demands the American market at the
American price and world markets at
the world price. Can any fair-minded
Senator, Congressman or White House
inmate object to this? If -so, let him
speak up and tell the world that he is op-
posed to the farmer having justice.

American labor has a minimum wage
fixed by law and cannot be paid less

~than this minimum price. 'The price the

farmer receives for a pound of cotton is
the price for an hours work. If the Lis
ket price of cotton were fixed at 37%
per pound, the farmers minimum wage
would be 374% an hour becatise experi-
ence has shown that on an average it re-
quires. one hours labor to produce one
pounds of cotton. On this basis, 37'2 per

pound for cotton would make the farm- -

ers minimum wage exactly one-half as
much as the present minimum wage fix-
ed for industrial labor.

This talk that is going around to the ef-
fect that the farmer must produce better
cotton and produce it at a lower price is
pure bunkum, How can a farmer
produce cheaper cotton when every item
that he buys comes at ever-increasing
prices?

The cotton industry employs. three
times as many people as any other Amer-
ican industryin produetion, harvest-
ing, ginning, milling the seed and spin-
ning the lint.

Cotton is our most non-perishable ag-
ricultural crop. In normal times, cotton
leads in exports and may well be ealled
the balance-w heel-of-our national econ-
omy.

Cottonseed supplies our greatest source
of concentrated protein feed for live-
stock, dairy and poultry, and provides
our greatest source of edible vegetable
oils.

The future of our national prosperity
depends FIRST upon a sound, practical
and economical farm program.

Statistics give conclusive evidence that
a prosperous agriculture and fair prices
for farm products, which give the farm-
er purchasing power, are essential to a
sound national economy.

Statistics show that the Governments
efforts in the past fifteen years to
stabilize agriculture have failed because
we now find huge surpluses of agricul-
tural products in Government hands

The Governments present agricul-
tural program is so un-inteiligent and
inpractical that on this, the first of De-
cember 1949, few Anterican farmers
know positively what acreage they may
legally plant for the 1950 harvest.

The American farmer has patiently
tolerated the Governments experiments
in trying to stabilize agriculture but, to-
day, the American farmer realizes the
fallacy of such experimenis and is de-
manding that the Congress of the United
States, in its next Session, provide a
sound and enduring national farm pro-
gram which wilt assure the farmer se-

curity and the greatest domestic and for-

eign markets for his cronv=.

The Congress CAN provide a sound
and enduring national agricultural pro-
gram by adopting and pioviding for the
wise eee of a TU vo-Price sys-
tem for marketing agriculiiwal products,
somewhat similar to the wo-Price sys-
tem that our protective tariffs give the
manufacturer for mark-tine his goods.

Sueh a program would allot to each
faymer his fair share in the American
market, allotments to be in units, such as
bales, bushels or pounds, and NOT in
acres. Upon the portion allotted for do-
farmer would
be assured full parity prices and he left
free to produce any amount ive desires in
excess of his domestic allotinent- to be
sold in foreign markets at world market
prices.

With a Two-Price system for market-
ing manufactured goods, as provided by
the Protective Tariff laws, the Ameri-
can manufacturer has been prosperous
and successful in maintaining and ex-
tending foreign markets for his goods
and witha similar Two-Price System for
marketing farm products, the American
farmer would be equally as successful im
maintaining and extending foreign mar-
kets for his crops.

Any government production control
and price supports from the taxpayers
treasury encourages and enables foreign
production, resulting in the loss of our
foreign markets with the ultimate result
of the lowering of American living stan-
dards.
