeks paper.
These insects are the Scoliid Wasps. They are considered to be beneficial insects due to the fact that they are parasites on the white grubs in the soil, which feed on the roots of the plants -- preferably your lawn. We do not recommend any method of control, therefore.
***
I would like to know if you can put vegetable seeds, left over from spring, in a deep freezer and keep until next spring for planting. I have heard of this being done but wonder how effective it is.
M. A., Waco
The storage of seed in a deep freezer is not a recognized method of storing seed, but if the moisture con tent is very low in the seed, they can be stored in a freezer without damaging them. Many people do store small quantities of seed in their freezer. If you do decide to store in this manner, they should be placed in a sealed glass jar or heavy plastic bag to prevent moisture from getting to the seed. Also, it is not necessary to use an insecticide to control storage insects. * * *
My husband and I have just recently rented a farm and are planning to raise as much food as we possibly can. Our problem is we know almost nothing about it and would like to get all the information we can on everything. We need to know how to cure meat (the old way, without freezing). Also, any information on cold pack canning of meats and vegetables will be appreciated. What time of the year should hogs be slaughtered so that the meat does not ruin? We realize this is a pretty large order, but sincerely hope you can help us.
Mrs. R. A., West Point We have added your name to the mailing list for our publication and you should start receiving issues soon. Dr. James Christian, Head of the Food Science Depart ment, Cooperative Extension Ser vice, University of Georgia, Athens, Georgia 30601, can supply you with information relating to the curing of meats. Regarding your request for information on cold pack canning of meats and vegetables, we suggest that you visit and discuss such with your local home economist. You should be able to find her located in the same office as your local county agricultural extension agent. Your request for advice on the proper time for slaughtering hogs in order to prevent spoilage is most dif ficult. Slaughtering should always be done in the cool season of the year when temperatures range bet ween 30 and 40 degrees. However, in order to prevent spoilage of the meats, it is necessary that tem peratures be controlled during
the early stages of curing and im mediately after slaughtering. Ideal temperatures for curing of meats is from 36 to 42 degrees. During recent years, it has been the prac tice of a great majority of people to have their animals custom slaughtered and processed in a local freezer locker plant where temperatures can be controlled mechanically and the operators are knowledgeable as to formula and procedures for curing of meats. We are sure you will be able to find such a plant in your local territory.
