the Federal Government instituted acre-
age control of basic crops and Georgia
cotton acreage which had already been
radically reduced was cut still further.
~ At that time Georgia had no market-
ing system for crops other than cotton.
Georgia farmers, therefore, sought to
maintain their production in bales by :
planting the allotted acreage on their
best cotton land. In addition, they plant-.
ed better seed and they began to increase
the use of commercial fertilizers per
acre. The increased use of fertilizer not
only increased the growth of the cotton
plant, and produced more cotton, but it
also increased the consumption of moist-
ure from the land.
The farmers, in developing diversi-
tied crops, followed the same practice of
heavy fertilization to produce bigger crops
and faster growing pastures which also
increased the need of moisture in the
land.
Also, the farmers developed many
truck and vegetable crops which are
more subject to damage from dry weath-
-er than cotton or even corn.
Because of these things, the severe
dry spell now is much more destructive
to crops than it was twenty-five years
ago.
The cost per acre to farmers has like-
wise increased several fold due to in-
creased cost of seed, fertilizer, labor and
insecticides and also the heavy cost of
mechanization and the operation of farm
machinery.
Where a farmer probably had ten
dollars per acre invested in his crops in
1930, he now probably has fifty dollars
per. acre invested in his crops; and, I am
speaking of his entire acreage in row cropa
and pastures.
From this, it is easy to see that a se
vere drought involves a monetary loss of
at least five times as much as it would
have twenty-five years ago. Many ol
these farmers have been in whole or
in part financed by different agencies,
including local banks, local merchants
and government lending agencies. The
farmer who cannot pay for this years
crop will not be able to finanee another
crop. Even the farmer who can pay: his
expenses of this years crop will find
it difficult to arrange credit for another
crop.
Nothing that I can say here begins
to speak with the eloquence of a personal
.canvass in the different parts of Georgia
and seeing the great havoc that has been
wrought. No pen can speak with the elo-
guence of the farmers themselves as th.
teil you of the great losses they have sui
tained. Since Georgia now depends in a
major way on livestock, the damage to
pastures, to the corn crop and other feed
crops, is a major calamity.
Iam, therefore calling these things
to the attention of the President, to the
Secretary of Agriculture and to the
Congress, and urging that immediate
steps be taken to recognize officially this
drought disaster to Georgia farmers and
to urge that steps be taken immediately
to give relief to drought stricken farmers
under the Federal Laws enacted for this
purpose and especially to provide dis-
aster loans for Georgia farmers who find
themselves unable to cope with the situa-
tion.
