News items from Washington stating
that Federal quarantine against vesicu-
lar exanthema in Georgia has been lift-
ed have caused considerable misunder-
standing and confusion. This confusion is
due to the fact that many people do not
understand -the -inter-relationship be-
tween state and Federal laws for the
control of livestock diseases,
| FEDERAL AUTHORITIES
Federal laws apply only to movement
of livestock in inter-state commerce and :
in foreign commerce. A Federal quaran-
tine is to prevent movement of diseased
or exposed animals from one state to
another. The removal of a Federal quar-
antine does not in any way affect a state
quarantine.
oe _ STATE AUTHORITIES
_ State laws relate to the movement
of livestock from one point in the state
to. another and to the bringing in of live-
stock from other states. The State of Geor-
gia had laws pertaining to livestock dis-
ease control before there was any Federal
Tegislation on thesubject. There is no
conflict between the state_law and the
Federal law. <
' a CROSSING STATE LINES
- To illustrate how the Federal law
and the state law work together we may
take the subject of brucellosis (bangs)
cattle moving across a state line. It is
a Violation of the Federal law to move
a bangs cow from one state to another
unless such eow is consigned to a.recog-
nized slauchtering establishment un nde?
Federal inspection. The state law requires
a health eesti from the state of
risin on all cattle moving. into Georgia
that are not consigned to a recognized
Slauchtering establishment. Any cattle
found coming into Georgia tlat are not
onsigned to a recognized slaughtering
esteblishment and are not accompanied
with a health certificate from the state of
origin are quarantined until all tests
have been run by a qualified veterinarian

anfected with any communicable or
etious Gisease. This is why the State
of Georgia has put into effect at the state
line a guarantine against the importa-
tion of any diseased livestock.
The State of Georgia having effected
a quarantine at the state line against
the importation of hogs from other states
on account of vesicular diseases, no
swine or swine products can be brought
into the state except under conditions
prescribed by the State Department of
Agrieulture. This state quarantine is in
no way affected by the Federal guaran-
tine. The Federal quarantine was lifted
because our efforts to eradicate vesicular
exanthema in Georgia had been success-
ful and all infected hogs and exposed
hogs had been killed and buried. The
lifting of the Federal quarantine simply
means that insofar as the Federal
Government is concerned, hogs can move
freely from Georgia into other states.
_It in no way affects the Georgia quaran-
tine against swine and swine products
coming into Georgia. Therefore all
the provisions of the quarantine and the
rules and regulations of swine and swine
products coming into Georgia * and
through Georgia are still in full force
and effect.
TIME OF QUARANTINE
The Georgia quarantine must remain
-in effect until imminent danger of re-
infection, has passed: This can only be
when other states eradicate the disease.
Some packing houses are still slaughter- ~
ing hogs known to be infected and known
to be exposed to infection in other states.
In some states the Federal authorities
have carried out what they call a salvage
program. By salvagethey mean permit-
ting slaughtering establishments to kill
hogs infected with exanthema under cer-
tain conditions. It has been thoroughly
demonstrated that- garbage from such
hogs, even though slaughtered and han-
died under Federal inspection, has
caused most of the outbreaks of exan-
thema in this country. Therefore, as long
as other states are infected and as long
as th Federal authorities carry on and
permit the salvage of infected hogs, our
only safety lies in preventing such meat
being brought into Georgia.
The known danger of infection in
gerbage-fed hogs has made it necessary
to quarantine all garbage-fed hogs in
Georgia and permit their movement to
slaughter, when not infected, only under
strict regulation and permit. The danger
of infection in garbage-fed hogs is so
great it has been necessary to eliminate
garbage-fed hogs from the program of
payment of indemnity on 50-50 basis be-
tween Federal and state governments.
The risk on garbage-fed hogs is se great
that the owner of garbage-fed hogs is
required to take the risk himself.
It has already cost the state many
thousands of dollars to eradicate and clean
up infected herds and premises. Is would
be foolish to spend this money to eradi-
cate the disease in the state and then
fail to carry out every precaution to pree
vent its being brought back into the
state.
CONSUMING PUBLIC
The laws of Georgia setting up the
Department of Agriculture make it our
duty to protect the consuming public as
well as the farmer against unwholesome
meat and foods of-all kinds. Certainly
meat from diseased animals is unwhole-
some, even though the disease is such
that a human will not contract the dis-
ease himself. The toxins from the dis-
eased meat make it unwholesome regard=
less of curing, preservatives, cooking or
anything else. This is why we have killed
and buried all infected animals without
any attempt to salvage human food from
diseased carcasses.
AMENDED RULES AND
REGULATIONS
Since the Federal Government has
lifted its quarantine so that all swine and
swine products can move freely out of
Georgia, I am issuing amended rules and
regulations providing for the import of
swine and swine products under strict
inspection and investigation by the State
Department of Agriculture so as to per-
mit the movement of swine and swine
products which an be safely moved into
the state, but at the same time to prevent
the movement into the state of swine
and swine products that might reinfect
hags in the State.
We will also continue to carry out
and enforce state line quarantine on all
livestock, including cattle, hogs, sheep,
goats, horses and mules that are likely
carriers .of livestock disease, communi-
cable or infectious.
