For Agriculture
Student journalists across the nation interested in advancing agricultural communications have a young and growing professional organization known as the American Association of Agricultural Communicators of Tomorrow (ACT).
Many of the students involved in ACT are majoring in ag communications; however, an inter-
|est in agriculture and related endeavors is all that is required for membership. ACT ||is now in its [third year of I organization af'ter continued 'success under the direction of its parent organization, the American Association of-Agricultural College Editors (AAACE). munications and provides a mode for the interchange of ideas among students and faculty members offering instruction in agriculture and home economics communications. ACT also provides a means of contact between students and professional communicators by assisting ACT members with job placement, providing scholarships, and sponsoring a convention program at the annual AAACE gathering.
Students in 20 ACT chapters from Reno, Nevada, to Wilmington, Delaware, are all involved in student publications. They all write about and promote agriculture on their respective college and university campuses either in magazines, newsletters of miscellaneous publications.
The membership is constantly increasing with the number of members climbing 78% last year. ACT works on a national level to bring quality into student journalism efforts.
In promoting quality and encouraging competition, the association sponsors a national communications contest for student agrijournalists. This contest consists of competition in news stories, photography, editorials, feature stories, radio productions, magazines, miscellaneous publications, and newsletters.
The contests are open to any established ACT chapter or any student who shows an interest in agriculture. In last year's competition in the magazine category, eight colleges and universities vied

Georgia Protests Tobacco Loan To Zambia
A $12 million loan to Zambia to assist that country in developing production potential for flue cured tobacco has caused Commissioner of Agriculture Tommy Irvin to register a strong protest on behalf of Georgia tobacco farmers.
The loan has been approved by the International Development Association, an arm of the World Bank, and funds for the loan come primarily from the 18 wealthier member nations of which the United States is the largest contributor.
Commissioner Irvin and Georgia tobacco farmers are upset because the majority of Georgia's annual multi-million flue cured tobacco crop goes into export and they fear economic repercussions within the state in that helping to increase production in other countries would compete with Georgia's annual crop.
"I can't see the use of American funds to develop foreign crops that will compete directly with us in the market place," Irvin said.
In telegrams to Rober McNamara, president of the World Bank and Presidential Advisor, William Timmons, Irvin registered a strong protest in behalf of Georgia's 26,000 flue cured tobacco farmers and urged that the world bank seek other ways to help Zambia develop its agricultural potential without adversely affecting American farmers.
A similar telegram was sent by Irvin to Georgia's congressional delegation pointing out that two

Against Newcastle
The U. S. Department of Agriculture has banned the importation of all fresh poultry meat from foreign countries into the United States, and placed restrictions on the importation of table eggs.
The action was taken by USDA's Animal and Plant Health Inspection Service because of recent shipments and planned shipments from countries infected with exotic Newcastle disease. It is designed to further protect the nation's supply of poultry and eggs against the introduction of exotic Newcastle disease which affects poultry and other birds.
APHIS officials said the prohibition on imports covers all fresh, chilled, and frozen poultry carcasses and parts. The only exception is Canadian poultry meat shipped directly to the United States, since Canadian officials are also following an eradication program against the disease.
The new restriction on table eggs requires that all imported eggs be washed, sanitized packed in new cartons and must be certified by a veterinary official of the exporting nation as having come from flocks proven to be free of Newcastle disease.
Increasing Property Taxes Plague Georgia's Farmers

Taxes on farm property in Georgia have risen substantially in recent years.
This increase has caused great concern to farm operators and organizations
connected with agriculture.

This chart shows that real estate taxes in Georgia have steadily taken a larger share of net farm income. The percentage jumped sharply between 1965 and 1968 increasing from 2.7 per cent to 4.7 per cent in just three years. This increase was so marked that all farm operators have noticed the sudden change.
During each five year period from 1950 to 1965, real estate taxes took about 4 per cent more of the net farm income each period. Then by 1968 in a three year period the rate leaped upward and taxes were taking 74 per cent more of the net farm income than they had in 1965.
If figures were available for the past two years, I am sure that a continued increase would be documented. Re-evaluation, in many instances, has added considerably to the farm tax burden.
Dr. Walter G. Harter, head of the Extension Farm Management Department, and his staff have put together a number of charts and tables showing the general trends in property taxes in our state. Several of those are reproduced in connection with this article and they show the trends in a -graphic and dramatic fashion.
Ga. Exceeds U. S.
For example, during the past 20 years, Georgia's rate of increase on farm land taxes exceeded that of the United States as a whole by a considerable margin. If we use 1959 as an index number of 100, we would find that Georgia's index had increased to 318 in 1969 compared with the United States' increase to 216. The Georgia index advanced

