Animals Size, Grade
__ Needs Improvement



- About 72 percent of all beef handled
by Atlanta area slaughtering plants,
branch houses, and grocery chain orga-
nizations is imported from other states,
according to a survey made by C. E.
-Sherard, Special Agent in Marketing for
the Agricultural Extension Service.

The percentage of carcass we import
in Georgia is rising and the percentage
we export is decreasing, the study shows.
- This large importation rate is due to:
1. Georgia Livestock farmers are not

providing sufficient number of animals
of the grade and quality desired by the
meat industry here.

2. Many of the cattle raised in Geor-
gia are shipped out of the state for graz-
ing and finishing.

- Most handling firms reported a pre-
ference for choice or good grade
carcasses, weighing about 500 to 600
pounds. This would be about a 900 to

1100 pound live animal.

Georgia farmers are not supplying
sufficient numbers of this type animal.
_ Many of the feeder cattle raised in Geor-

gia are being shipped out of state for

finishing and then returned here after

slaughter for sale to the consumer with a

loss of potential income to the farmer.
The amount of veal carcass meat han-
dled dropped about 60 percent from

1957-59, due also to the fact that the an-
__ imals were bought for shipment to Mid-
_- western ranchers for finishing and sale
at a price above what a packer could pay
for slaughter.

The amount of lamb carcass handled
_ in Georgia increased 100 per cent during
the three year period. This growth has

been attributed to increased promotion,
education, and merchandising programs,

which could very well benefit other
phases of the livestock industry in Geor-
gia. :
: The survey stressed an important
fact, pertinent to all Georgia livestock
farmers. We are not producing sufficient
number of the size and grade of animal
that packing and retail firms want to
buy. Georgia farmers must key their
jivestock production practices to meet

type and size of cuts desired. These can
only be prepared by packer, processor
snd retailer from carcasses of the right
size and grade.

Georgia farmers can have a better
market for Georgia slaughter cattle if
they will plan to produce and market the
kind of cattle needed to satisfy this de-
mand,

Livestock Producers
Must Deal Carefully

Georgia livestock producers now have
better marketing protection than ever be-
fore largely because of the 1958 amend-
ment to the Federal Packers and Stock-
yards law, but to fully protect themselves
they should continue to exercise caution
in their livestock transactions.

This reminder for caution comes from
W. L. Holstun, Montgomery, Ala., dis-
trict supervisor of the U.S. Department
of Agricultures Packers and Stockyards
Division. Holstuns district includes
Georgia. He said the Packers and Stock-



yards Act provides financial protection

to Georgia farmers, but it cannot be ex-
pected to take the place of the good,
sound business practice of knowing in
advance with whom one is dealing.

Holstun explained that the 1958 a-
mendment to the Packers and Stockyards
Act requires all livestock market agencies
and dealers engaged in interstate com-
merce to register with USDA and secure
a bond. Previously, only those agencies
and dealers operating at posted markets
had to meet these requirements.

The amount of bond required of mar-
ket agencies and dealers is computed on
the basis of the volume of business; how-
ever, the minimum bond requirement is
$5,000, Holstun said.

ven with higher bonds, Holstun
continued, a dealers transactions dur-
ing a period of heavy trading would not
necessarily be covered. This is illustrat-
ed by the recent unfortunate case of an
Iowa farmer who tried to cash a $2,000
check given him en payment for live-
stock by a dealer he had never seen be-
fore. The dealer had assured him that he
was registered and bonded with USDA
under the Packers and Stockyards Act.
What the farmer did not know was that
while the dealer was bonded for $5,000,
he had entered into transaction far exceed-
ing that amount. Each of the farmers from
whom the dealer had bought livestock
and paid with insufficient-tunds checks
was able to recover from the bonding
company only a fraction of the amount
due him.

Fortunately, the large majority of
those engaged in livestock trading, Hol-
stun said, are honest businessmen and
their fair dealings and good reputations
are an open book, or can be readily as-
certained.

The 1958 amendment to the Packers
