GEORGIA DELEGATION WORKS

FOR FARM BILL PASSAGE

By Phil Campbell Commissioner of Agriculture Georgia's ten congressmen, led by Phil Landrum, senior member of the delegation, were very instrumental in the passage through the House of the Farm Bill. This bill, at publication time of the MARKET BULLETIN, is in the hands of a conference committee composed of members of the Senate and House of the national congress. Because of his seniority and position of leadership in the House, Congressman Landrum was instrumental in the behind-the-scenes maneuvering, and in the discussion of the bill on the Floor of the House, in protecting the position of Georgia farmers and the textile industry of this state. If the Farm Bill clears the House and Senate Conference Committee as expected, Georgia farmers will be the winners in the fight fought by our ten Congressmen and two Senators. The Bill that passes is especially important to Georgia farmers as it will be in effect for FOUR years. Three major portions of the new bill particularly effect our farm economy: cotton, eggs and feed - grain. When Representative Joseph Y. Resnick of New York introduced an amendment to the bill for an egg marketing order (which our egg producers opposed), Representative Landrum was on the floor to ask certain questions concerning the amendment. These questions planted enough doubt in the minds of his fellow congressmen that the amendment was defeated. In addition, the Georgia delegation was also instrumental in having a portion of the Bill deleted which would certainly result in a raise in the cost

of feed to our poultry producers. Representative E. H. Quie of Minnesota want-
ed a provision in the bill to allow the CCC to sell feed at fifteen percent above the amount invested rather than five percent above as the law now
stands. The Georgia delegation felt that if the CCC
table was raised ten percent, the market price of feed would increase accordingly. This CCC raise was therefore removed from the Bill before it reached the Senate, and fortunately returned to the Senate-House Conference Committee as it left the
House. The main portions of the Bill to be ironed out
in conference concern the cotton legislation. The Senate Bill asks for a ten percent reduc-
tion in cotton allotments, whereas the original House Bill calls for a 15 percent reduction in allot-
ments. The Senate version also exempts the ten acre
and below allotment from this reduction. The House bill provides that a farmer can
plant as much cotton as he wishes, selling at world price, and not participate in the support program. The Senate Bill provides that a farmer who does not wish to participate in the program may plant only 50 percent above his alloted acreage and sell at world price
These are the points that are now (or have been) in conference.
Georgia's farmers and the textile industry of the state should be deeply gratified at the excellent performance of Georgia's 10 congressmen and two senators in bringing about the passage of this Farm Bill.
