Happy Balance of Farm Income
Threatened By New Proposals
Leaf Acreage Cut, New
Cotton Ideas Harmful
BY PHIL CAMPBELL Commissioner of Agriculture
The charts shown here adequately portray the dramatic changes that have occurred in Georgia's agricultural economy during the past several years.
As depicted in the charts Georgia has developed its agriculture from primarily a one crop cotton economy to a wonderfully diversified enterprise in which livestock plays an important role but in which major crops such as cotton and tobacco are still of great importance to the state's economic welfare.
This diversity of agricultural enterprises which pumps a billion dollars into Georgia's economy insures a healthy balance of cash farm income from a wide variety of agricultural commodities and helps to protect the state's economy, as a whole, from serious over-night adjustments in the farm income picture.
Be that as it may any sudden action that would threaten any one of our major agricultural enterprises would endanger the welfare of hundreds of individual farm families and tend to destroy the happy balance of cash farm income that the state's economy now enjoys.

Have Seed Tested Now,
Get Ready For Spring
Seed samples should be submitted to the State Seed Laboratory, Agriculture Building, Capitol Square, Atlanta, Georgia, at the earliest possible date to insure prompt service before the seasonal rush which occurs later in the spring.
Samples of cotton, corn, peanuts, and similar sizes of seed should contain about 1 1/2 Ibs. The samples should be mailed in a strong container securely wrapped with your name and address and kind and variety of seed both on the outside of the package and on the inside of the package.
Most samples of seed will require from 10 to 30 days for the test to be completed and the results returned to you. This is a free service provided for the Georgia farmers by the Georgia Department of Agriculture.

Happy Balance of Income
(Continued From Page 1'
ing possible adjustment that could re-
flect seriously in the total farm income
picture. They are tobacco and cotton.
Secretary of Agriculture Freeman is
proposing that cotton farmers be paid to take cotton land out of production in a
move to cut cotton production. Under the
proposal farmers not wishing to plant cot-
ton would not be free, as they now are, to release their unplanted acreage for use by
other farmers who would like to plant more cotton. Such a proposal, if inacted into law, would practically stop the release and reapportionment of cotton acreage which has allowed a rearrangement of acreage into larger and more realistic production units with lower per unit production costs.
The Freeman proposal would contribute to the loss of acre?ge to the western states. Such loss has presently been stopped through the program of release and reapportionment here in the Southeast.
Another serious threat to our cotton industry is the Cooley bill which has passed the house and is now pending in the Senate. In the long run the Cooley bill would have virtually the same undesired effect on our cotton industry as would the Freeman proposal. Basically it would lower price supports each year on
a sliding scale and put many Georgia
and Southeastern cotton farmers in a
serious position.
Out of all the action being proposed in
Washington to cure the ills of the cotton
industry the Talmadge bill approach is the best solution because it would give the textile industry relief from unfavorable prices and allow cotton farmers to continue to grow cotton.
Tobacco is facing a similar threat, but in a different form. The US Department of Agriculture is proposing a 10 percent cut in tobacco acreage for this year on the heels of a 5 percent acreage cut during the year just past. Such a severe cut would seriously jeopardize the welfare of hundreds of South Georgia tobacco farm families and also seriously endanger the balanced cash farm income picture which means so much to the state's overall economy.
Should either or both of these commodities be the victim of such sudden and severe action it could easily mean a penalizing drop in total farm income that would be difficult to overcome. It is extremely doubtful that our industrial growth, as great as it is, could take up the slack fast enough to prevent the income loss being felt throughout the state's economy.
Certainly adjustments are needed in agriculture but sudden and unreasonable adjustments that threaten the welfare of farmers and their families and tend to destroy the state's economic security will
not solve the problems of agriculture without creating new problems of unemployment and economic chaos within the agricultural industry.
Such new problems would, in the overall scheme of things, be just as serious as the old.
