DAIRYING

This spring more than ever we have
been busy inspecting milk plants and
distributing plants for the enforcement
of the law passed by the last Legislature
requiring all fluid milk in Georgia to be
Georgia Grade A milk. -

been necessary to make rules and regu-
lations requiring brokers, wholesalers
and users.of powdered milk and con-
densed skim milk to obtain permits from
the Department of Agriculture showing
all purchases and the purpose for which .
it is used. This has necessitated an addi-
tional number of Dairy Inspectors _ be-
cause it was impossible to check the
movement of the tremendous quantities
of powdered milk and condensed skim
milk without the addition of these in-
spectors. /

The work we have done in enforcing

_ this new milk law has revealed the fact

that much of the so-called surplus has
ec due to the use of powdered milk
nd condensed skim.

This work has also revealed the fact
that we have in Georgia a market for
tremendous quantities of these products
which we should produce on Georgia
farms in the form of manufacturing
grade milk.

As most people iow, the checking of
the movement of milk, the. auditing of
milk distributors books to determine the
source of supply and the use to which the
milk was put as well as the fixing of
prices on milk all come under the Milk
Control Board and is not subject to the
-Commissioner of Agriculture.

The Commissioner of Agriculture only
has authority over the sanitation of milk
and dairy products and has no authority
when it comes to price | fixing or the
auditing of plants in connection with
prices.

For that reason, I am working with

Mr. Charlie Duncan, Director of the Milk

Control Board, and asking him to have
Distributors books audited as to all

-. sources of supply and as to all distribu-

tion, in order to determine if the farmers
are receiving a fair price and also wheth-
er or not any fluid milk is being recon-
structed or if any fluid milk is being bot-
tled and sold which does not come up to_
Georgia Grade A standards. A full audit
_ will disclose whether or not any fictitious

surplus is created by reconstruction of

LIVESTOCK
The spring and summer months are a

busy time?with livestock and poultry.
In addition to the regular Cooperative

Agreement work being carried on by the

State Department of Agriculture, in co-

} operation with the Bureau of Animal

Industry of the U. S. Department of Ag-

riculture, we are trying to maintain ade-

quate inspection of livestock at Auction
Since the Legislature, in
January, gave us an paditiondl $125,000.-
00 for livestock work, we have put on
some additional inspectors, and we are
also making experiment at some key
spots of maintaining tests for T. B. and
Bangs disease at auction sales, especially
on dairy cows and springer heifers. In
the next few months we will have this
worked out to a point where we will
know just how much money it will take
to do this job and also to know just what
additional precautions are practical to
control hog cholera and other swine di-
sease at livestock auction sales.

The record of the U. S. Department of
Agriculture for Georgia shows that we
have made a splendid record on these
lines and we expect to continue to make
progress as rapidly as possible. All of
this adds up to a very busy time.

Through the efforts of the Commis-
sioner of Agriculture, a new Livestock
Disease Laboratory has been established
at the Tifton Experiment Station, and a
Poultry Disease Laboratory is being
maintained at Gainesville for poultry
farmers. This work in the poultry field
will be enlarged and improved as rapidly
as possible. The good work that has been

-done in the poultry field by the Depart-
ment of Agriculture and by the. Poultry

Improvement Association is proven by
the fact that in 10 years, we have de-
veloped the largest broiler industry in
the Southeast and our production of eggs
has been enormously increased. The
production of commercial table eggs
must be tremendously increased before
it will be possible to give adequate pro-
tection to Georgia producers against
commercial eggs hae other states,
FARM MARKETS

The development of Farm Markets has
reached the point where it is a big job to
properly man and operate these markets
through the busy summer months. Much
of our time is taken up in the effort to
get competent market men, helpers and
Auctioneers on Auction Markets. We
