NUMBER &

Editorial By TOM LINDER

word civis is a French word
ng a citizen.

il is a form of the word meaning
lly something that relates to a citl-
tizenship.

ilized means that one has be-
courteous; complaisant; gentle and
well-bred; affable; kind; having

izenship. . _

service means that branch of
lic service relating to civil affairs,
nguished from military. It means
em of appointment and promotion
it in the civil departments of pub-
vice, It also means a system of
ment to office-under which gov-
- positions are subject to competi-
inations, and under which suc-

ng to merit, which also is the
fac or in future promotions.

CIVIL LAWS

adly speaking there-are only three
lassified as follows:

ures law or the natural law is the
all creation. It is Gods law and

, the law of the tides, the law
ovement of planets and heavenly

aw of seeds, plants and trees,
y of animals of all kinds, including
y of man; these are a few of the
of nature which taken together
the law of nature.

moral law is also Gods law, given
nan for his guidance as the highest
r of creation, and particularly in the
of spiritual things, mans relation
: and mans relation to man.

wis a law made by man him-

low-citizens is entitled to be called
He is now civil as opposed to the
lized he savage, to the outlaw, to

al, to the idea that might makes

IVILIZATION.

anners of a citizen of a civilized |

didates receive appointments _

ae

order, he ig goutteous; complaisan

gentle and obligings well-bred; affable;
kind; having the manners of a citizen
of a eivilized community, ;

Civil rights ave the rights or privileges
of citizenship in a eivilized country. |

THE THREE LAWS

Under natural law, might makes
right. The lion ean eat the lamb because
he has the power to do so. The cannibal
ean murder and eat the missionary be-
cause he has the power to do so. The
rankest and fastest growing plants and

_trees can crowd out those of less vigorous

growth because they have the power to

do so. The eagle and the hawk can feast

on the dove and the wren and the canary

because they have the power to do 80.

Might makes right In the realm of nature.

In the realm of nature, the weak can
combine against the strong, the wolf-
pack can down the moose, the sword fish
can destroy the whale because by com-

bining they have obtained the might

which gives them the right in nature to
destroy their superiors.

_ Under the law of nature, man has no
right against other men or against the
animals of the forest, other than the
might whieh hig muscle and his brain
may give him. : j

Under the moral, law, duty becomes
paramount. to right. Mans: paramount
duty is to God, and akin to his duty to

_ God is his duty to his fellowman.

Under the moral law, the master is
enjoined to be kind and considerate of

_ his servants and the servant is enjoined

to be faithful to his master and to any
charge his master places in his keeping,

_ such as the talents delivered to his three
_ servants, the vineyard keepers, and the

grape harvesters hired for a penny a day,

Jesus said that He came not to destroy
the law but to fulfill it, and that it should
be fulfilled to the jot and tittle. It was
the necessity for fulfilling the moral law
that caused Christ to die on the cross.

Civil law is made by man according

to the method prescribed in each country.

Civil duties are duties only because the
legislature has prescribed them as duties.
Civil rights are rights only because the
legislature has so prescribed. There can
be no civil duty and there can be no
civil right except it is already the law. If
we have a civil right in America it is be-

cause the Constitution or the other law
hhas given us that right. There can be no ,
id plan of a right unless such right can

OAS Le Le

be pointed out in the law. Unless it is ta
the law, it is not a right It necessarily fol-
lows that any claina or agitation by any

group, religious racial or otherwise, for
the passage of laws for civil rights, is

senseless because they have no civil rights
unless it is already the law.

Under the American Constitution, in-
cluding the bill of rights, it is impossible
for one citizen to have a right that de-
prives another citizen of a right givea
him by the Constitution. The Constitu-
tion is the act of the people of the states
acting through their legislators. Statute
law is the act, of the people of the states
acting through their representatives in
Congress. Under the Constitution, the
right to life, liberty and.the pursuit of
happiness is guaranteed to each and every
citizen. The right te accumulate and ow
property is. guaranteed to every citizes
and the free and peaceful use of that
property is guaranteed to each citizen
regardless of race or creed,

It therefore necessarily follows that

.if an Indian owns a piece of land he has

the constitutional right to limit the use
of that land to those of his own choice.
If he so desires he can say that none but
an Indian can live on that land. If he runs
a hotel or a: boarding house he can say
whether or not anyone other than an
Indian can live there. If he needs hired ~
help he can say that I will hire ne
one but Indians, and all the powers of
the Federal Government are staid. There
is no authority in this country that cau
tell him nay. without themselves vio
lating the Constitution and the laws. It
the supreme court undertakes to rule
otherwise, it has ceased to be court in the
true sense and has become the puppet of
some creed, political party or pressure
group.

If a negro owns a piece of land he has
a right to do, everything the Indian has a ~
right to do, and there is no power having
the right to interfere so long as he vio-
lates no law of the country.

It should be taken for granted that if
the Indian has these rights and a negro
has these rights that a white man should
have the same rights. If our laws and our
constitutional rights apply without re-
gard to our. race, then we must assume
that the white man has as much right as
anybody else. It necessarily follows that
any FEPC or other law which would
undertake to tell a man who he cau
employ or cannot employ, or tell him for

-whom he can or cannot work, is a nullity

Many. things that add to better
living and increased prosperity are
aceepted without much thought to
how they got that way. Take
farm seeds, for example. What
happens from the time the seed is
harvested to the time it is put into
the planter box for sowing?

Field seedsmen handle the
largest part of farm seeds. The
tonnage of some items is tremen-
dous, and each has to be handled
according to its special needs.
Each year some 125 million pounds
of alfalfa seed, 175 million lespe-
deza, 100 million red clover, 50 mil-
lion sweetclover, 60 million timothy,
25 million bluegrass, plus many
more millions of other grass and
legume seeds are harvested and
cleaned. -

Most all of this seed reaches the
seed processor containing weed-
seeds, noxious and otherwise, some
easy to detect, others hidden from
the untrained eye. It is his job to
take this seed and convert it to
the high quality seed the careful
farmer requires.

The simple fanning mill is not
adequate to do the refining task
called for by todays high stand-
ards. Intricate cleaning machinery
of various kinds, employing a num-
ber of different principles, is in
use under trained men in the mod-
ern seed plant, to perform daily
miracles of separating the good
seed from the weeds and worthless
material.

The seed processor is often the
seed wholesaler. He purchases the,
field seed from seed growers and

country shippers and sells it to

AN UNERRING MARK

No civilized person will seek to force
their company on anyone who does not
desire it. The first-mark of a gentlemen
or lady is the instant refusal te remain
in any company where not welcome. One
who would force himself into the com-
pany of those not desiring to: associate
with him, cannot claim the distinguish-
ing mark of a gentleman or a lady, The
civilized man would not want to live in
a part of town where his neighbors did
not want him. This Is true with rich or
poor, educated or uneducated, and re-
gardless of race or creed. The greatest
desire of any person of character and
breeding is to be napenien from those in

whose company they are not welcome.

This is not only their desire but they
have a right under the American system
te be segregated from those who do not
desire thele company. If a white man
undertook to force himself into a negro
community, a negro school or a negro
pullman ear, you would know immediate-
ly that he was a low-down white man and
unworthy of the assoelation of either
blacks or whites. The sam would be true
of a negro or any other group or. race.

Until we learn enough to know these .

simple things, we cannot, with truth, call
ourselves civilized.

When any race or other group under-
takes by combining thelr votes to tear
down the rights of other citizens they
have renounced civilization and have be-
come savages, resorting to the law of the
jungle (Natures law).

There is no civilization worthy of the

name unless it consists of ci
dividuals, Civilization or the iV.