Farm real estate taxes have risen substantially in Georgia ever since 1940 when they were 14 cents per acre. In 1969, the average farm real estate levy was $1.26. This is a nine fold increase. Taxes have almost doubled in the last four years as seen on the chart.

LEFT OVER BEEF PIE
Combine cut-up cooked beef with gravy. Add cooked peas, carrots and green beans. Pour hot into casserole and put a
ring of uncooked biscuits around edge of casserole. Bake in 400 degree oven about 20 minutes.
BISCUITS
2 cups sifted self-rising flour
3 tbsp. shortening 2/3 cup milk
Cut shortening into flour until the size of small peas. Add milk, stirring to make a soft dough. Turn dough out on lightly floured board or pastry cloth and knead gently for 30 seconds. Roll out 1/4 to 1/3-inch thick, and cut with floured cutter.

The loblolly pine is also known as the oldfield pine because of its ability to take over an abandoned field. After a field has been worked to death, the loblolly moves in. It grows best in soils with poor surface drainage and in ground that has past its prime for producing other crops.
The climate preferred by this southern pine is humid, with long hot summers and mild winters. The average rainfall should be somewhere between 40 to 60 inches per year. The colder temperatures of the north keep the loblolly in the southern coastal states and the lack of precipitation west of Louisiana prevents western expansion.
The tree itself is fast growing, averaging approximately 2.5 feet per year during its first 10 years. Its needles are arranged in bundles of 3 with a basal sheath usually 1/2 inch long. The needles are from 6 to 9 inches long. The cones are cylindrical, 3 to 6 inches long, light reddish brown with scales tipped by sharp stout prickle.
The loblolly is considered the principal commercial pine species in the southeastern United States due to its wide range, occurrence in pure stands, abundance and many uses. The wood is rated inferior to that of the long leaf and shortleaf pines but is widely used and marketed as yellow pine lumber.

During the decade of the sixties, farm property taxes almost tripled. They increase from 13.1 million dollars in 1960 to 37.0 million dollars by 1970.
from 160 to 318 in the four years from 1965 to 1969.
In just four years, from 1965 to 1969, farm real estate taxes in Georgia increased 99 percent. This sharp increase has aroused the indignation of every farm landowner.
Percentage Up
Not only have farm real estate taxes gone up in total amount; they are also taking a steadily increasing share of the net farm income. The percentage of farm taxes as a share of net income jumped sharply between 1965 and 1968. The percentage of the "take" increased from 2.7 per-
cent to 4.7 percent in those three years. By 1968 real estate taxes were taking 74 percent more of the net farm income than they did in 1965.
In good years when farm production is favorable and farm income increases, farm property taxes may decrease or at least stabilize when expressed as a percent of the return to the land. Nevertheless, the general trend is upward and property taxes
For the 11-year period, 19601970, the rate of return on farm real estate, after the property tax, has varied from a high of 11.0 percent in 1963 to the low of 5.2 percent reached in 1970, the last year for which figures are available. At the same time, the property tax as a percent of returns, increased from 6.4 to 13.3 percent.
We realize that farm and rural property taxes are a major portion of the tax base in non-urban counties in Georgia. County governments have a great stake in local property taxes because they are the main means of financing county operations. A look at taxes in three typical rural counties shows that property taxes on farm and rural real estate make up from 65 to 87 percent of the total revenue from property taxes in those counties.
Individual Rates
When we look at taxes from the standpoint of some individual farms on which complete records are available, we find that property taxes are taking from 18 to 24 percent of the net income of those farms.
Another aspect of increased taxes on rural land is-the effect on low income or retired people who are living on small farms or in rural areas to keep down living expenses. Additional taxes will be a great hardship on such people.
While the old saying about the certainty of death and taxes may be true, we must not tax agriculture to death. We must provide an economic climate in which our farms can continue productive so that we will have the necessary food and fiber for our people.
