On Satucday, August 2nd., a meeting
was held in the Senate Chamber in the
State Capitol to discuss methods and
measures to control and eradicate the
the new disease-in hogs, which is known
as VESICULAR EXANTHEMA.
After considerable discussion it was
- agreed to continue the meeting on Thurs-
day, August, 7th, and invite the state
officials

southeastern states.
On Thursday, the 7th, the meeting
_was convened in the House of Represen-
tatives with commissioners of agriculture,
state veterinarians, representatives from
packing houses and sales barns, and farm-
ers present. The following states were
represented: Virginia, West Virginia,
North Carolina, South Carolina, Florida,
Alabama, Mississippi, Louisiana, and of
course Georgia. In addition, there were
representatives from the Bureau of Ani-
mal Industry of the U. S. pe reiont of
- Agriculture,
In the discussion it was emphasised
that this disease, which was imported
_from Asia, into California, had caused
great havoc among the hogs in California
for 20 years, and had never gotten out of
California until June of this year. On
Jwne 16, 1952 the disease was diagnosed
ina far western state and by July 18,
1952 had been scattered into 17 addi-
tional states. This gives an idea of the
rapidity with which the disease can
determined by the conditions on each |
individual farm. All of these loans will
be made by Federal authorities with
Federal money, over which the State has
no control, It is my understanding that
these loans will be limited to farmers
who are unable to borrow elsewhere.
Every farmer should keep in mind
his needs for the next 12 months and-use
his credit this fall only to the extent that
is absolutely necessary because it will
be of little use to get an emergency loan
if you are not able to make a crop next

necessity for quick and drastic measures
to prevent its getting a foothold in the _
hog producing states of the southeast.
It was also emphasized that the dis-
ease can be handled by taking proper
measures, provided that transporters,
slaughtering houses, dealers, sales barns
and stock yards cooperate fully with en-
forcement officials and abide strictly by
the laws, rules and regulations promul-
gated by Federal and state authorities.
This, of course, assumes that farmers
will be very careful not to carry infected __ 4
animals to-their farms.
It was further emphasized that it
would be a great hardship and very ex-
pensive for each individual state to main-
tain adequate policing of quarantines and
regulations without the assistance and
aid of other states.
It was also emphasized that the en-
forcement of quarantine by individual
states necessitating an embargo on the
movement of live hogs and pork producis -
would work a hardship and loss on farm-
ers, barn operators and slaughtering
houses, and interfere with the normal
movement of pork products to He con:
sumer. =:
It was the consensus of all present
that it was most desirable for as many
contiguous states as possible agree on a
uniform procedure, rules and regulations.

lieve that if it were possible for all of the
states east of the Mississippi River and
south: of the Ohio and Potomac Rivers ta
work together they could maintain a
quarantine on all bridges and ferries and
protect the entire region at substantially

state could maintain a quarantine at its
own borders. It would also be more
effective.
The meeting appointed a committee
of state veterinarians, representatives of
each branch of the industry, and farmers
to draft a uniform plan for dealing with
this dreaded disease.
As this is being written, that com-
mittee is working on thls program. The

Hard Seed in Legumes
Do Not Cause Poor Stands -
Seeds which do not germinaie
are not necessarily dead seeds.
Some go through a period of
dormancy which may extend from
the time of ripening for a few
weeks or many months.
A common knd of dormancy
with cultivated leguminous crops
is that of hard seed. Hard seeds
are those not capable of absorbing
water. Since both oxygen and wa-
ter are required for germination,
hard seeds do not germinate
readily. e
Various factors infiuence the per-
centage of hard seed in a given lot
of leguminous seeds. The variety.
stage of maturity, weather dr some
other factor may affect it.
The occurrence of dormancy of
seeds in nature is more widespread
than usually realized. Jt is found
in many of our native plants and
weeds and is an obvious advantage.
which may preserve viability until
season favorable for the develop-
ment of the plant, where that does
not coincide with the time of ripen-
ing of the seed.
A considerable portion (but not
necessarily all) of the hard seeds
in a sample will germinate in the
