RURAL AREAS GOOD FOR PLANT LOCATION, BUSINESS COUNCIL SAYS

W. B. Murphy, chairman of the Business Council and president of Campbell Soup Company, today jrged American businessmen to help ease the Nation's farm unemployment and urban congestion problems by locating more plants in rural areas.
But he conceded that there were two "myths" that stood in the way of such a move.
"First, is the fear by companies that their executives won't want to live in a small town, and second is the fear that they can't get skilled workers in rural areas," Murphy told the Rural Areas Development National Advisory Committee.
"But both are myths," said Murphy, whose company has built 30 of ito 36 planto in rural uicao.
Murphy told rural development advisors to Secretary of Agriculture Orville L. Freeman that the Nation's rural development and urban congestion problems "ought to be solved by decentralization of industry." He said it would be a "self-serving propo-
sition." "One of the big myths of locating processing
plants in rural areas has been that one can't hire enough skilled workers," Murphy declared. "Our experience has proved this to be very wrong. In Paris, Texas, for example, it took only seven months to get a plant into full-scale operation from a standing
start." Murphy said his company had found that in
most communities "you will find a large number of skilled workers, and many others that can be trained." He called training the "critical thing."
The other myth concerning rural industrialization is that company executives would not be happy living in a small town.
"We soon discovered that as soon as our new plants get well established in a community, the impact of employment and the business we do is reflected by development of the town to the extent that it is an ideal place to live," Murphy said. "It isn't long before we have a real difficult time transferring our executives from the country. One big advantage is that it only takes about 10 minutes to
get to work." Murphy said the farmers who move to jobs in
industry leave their farms to others who have a larger, more prosperous operation, and a result is
an upgrading of the agricultural economy.
