_ If Davisons and Richs had been
charged the national rate on all this ad-
vertisement in both papers, the bill to
them would have been $291,920. Every-
thing that went in one paper would have
been: necessarily carried in the other pa-
per and they would have been charged
the national. rate of $13.30 per inch.
In The Atlanta Newspapers, Inc. un-
der Schedule A, 84,000 column. inches
per year are at the rate of $2.65 in the
Constitution and $3.63. in the Journal
with $5.01 per inch in combimation if it
goes into both papers. Since there was
almost five times as much space used in
the Journal as in the Constitution, we
must assume that these ads were placed
with the papers individually and not: in
combination. If this is true, the Journal
carried 24.090 column inches at $3.63
per inch or a total of $87,446.70 for the
month of December for Richs and Davi-
sons. Under the same assumption, the
Constitution carried 5,538 column inches
at $2.65 per inch or a total of $14,685.70
for the month of December for both
Richs-and Davisons. This would make
the December bill of both companies
with both papers amount to $102,132.40.
It would have cost at the national rate
$291,000. The Atlanta Newspapers, Inc.
would have received for powdered milk,
canned milk, whiskey and the like at na-
tional rates $189,787.60 more than Richs
and Davisons paid. They would have
received from. small advertisers $158,-
089.68 more than Richs and Davisons
paid, for an equal amount of space.
NATIONAL ADVERTISING RATES
IN DIFFERENT NEWSPAPERS
COMPARED
The Philadelphia Bulletin, with a daily
circulation of 711,596, has the same rate
as the Atlanta Newspapers, Inec., with
a daily circulation of only 428,676. If you
put an ad in the Philadelphia Bulletin,
it will cost you $1.87 for each ten thou-
sand subscribers. If you put the same
ad in Atlanta-Newspapers, Inc., it will
cost you $3.10 for each ten thousand sub-
seribers. It will cost you $1.23 per ten
thousand more to reach Atlanta and
Georgia people than it.does to reach
Philadelphia -and Pennsylvania people.
The same financial interests who run
Atlanta Newspapers, Inc. also run the
Dayton Journal Herald Publishing Com-
pany in Dayton, Ohid, If you carry aa
ad with them, it will cost you $3.38 per
ten thousand. people reached or slightly
more than the price of Atlanta Newspa-
pers, Inc.
The same interests have a paper in
Miami, Florida called Miami News. If
you place an ad in that paper, it will cost
vou $4.04 for each ten thousand people
reached, notwithstanding the fact that
the other paper, The Miami: Herald, will
carry an ad for $3.24 on each ten thou~
sand people reached.

All these items that Atlanta Newspa-
pers, Inc. carry at national advertising
rates run $2,290 per page of spacethe
same that little people pay for space in
the Atlanta papers.
Just to give you an idea of what this
amounts to, I want to call your attention
to space in the Georgia Farmers Market
Bulletin. During 1951 all editions of the
Market Bulletin amounted to 276 pages.
A page in the Bulletin is just one-half
the size of a page in the Atlanta papers.
Therefore, the pages in the Bulletin last
year would have been equivalent to 138
pages in an Atlanta news paper.
During 1951, if all the space in the
Market Bulletin had been sold for na-
tional advertising, at national advertising
rates, the gross reyenue would have
amounted to $303,600. According to the
auditors report, the total cost of printing
and mailing the Bulletin amounted to
$85,360.36. If we substract the cost
of printing and mailing from $303.600,
we have a net balance left of $218,239.64.
Of course they like to carry advertise-
ments that pay $2,200 per page. Natural-
ly they do not want a state official te
interfere with the sale of powdered milk,
can milk, whiskey or any commodity
which offers such rich profits in advertis-
ing. Any business that can afford to pay
$2,200 per page for advertising such
products in the Atlanta papers with their
limited circulation is not a_ legitimate
business. Conservative business men do
no make such profits and they cannot
buy advertising at any such rates as $2,-
200 per page.
