ripe for the presentation, consideration
and passage of a sownd farm law. If any
group: has in it the elements of leadership,
now is the time for it to act. My own
observations in this field over the past fif-
teen years teach me that the South, which.
is the oldest and most experienced farm
country in the Nation. has done more
sound thinking on agriculture than any .
other part of this Nation. It has the best
-Teadership and I believe that the other
parts of the country will follow, should
it make a sound proposal. ae
- "T am convinced that the program out-
_ lined rests on bed rock. There remains
only the problem of giving to each farm-
er his fair share of the domestic market.
That problem, while not without diffi-
eulty, is not beyond solution. The pro-
gram should, of course, embrace all the
_ basic crops which represent eighty-five
per cent of farm production. If so, the
_ balance of the production will find a
ready market. The Southern Commis-
_ sioners program has these outstanding
advantages:
1, The American Market, which is the
_ best market in the world, will be re-
served for the American farmer.

2. The hoes who, because of fortun-

ate circumstances of soil, climate and.

_ other unusual advantages, can afford

to produce for the world market will
be free to do so at his own risk. :

duction by the amount of subsidies

not sufficient to achieve parity, are a
tremendous drain on the Treasury.

ing subsidy system, to the further re-

6. The program while guaranteeing
abundance will discourage the pro-
duction of burdensome surpluses. :



7. Self interest to save labor and ex-
penses will encourage the grower to

produce his quota on the fewest i >

acres, and so, to improve and con-
serve his land; thus soil conservation
and improvement may be realized
and over-cropping prevented.

8. The dollar shortage in the farming
community, which is far more dan-
gerous to America than the dollar
shortage abroad, will be met, with
the consequent beneficial effect on
the entire national income.

"Each of these advantages is im-
portant. All of them together are
very great. They are economically
sound and politically convincing.

However sound and convincing a
program may be, it will take much ~
constant and intelligent effort to put
it into effect. The plan will not
enact itself. The organization that
sponsors it must transcend any re-
gion of the country and must have
wide-spread and ample support. But
it will be a glorious achievement for
the Southern Commissioners to as-
sume ahd maintain the leadership in
this field. Such a positive contribu-
tion to the welfare of the whole Na-
tion will be the most effective ans-
wer to the current unjust attack on
the South.
