Cotton Marketing Quotas; Research Promotion Order

Agricultural

FARM PONDS
Farm ponds have literally changed the

Georgia cotton farmers, along with other cotton producers in the United States, will vote by mail on December 5-9, 1966. on two items which are of vital importance to them, stated Mr. Rufus Adams, Chairman of the Georgia Agricultural Stabilization and Conservation State Committee.
First, they will vote on whether or not they favor cotton marketing quotas for 1967. At least two-thirds of the producers voting must approve quotas before the program provisions can be put into effect. If quotas are approved, those who stay within the program provisions will be eligible for price support loans on the cotton produced, price support payments, and diversion payments. If quotas are not approved by two-thirds of those voting these provisions, except for price support loan at 50 percent of parity, will not be available.
Second, and entirely separate from the cotton marketing quota program, producers will be given an opportunity to vote on whether or not a Research and Promotion Order should be issued for upland cotton. This order would provide for a cotton research and promotion program administered by a Cotton Board whose members would be nominated by cotton producing organization and selected by the Secretary of Agriculture. It would be financed by assessment of $1 per bale from upland cotton producers, beginning with the 1967 crop. Approval by two-thirds of the producers voting (or by a majority of those voting if that majority represents two-thirds of the cotton production) is necessary for this order to be issued.
If approved by the producers, those farmers not wishing to participate may have the dollar per bale assessment refunded.
Ballots for both these programs will be mailed to all eligible cotton farmers from the County ASCS Office on Decem-

rural landscape over the last 30 years, according to Rufus Adams, Chairman, Georgia Agricultural Stabilization and Conservation State Committee.
He reports that U. S. farmers and ranchers with cost-share assistance under the Agricultural Conservation Program have built almost 2 million waterstorage reservoirs of various types during that period. These ponds could contain as much water as American households use in a year.
Farmers continue to construct about 60,000 ponds a year (most with AGP help), of which from 9,000 to 10,000 are in authorized flood-prevention watershed and Public Law 566 watershed program areas. The ponds are located in every agricultural county of every State, as well as in Puerto Rico and the Virgin Islands.
In Georgia, farmers and ranchers have constructed about 8,000 farm ponds with ACP assistance over the last five years. The practice is among the most important ones encouraged by the .program.
The Chairman points out that farm ponds are of many styles and have many purposes, and they have numerous practical and esthetic benefits. ACP ponds are principally of five kinds: (1) Livestock water ponds to protect vegetative cover (primarily by distributing grazing) or to make the land more usable for vegetative cover; (2) storage-type erosion-control dams to stop gullying and reduce runoff of water; (3) irrigation waterconservation reservoirs to conserve scarce water; (4) wildlife conservation ponds to conserve fish and wildlife on farmlands; and (5) ponds for forest fire control. Most of these ponds serve more than one of these purposes.

ber 2. They must be returned by December 9. Separate ballots will be used for voting on each of these items.
Mr. Adams urges cotton farmers to: 1. Not confuse the two programs on
which they are voting. 2. Show their interest by marking the
ballots carefully and returning them

promptly. Cotton farmers have voted for a number of years on cotton marketing quotas. This is the first time they have voted by mail.
Any questions should be directed to the local ASCS County Office.

Increasingly, Mr. Adams explains, farm ponds are contributing to landscape beautification, and they are furnishing additional recreation opportunities for such water-based sports as fishing and swimming, boating, and ice skating, as well as just a site for picnicking or nature study.

FIRE ANTS IN GEORGIA

INFESTED
AREAS TREATED OR BEING TREATED

The above map shows the areas in Georgia infested with fire ants and the areas that have been or are being treated for fire ants. Federal funds for fire ant eradication programs have been increased this year from $3,300,000 to $5,300,000. If the Georgia legislature will increase funds from the present $600,000 to $1,000,000, an estimated two million dollars in federal funds would be forthcoming. This would give Georgia a three million dollar fire ant program rather than the current 1.2 million dollar
program and speed up fire ant eradication. The imported fire ant with its fiery sting and huge mounds creates a health menace and makes operating farm machinery virtually impossible.
