erested in the flame cultivator that
rigged up on a tractor. It was a
r-row cultivator with eight flame

de of each row of cotton.
iese farmers tell me that the flame

before the cotton comes through. The
object, of course, being to prepare a
clean seed bed for the young cotton to
come up and grow in.
The tractor which carries the flame
cultivator also carries ordinary. culti-
vators to plow the middles so that one
operation cleans the entire field in the
middles as well as in the drill.
These flame cultivators: are still in
the experimental stage. One thing 1s
certain, however, and that is, they can
be built at much less cost than was at
first thought.
Tf flame cultivators are successful on
the rich Delta land where Johnson grass -
and other noxious grasses grow with
such rapidity, I feel sure that they can
be used to even greater advantage on
ordinary Georgia land where we do not
eet such a rank growth of weeds and
- grass. |
For flame cultivation to be entirely
successful, it is essential that it be used
when the grass and weeds first come
through and before they have time to
set up permanent roots in the soil. In
other words, it must be used at the.
right time. :
RAYON SUBSIDIZED |
Incidentally, I learned at this meet-
_ ing why the merchants shelves are
filled with rayon almost to the exclu-
sion of cotton goods and garments.
At the beginning of World War II, I
am told, the rayon industry in Ameri-
ca was equipped to produce only 23
million pounds of rayon per annum,
As most of you know, the govern-
ment took over the production of most
of the cotton mills and required the
cotton mills to produce cloth suited to
government needs.
The. rayon people immediately took
advantage of this situation, so I was.
informed, and succeeded in getting a
Certificate of War Necessity to in-
crease rayon production. This 1-
erease finally amounted toa something
Farmers who want their fertilizers
analyzed and do not know the name
and address of their nearest inspector,
should write the Department of Agri-
culture, Fertilizer Division, State Cap- .
itol, Atlanta 3, Georgia, so that we may
refer the calls to the nearest inspector.

permitted to get the things they need-

based on war necessity.
If the information brought out at this
meeting is correct, under a Certificate
of War Necessity, the rayon people
were provided with all steel, machin-
ery and other equipment to increase
their production. Not only were they,
ed, but under wartime laws, they were
permitted to charge prices that would
give them sufficient profits to pay the
entire cost of expansion in a period of
five years. Sy
The information was that, in addition.
the government guaranteed that they,
would get their money back within five
years, since the enlargement of the bus-
jness was made under
Wartime Necessity.
What this actually means is that the
taxpayers, including the cotton grow-
ers and cotton manufacturers, have
contributed to the enlargement of the
rayon industry. The cost of producing
this rayon is subsidized out of the pub-
lie funds. No wonder that rayon man-
ufacturers have been able to sell rayon
Certificate of
to induce many New England mills to
convert from the use of cotton to the
use of rayon, which is just another case _
of the public funds being used to de
stroy an American business so as to
build up the manufacture and sale of
foreign imports in the United States.

COUNCIL OF ARKANSAS
oe (Continued from Page One)
~ JA. ORDERS 250,000 VACUUM CLEANERS FROM
BRITAIN, and is quoted as follows:
Here is unbeatable value in efficient labour-
saving house-cleaning equipment.
The manufacturers justifiably claim that
their latest Vactric model is the finest that can be
obtained anywhere in the world today, and Amer-
ican housewives will realise soon, to their joy, how
true is this claim.
We, in this country, foolishly talk about compe-
tition in world trade. We talk about paying increased.
wages and then selling our products in competition with
England in South America, Asia, Africa and the islands
of the sea.
- Even a school child should be able to understand
that if England undersells us right here in our home
market in America, they can certainly undersell us in
any foreign country. ere
LOAN TO ENGLAND
- Suppose your groceryman came to you today and
wanted to borrow $100.00. Suppose your groceryman
_gaid lend me $100.00 and I will pay you back in gro-
eries, You would think that your groceryman was 4,
very smart man to sell you $100.00 worth of groceries
and get the money in advance. It would certainly be good
- business for your groceryman because he would there-
by insure the sale of $100.00 worth of groceries to you.
_ because your groceryman would probably raise the price
on what you bought. You would probably get less for
- the $100.00 by reason of the fact that you paid him in
advance. ee
=>. if -Mneland can borrow four billion dollars from
- the United States and pay it back in vacuum cleaners.
and other goods, England would be driving a very smart
- bargain. We would be buying 4 billions of goods from
_ England and paying for them in advance. We would
probably have to pay more for the goods by reason of
the fact that we paid for them in advance. It would be
a very smart deal for England and we cannot criticize
England for wanting to make a good trade. With a 300
_ pillion national debt, it is time that we began to think
about making a good trade for ourselves once in awhile.
Tf you have a neighbor in destitute circumstances,
you divide your meat and flour and lard and clothing
with him.
If we have neighbors across the sea who are in
destitute circumstances, let us divide otr wheat and
- gorn and meat with them and then forget about it.
Lets not lend them money with which to take our own
markets away from us. |
Commissioner of Agriculture.
