Congressman Introduces
Tobacco, Peanut Legislation
Rep. Maston O'Neal, Second District of Georgia, has introduced two bills to permit the sale, lease or transfer of tobacco and peanut allotments across county lines.
The Congressman predicts his legislative proposals will be approved by the U. S. Department of Agriculture, and widespread support from agricultural leaders in Georgia is indicated.
O'Neal said the legislation will permit small farm allotments to be consolidated in order to justify large investments for mechanical facilities which are necessary for survival in view of the present labor situation. However, both bills prohibit allotments from being transferred to a farm in another state.
The legislation will permit the owner of any farm with a tobacco or peanut allotment to sell or lease all or part of the allotment to any other farmer and will permit the owner of a farm to transfer all or part of his allotment to any other farm owned or controlled by him.
The tobacco bill, which has been referred to the House Agriculture Subcommittee on Tobacco, removes the present five-acre lease and transfer limitation. Rep. Watkins Abbitt (D-Va.), Chairman of the Tobacco Subcommittee, has introduced a similar bill.
The peanut bill was referred to the House Agriculture Subcommittee on Oilseeds and Rice which is under O'Neal's Chairmanship.
The Bainbridge Congressman will seek early Congressional hearings on the two bills.
