Setting up this Warehouse Act to
handle this seasons cotton crop was a tre-
mendous task which consisted of the in-
itlation and preparation of bond forms,
inspection reports, applications, license
forms, receipt forms and many other de-
tails too numerous to mention here, and
having all these meet the approval of
the Commodity Office of the United States
_ Department of Agriculture, together with
the approval of Bonding Companies, In-
_ surance Companies, Banks and other lend-
ing agencies.
Several bonding companies have rec-
ognized the thoroughness of this Act and
have reduced the bonding charge $1.50
per thousand; also, the rating bureau,
_ who fixes the insurance rates, has grant-
ed to all warehouses licensed by the
State a ten percent reduction on their
insurance,
The Commodity Credit Corporation
does not. now require an extra bond to
them when a warehouse has been li-
censed by the State and has furnished
bond to the State.
We believe under this new Ware-
house Act that the products stored by our
farmers, the warehouses and the bank
loans all have better protection and that
a new field is open for storage of all kinds
of products and merchandise that will en-
courage business and industry.
I assure you that we are endeavoring
to cooperate with and assist in every way
possible and we hope that the Warehouse
Disision can operate in such a manner
that the farmers, warehousemen and lend-
ing agencies will approve, and benefit
therefrom.

-- I submit herewith a report from the
DIVISIONS REPORTS
Statistical Division of the State Depart-
ment of Agriculture for period begin-
ning July 1, 1952 and-ending June 30,
1954,
The Statistical Division of the De-
partment of Agriculture has for free dis-
tribution bulletins and pamphlets con-
taining information to aid farmers, house-
wives, gardeners and schools in their en-
deavors. This agricultural library is one
of the largest of its kind in any State
Department of Agriculture in the United
States. It consists of 1976 different subject
matters, some of which, for example, are
planting, culture, fertilization, marketing,
packing, sorting, grading, insecticides and
fungicides, other details relating to farms,
farm households, farm products, orchards,
canning and freezing of products of the
- farm, and many other subjects.
The Statistical Division compiles in-
formation and consolidates statistics as to
the number of farms, acreage in cultiva-
tion, acres harvested, production and sales
of each product by unit measure that is
grown in this State, such as cotton, corn,
peanuts, tobacco, grain, and other farm
and vegetable crops, together with other
agricultural matters of accomplishment
and problems for the benefit of the farm-
ers of this State.
During the period from July 1, 1952
through June 30, 1954, the Statistical Di-
vision has received 28,000 bulletins, pam-
phlets and leaflets from the U. S. Depart-
ment of Agriculture, the Extension Ser-
vice, the Experiment Stations and else-
where. This figure also includes those
compiled and written by the State De-
partment of Agriculture. :
I want to express my gratitude to the
Extension Service and other agencies for
their cooperation and helpful informa-
tion which they have so kindly given us.
During this same period July 1,
1952 through June 30, 1954 we have
distributed 23,574 bulletins and pamph-
lets of various information and have
drafted 193 charts or tables of various
statistics.
There has been a large transition
toward diversification and marketing and
during this year we have suffered the
most severe drought in recent years
causing great loss to our farmers in their
erops and pastures and we have exercised
