Economic Analysis

The Pulp And Paper Industry In The South

By Harry S. Mosebrook, President Southern Pulpwood Conservation Association
The rapid growth of the forest-based pulp and paper industry in the South, particularly during the past 10 years, has been one of the most remarkable of all the developments on the region's total industrial scene.

Growth in Southern Pulpwood Production

In 1956, there were only 63 pulp and paper mills in operation in the South, as compared to 87 in 1966. At the same time, pulping capacity of the Southern mills has climbed from 38,332 tons a day to 64,726 tons, while payrolls increased from $372 million to $586 million for employees in mills and in directly related forestry activities.

In addition, the pulp and paper industry makes a substantial contribution to the region's economy through purchases of pulpwood raw material. In 1966, the purchases of pulpwood grown in the South and delivered to mills totaled an all-time high of $661 million, sharply greater than the $405 million spent for pulpwood in 1956.
A significant aspect of this is that 80 per cent of the wood used by the mills is purchased from farmers and other individual owners of woodlands. The industry itself owns only 12.5 per cent of the forest land in the South.
As part of maintaining intensive forest management programs, the industry and pulpwood suppliers plant and distribute many millions of tree seedlings.
The pulp and paper industry also recognizes the other land values of these forests. Included are soil conservation, watershed stabilization, a place to provide wildlife habitat and food, and outdoor recreation.
As a consequence, the industry in the South practices a multiple-use philosophy and shares its lands with others. For instance, more than 21 million of the industry's 25 million acres of forest land are open to the public for hunting and fishing, and over 250 recreational areas are open on company lands.

South Leads the Nation in Pulpwood Production, Combined Pulping Capacity of Pulpmills
The production of pulpwood in the South reached another record high of more than 33 million cords in 1966. This was nearly 61 per cent of the nation's total. As shown on the chart, pulpwood output has been on the uptrend in the region since 1930 and is expected to reach 41 million cords by the end of 1968.
At the same time, the pulping capacity of Southern mills has steadily climbed. By the end of 1966 these mills had a combined annual pulping capacity of 22.5 million tons, an all-time high. This represented 58 per cent of the nation's total capacity.
