The high standard of the American
economy naturally offers the most pro-.
_ fitable market for these American busi-
-nessmen in the sale of their products in
other countries.
These big businesses have then be-
come International in their dealings.
Naturally they become international in
their thinking. Swift and Company, men-
tioned by Mr. Shearer, is only one exam-
ple of these things:
Swift and Company originated in the
United States. Its money was made origin-
ally on livestock grown on American
farms, processed by Swift and consumed
by the American public. Having become
big enough to look with longing eyes to the
supply of cheap beef in South America,
Swift proceeded to build packing houses
in South America to process the beef
animals of the prairies and the delta lands
producing luscious grass in abundance
and growing cattle without any special
effort on the part of the Natives.
The importation of cheap meat from
South America into this country of high |
prices and high economy must necessarily
result in one of two thingseither the
importer will receive outlandish profits
on meat from a low price country and sold
in a high price country, or else the price
that American livestock growers receive |
will be pulled down to the level of South
American cattle.
This illustrates why I have continued
to say that the economic level of the
producer and the economic level of the
consumer will ultimately .be the same.
It is-impossible to have high priced in-
dustrial products, high priced industrial
labor, high priced power and transporta-
tion and communication, high priced real
estate, and at the same time, have low
priced raw material,
What is said with regard to beef cattle .
is equally applicable to every product of
American farms, What has been said
with regard to Swift and Company is
equally applicable to all International
business operating partly in the United
States and partly in other countries.
The so-called Good Neighbor Policy,
the military and economic aid to foreign
countries, lend-lease, and war expendi-
tures must come out of the corpus of
American wealth, out of economic stand-
ards and liying standards of the American
people and out of the depletion of our
natural resources, agricultural, mineral
and forests,
The flooding of American mercantile
establishments with merchandise bearing
the label of foreign countries has already
resulted in an unemployment list which
has grown from two million to four mil-
lion within the last ninety days. Every day
the papers tell us of additional workers
being laid off, while the farmers are
called upon to reduce their acreage and
production of American crops.
The so-called surpluses of the Coolidga
and Hoover days were imported surpluses
just as the so-called surpluses of today are
imported surpluses. The unemployment
of the Hoover days was the result of im-
ported surpluses just as the growing list
- of unemployment today is due to im- |
ported surpluses. These are facts of his-
tory as recorded in the statistics of the
United States Government in Washing-
.ton. The New York Stock Exchange
crash of October 1929 was the result of
imported surpluses and unemployment
created thereby.
The mounting inventories of imports
and the growing number of unemployed,
if allowed to go unchecked, can but result
-in another financial fiasco. The taking of
tax money to pay for surpluses and stor-
ing them in warehouses is not and can
never be a workable remedy. Goods must
be consumed to keep the sales of industry
moving and to keep the farmer in pro-
duction. No kind of hokus-pokus, ouija-
board or crystal baH can prevent the
inexorable effect on our eceonomy of un-
natural trade practices.
It is axiomatie that neither an indivi-
dual nor a nation can enjoy prosperity by
buying those things which they should
produce for themselves.

This would put it beyond the reach of a
great many veterans.
Last week I sent the following mes-
sage to the Commissioners of Agriculture
of the Southeastern States:
"Millions of veterans who have
served their country

States. The administration proposes
moving the VA District Offices now
