Milk Order
The Georgia Federal Milk Order
became fully effective April 1, 1969.
Since this is the first anniversary of
the Georgia order, some observations
seem to be appropriate.
During December 1969 there were
a total of 37 milk plants fully regu-
lated by the Georgia Milk Marketing
Order. Of these 37
plants, 32 were lo-
cated within the
state and 5 out-
side Georgia.
On the basis of
figures available

Georgia order and
an estimation of the twelfth month,
there was a monthly average of 1,452
dairy farmers who delivered about
1.1 billion pounds of milk to milk
plants regulated by the Georgia or-
der, having a minimum order value
of 75.6 million dollars.
Of this number of dairy farmers,
1,248 are located in Georgia. The
dairy farmers who are located in

Georgia and delivered milk to plants
regulated by the Georgia order, shipped an estimated 1.0 billion
pounds of milk with a minimum order value of 69.4 million dollars.
For the average dairy farmer for the entire market, this would mean an estimated minimum value of his milk for these twelve months of
some 52 thousand dollars. For the dairy farmers located in the state of Georgia this would be some 55Va thousand dollars.
These figures should give an indication of the size and scope of the dairy segment of the agriculture industry in Georgia. It should be re-
membered, however, that there are a number of dairy farmers who are located within Georgia that are not included in the above figures.
The question may be raised as to the meaning of a Federal Milk Marketing Order. A Federal Milk Mar-
keting Order is a regulation issued by the Secretary of Agriculture of the United States Department of Agriculture after the approval of the
necessary number of dairy farmers supplying milk for the market. A Federal milk order places certain requirements on the handling of milk
for the area for which it is issued. As for the Georgia order, it in-
cludes all of-the counties within the State of Georgia except seven coun-
ties which are located in the extreme northwest corner of the state and Rabun County located in the northeast tip of Georgia. The seven counties in the northwest section of Geor-
gia are in the Chattanooga Milk Marketing area and Rabun County is not in any marketing area.
The marketing area is a means of
determining which milk plants will
be regulated by the Order. Whether

Ga. Tobacco Farmers Face Residue Problem

The passage of a West German law prohibiting the importation of tobacco containing more than 1 part per million of TDE and/or DDT has caused Georgia tobacco farmers to replace their insecticide program.

Raising Children Can Be Expensive
The average cost to raise a child born in 1951 to age 18, living in a family of mother and father and no more than five children, is $17,353 in a rural non-farm area in the South.
For a child raised under the same circumstances in the western United States, it cost $20,190. The cost for the north central region of the country is $15,800.
Figures were computed with the prices that were current in each year of the child's life beginning in 1951, and with the family on a lowcost, but adequate, food level.
If the costs of raising the child had been the same every year as they were in 1969, it would have cost $21,050 to raise the same child in the South. To put it another way, the $21,050 figure is what you could expect to incur to raise a new son or daughter to age 18 if prices don't increase.
Items used in figuring the total cost include food, clothing, housing (his share of the family's total for shelter, utilities, furnishings and equipment), medical care, education, transportation and miscellaneous expenditures such as personal care and recreation.
The total costs per year to raise the child generally rise as the child grows. When figured in 1969 dollars, costs in his 18th year are as much as 30 to 45 percent higher than in his first year.
Since it is probable that a considerable amount of this year's crop may be stored in this country and exported after January 1, 1973, the effective date of the German law, it is imperative that tobacco farmers stop using these insecticides immediately. About 80 percent of Georgia's tobacco crop is exported to foreign countries.
Other foreign tobacco markets have also expressed concern over the relatively high residues of these insecticides on United States tobacco, and it is apparent that these mar-

Of Cottonseed
The low quality of cottonseed available for planting this year is causing concern through the cotton belt.
In Georgia, the scarcity of high quality seed has prompted the State Crop Improvement Association to lower from 80 to 70 the germination percentage required for certification. Several other states have followed suit.
Johnny L. Crawford, plant pathologist with the University of Georgia Cooperative Extension Service, said seed tags showing germination below 80 percent will be stamped "substandard."
Crawford explained that low germination seed often are highly infested with fungi which cause seed rots, root rots and damping-off. "Growers planting these seed should increase seeding rates to compensate for the lower germination, and also use extra precautions to prevent stand losses from seedling diseases," he recommended.

