Before 1866 the method used to appraise the U. S. agricultural situation was "by guess and by golly." That method ended 100 years ago with the birth of the Crop Reporting Service, which has just begun a year-long centennial celebration.
The special observance, said Archie Langley, CRS statistician for Georgia, is to commemorate the 100th year of continuous statistics on major crops, livestock, agricultural prices, and wages of farm labor.
Mr. Langley added that the event will also recognize the efforts some 850,000 cooperating reporters about 25,000 of them in Georgia whose voluntary reporting helps hold down costs of collecting agricultural statistics and whose expert judgments of local farming conditions enhance the accuracy of the reports.
In addition, it will emphasize the cooperative efforts by states in helping to collect and distribute estimates of agricultural conditions.
The Crop Reporting Service came into being because a fledgling U. S. Department of Agriculture, a hundred years ago, wanted to know how much cotton was being produced. It asked its county correspondents to estimate cotton output for their counties. Back came the replies and out went the Department's estimate in its monthly report of September, 1866. A national cotton crop of 1.8 million bales was forecast. Actual production for the year is now shown at 1,948,000 bales not much different from the forecast.
Ever since that time, according to Mr. Langley, the Crop Reporting Service has taken pride in the accuracy of its reports.
Benefits Formers, Consumer
Recognizing a need for accurate agricultural reports, the just-formed Department of Agriculture said in 1863: "Ignorance of the state of our crops invariably leads to speculation, in which oftentimes,
the farmer does not obtain just prices, and by which the consumer is not benefited. . . . Knowledge, while it tends to discourage speculation, gives to commerce a more uniform, and consequently, a more healthy action."
All told, the Crop Reporting Service issued more than 700 reports last year. Subjects ranged from onion stocks to cotton; from bush berry output to the farm labor force.
Of course, all this reporting takes effort and organization. "To do the job," Mr. Langley explained, "CRS works in cooperation with the states to maintain a voluntary corps of reporters farmers and agribusinessmen primarily."
The Georgia Office
The Georgia Crop Reporting Service is located on the University of Georgia Campus in Athens. This office works in close cooperation with the Georgia State Department of Agriculture and the Georgia Cooperative Extension Service. It has the responsibility to give accurate up-to-date information on crops and livestock to growers, processors, marketing organizations, transportation companies, and others interested in agricultures.
In Georgia there are about 25,000 farmers, local merchants, and operators of processing plants, mills, elevators, warehouses, gins, and hatcheries that report regularly. The crop reporter, in helping out, most of all helps himself and others like him, but he also gets satisfaction in doing a service nationally needed.
