father-in-law ... the HOBBY dairyman.

The three year base plan is for the dairyman without a big bank account or a
rich wife, a rich brother, a rich mother, a rich father, a rich father-in-law or @&
lucrative business in town,

Only a rich dairyman with money can Increase his base sharply In one year.

95 percent of Georgias dairymen do not have money to increase their base
sharply in just one year.

Under the one year base plan any rich producer increasing his base sharply ac-
tually REDUCES the base of the poor dairyman selling to the same milk plant,

Under the three year base plan the poor dairyman can compete favorably with
the rich dairyman through gradual and orderly base Increases,

The one year base plan creates a rat race of competition to Increase bases
beyond plant needs resulting in SURPLUS milk and a lower per gallon mille
price for the dairyman.

The three year base plan contributes to orderly market growth approximately
equal to annual increased consumer demand.

10 percent of Georgia's dairymen now produce milk under a one year base pla

80 percent of Georgias dairymen now produce milk under a three year base
plan which allows for equal and gradual base growth WITHOUT penalizing
surpluses and special advantages to rich dairymen.
