THE 1947 COTTON CROP

.The shortage of fertilizer, es-
pecially Nitrogen, the shortage
of labor and the shortage of
farm equipment indicate anoth-
er short crop of cotton this year.
.According to the government
report on ginnings, as of Janu-
ary 16, 1947, there (oe been gin-

ned, oF the 1946 rop, 8,166,000

running bales. This means that,
when total ginnings are in, the
1946 crop will be around 8,250,-
000 running bales.

Readers of the Bulletin will re-
member that last August the
governments estimate of the
1946 crop wag 9,290,000 bales.
At that time, I demonstrated by
the governments condition and
acreage figures, that the 1946
erop would be much shorter
than the governments estimate,
and my estimate at that time of
the 1946 crop was 8,292,000
bales.

There is now the greatest cot-
ton famine that this country has
seen in many, many years. The
only. eason that any of the 1946
crop fas sold for less than 40c
has been due to the govern-
ments over-estimate of the
crop, the government permitt-
ing the hedging of foreign cot-
ton on American exchanges, and
the imports of foreign cotton.
Most cotton growers will re-
member during the last few
years the great campaign that
has been conducted to get farm-
ers to grow cotton of extra sta-
ple lengths, on the ground that
short staple lengths were not
needed. A day or two ago I no-
ticed where the President had
signed. an order to import 140,-
DOO bales of foreign cotton of
around three-fourths of an inch
staple...

Without additional fertilizer
tonnage, additional labor and
additional farm equipment, an







increase in acreage of cotton

would mean very little increase.

in the amount of cotton produc-
ed. However, my own advice to
farmers would be not to increase
cotton acreage. The same acre-
age planted in cotton with all of
the fertilizer used, concentrat-

_ed on those acres, would, in all

probability, produce more
pounds of cotton than to in-

crease the acreage and scatter ~

the fertilizer out by lighter ap-
plication. Certainly the cost of
cultivating the smaller acreage
will be less than cultivating more
acreage.

FOOD AND FEED CROPS

We need to vastly increase our -
food and feed crops in this coun _

try if we can get rid of the so-
called Reciprocal Trade Agree-
ments. There has not been a
time in-the life of this genera-
tion when the United States pro-
duced enough food and feed for
its owft use. Every item of agri-
cultural products that we have
shipped out of this country has
been more than replaced by im-
ports.

THE SMOOT-HAWLEY
TARIFF BILL
I notice some of the newspa-
pers are still talking about the
Smooot-Hawley Tariff Bill de-

- stroying our foreign trade and

causing the stock market crash
of October, 1929, and the panic
which has followed ever since.

Once again, let me repeat, for
the benefit of the newspaper ed-
itors, that the Smoot-Hawley
Tariff Bill was not enacted un-
til June, 1930, eight months aft-
er the New York stock market
crash. But let me point out to
these editors the following
facts of the official government
record:

During the eleven years from

1933 to 1943, inclusive, we heard
more talk about over-produc-



tion of agricuitural products
than we have heard in all of the
one hundred and fifty year
history of this country.

We have had the AAA to pre-
vent production, and we had
trade agreements to encourage
imports. We had farm subsidies;
we had rental checks; we had
price supports. We had every
imaginable gadget that human
minds could devise. Let us see

what the results of all this New

Deal experiment amounted to
in practice.

According to Table 715, on

Page 656, of Statistical Abstract

of the United States of 1944-45,
we find that, during the eleven
years of 1933 and 1943, inclu-
sive, we exported agricultural
products in the total amount of
$8,723,787,000, but imported
during those same eleven years,
agricultural products in the
amount of $12,786,725,000. Wa
actually imported $4,062,938,-
000 more than we exported of
agricultural products.

In the year 1940, we passed a
Lend-Lease Bill, under which
the American people imagined
that we shipped vast quantities
of American farm surplus to the
Allies. Let us see what the Gov-
ernment figures show. In 1940,
we imported $1,239,444;000,
while we exported only $737,-
640,000 agricultural products.

In 1941, the story was even
worse. In 1941, we imported ag:
ricultural products to the ex-
tent of $1,473,661,000, while
our exports of agricultural pro-
ducts amounted to the measly
sum of $349,821,000. We import-
ed more than four times as much
as we exported of agricultural
products in 1941. In 1942, our

imports of agricultural pro-

ducts exceeded our exports by

the sum of $472,941,000.
