Space here will not permit a review of
all the good things. that would be found
on Georgia farms and in the homes of
the farmers and neighbors who lived in
those days, we didnt need any Dairy
Laws or Food Laws. - Nobody ate any
food that was questionable and nobody
sold food to their neighbors that they
wouldnt eat themselves, The golden
rule took care of the situation. In fact,
it was common practice for the best to
be sold, and in many cases given to neigh-
bors and friends, and nobody in the com-
- munity ever went hungry because they
were sick, unable to work or destitute.
SHIFT OF POPULATION -
As the towns and cities increased in
population and the people on the farms
became relatively fewer and fewer, it
became necessary to move food greater
and greater distances from the farm to

mills became essential to the Nations
economy.
Milk began to be sold from - wagons
which left the:dairy farm in the wee
morning hours and delivered milk and
butter to the town and city homes by
town breakfast time. It then became
necessary to have laws providing for in-
spection of dairies and the handling of
dairy products for the protection of the
town and city consumers.
Corn meal and flour were put up by
regular commercial concerns and it be-
came necessary to have laws fixing
standard weights and standard grades on
corn meal and flour.
The meat supply began to be handled
by packing houses abattoirs and meat
- markets, and it became necessary to have
laws to regulate the killing of animals
and the handling of meat products to the
consumer.
Vegetables and fruits began to be
canned by commercial canneries and
laws became necessary to regulate the
- canning, handling and labeling of canned
products in the interest of public health.
SCIENCE COMES UPON THE SCENE
When the Scientists arrived in the
field of food and drink, it created a new
; world in that field as it does in all other
fields:
ie scientists discovered why
other village. In
corn meal or ground flour would not
keep indefinitely. It was the life germ
in the grain.
Science also discovered that the life
germ in the grain could b removed by
the miller and then corn meal and wheat
flour could be produced which would
keep for a much longer period of time.
Science also discovered that from a |
commercial standpoint, the germ was
more valuableto the miller if it were ~
turned into other commercial channels.
It was for these reasons that the big mills
developed a process for degerminating
the grain.
But, science also found out another
thing which has not been publicized.
- Science discovered that the germ which
caused the corn meal and the wheat
flour to spoil was also the source of the
natural vitamins, which nature put into
-the whole grain and which is essential
to the health of people. Science, there-
fore, set out to find a substitute for the
natural vitamins, but not being able to
find it in the vegetable kingdom, they
resorted to the mineral kingdom and they __
began to put mineral vitamins in corn
meal and wheat flour as a substitute for
the natural vitamins which nature had
supplied.
This was really an adulteration. If
permitted at all, the contents of such
adulterated flour and corn meal should
- be required to show that it is adulterated.
The big mills, however, had plenty of
money to enable them to enlist the back-
ing of the U.S. Health Authorities. They
got up a bill and pushed it through many
State Legislatures,* including Georgia,
providing for this adulterated corn meal
_and wheat flour to be labeled as enrich-
ed corn meal and enriched flour. This
is fraud on the public, but it illustrates
the power of money to influence legisla-
tion even where the health of the people
is involved.
Today if you go into a grocery store
and see two packages of corn meal and
one of them is labeled simply corn meal
and the other is labeled enriched corn
meal, what it means is that the simple
label corn meal means the natural vita-
min is still in the meal. The label en-
riched corn meal means that the natural
vitamin has been removed and a mineral
vitamin has been substituted. Actually
it is adulterated, but by law it is glorified
as enriched.

In Atlanta, 20 years ago, there were
many local dairymen producing and
distributing milk, butter and buttermilk
to Atlanta housewives. Again science
came into the field and decided that it
was necessary for all milk to be pasteur-
ized. The agitation for compulsory
pasteurization continued, but was pre-
vented from becoming law for several
years by the small independent dairymen
who were not financially able to install
pasteurizing plants. However, compul-
sory pasteurization finally came to Atlan-
ta and to practically all the larger cites
and towns.
Whatever the benefits of compulsory
pasteurization may be, it had a very. bad .
economic result which was to force all
small dairymen either to go out of busi-
ness entirely or to sell their milk to the
larger plants.
It was the coming of these large milk
plants which brought into general prac-
tice the use of powdered milk and con-
densed skim milk from distant sections of
the country for improper use in the re-
construction of milk and dairy products.
The story of unsanitary and unwhole-
some milk and milk products has been
covered in another article in the Bulletin
recently. .
The story of the uneconomic result to
dairymen and housewives of the improper
use of imported powders and condensed
skim was likewise covered by a recent
article in the Bulletin. Space here does
not permit repetition of the facts given
in those articles.