The Agricultural Stabilization Conservation Service of the USDA has recently announced that tobacco on which TDE or DDT has been used will not be eligible for price support this year.
Unfortunately, a sizeable quantity of these chemicals had already been shipped to dealers and there is some carryover from last year. Since dealers can legally sell the insecticides on hand, even though the law has changed, the tobacco producer must protect himself by carefully checking tobacco insecticide labels to be sure that no TDE or DDT are included in the formulations.
NEWER CONTROL MEASURES
Lannate is the most effective control for the tobacco budworm tested in each of the last three years at the Coastal Plain Experiment Station. Lannate has also ranked at the top of control tests in other states. Research work in other states shows it to be very effective against most tobacco insects including fleabeetles and cabbage loopers.
Thiodan has been recognized as a very effective control for tobacco pests for several years. It has consistently ranked above TDE in effectiveness against budworms and it also controls aphids. In research in Georgia, Thiodan ranks right next to Lannate.
Thuricide, a biological control agent, will be recommended for the first time this year. It generally is at least equal to TDE against the budworm, and used in a continuous control program, gives acceptable results against the looper. It is recommended at the rate of 1 quart 3% aqueous suspension per acre. Parathion or Malathion must be used with Thuricide to control aphids.
Sevin, in combination with parathion or Malathion has been widely recommended and used en tobacco for several years. This combination has been about equal to TDE-parathion.
It is obvious, from this brief summary, that tobacco insect control will be just as good or better without
TDE. At least part of these insecticides can be used as cheap or cheaper than those containing TDE.
ONE OTHER CAUTION Even though farmers do not use TDE or DDT directly on tobacco, they must be careful to prevent drift from other crops. Unless further label changes are made, DDT will be widely used on cotton and peanuts. County Agents in each county are in. a position to furnish the latest information and counsel on preventing illegal residues on tobacco. Follow up-to-date recommendations from the University of Georgia Cooperative Extension Service and avoid residue problems.

Re peat until all is used. Place hot melted butter on top and sprin kle with hand full of corn flakes. Bake 20 to 40 minutes in pre heated oven 375 degrees. Serve hot 8-10 people. Delicious when warmed over. Cut recipe in half for four people.

Borage, Star-Flower or Beebread'-common names! for Borago off icinalis is a small genus of European herbs--grown in gardens for their flowers which are the favorite blossoms of the bees. It is about a foot high with large dark green leaves and beautiful star-shaped blue flowers. It grows wild in dumps, waste places and old abandoned gardens.
The reputed medicinal values of borage are not all due to ancient imaginations as it is an excellent source of organic potassium, calcium and other natural minerals and essential vitamins. The juice is mucilaginous and soothing to the stomach. One ancient herbalist si_ngs the praises of borage: "It maketh a man merrie and joyful). Use the floures in sallads to exhilarate and make the minde glad. Used everywhere for the comfort of the heart, for driving away sorrow and increasing the joy of the minde. The leaves and floures of borage put into wine make men and women glad and merrie and drive away all sadness, dulnesse and melancholie. Syrup made of the floures of borage comforteth the heart, .purgeth melancholie and quieteth the phrenticke and lunaticke person." He also recommends it for such things as "the biting of serpents, jaundice, consumption and rheumatism." However, since there are no drastic or harmful drugs this feeling must come from imagination or the taking of a useful nutrient and is not due to an intoxicating effect. We had rather think of borage as a pleasant food rather than a medicine as so many things can be made from the juice and blossoms. To make a borage syrup add 2 cups of sugar to 1 cup of borage juice, bring just to a boil, then bottle while still hot. The qualities of this syrup will soothe a sore throat and is recommended for fevers--not forgetting all that exhilaration the ancient herbalist promised if this syrup or juice is added to such drinks as lemonade, candies & jellies.
GEORGIA MILK Georgia milk producers have an
outstanding record regarding the prevention of pesticide residues in the dairy products they produce, say University of Georgia Extension specialists. They pointed out that this outstanding record must continue, and cautioned dairymen not to become careless.

a milk plant is regulated by the order is determined by the quantity of milk disposed of in the defined marketing area and not where the milk plant is actually located.
If a dairy farmer delivers or sells his milk to a milk plant that is regulated by the order, then the dairy farmer's milk is subject to the Milk Order minimum prices. In other words, the milk plant to which a dairy farmer ships his milk and not the location of the dairy farmer determines whether the dairy farmer's milk is subjected to the order minimum prices.
The order requires that dairy farmers who deliver milk to milk plants regulated by the order be paid not less than certain minimum prices established in accordance with the way the milk is used. It requires that these payments for milk be pooled and paid out to individual farmers on the basis of a uniform price.
Officials of the various local and state governments and, in particular, representatives of the Georgia Department of Agriculture and industry leaders have been most cooperative with the Market Administrator in the administration of the Georgia Order program.
