It so happens that the voters of Iowa are not control-

Unfortunately, the Congress had provided subside
in the form of government payment to farmers and had
entrusted the payment of these subsidies to the administ1 -
tion.

670, you will find the table entitled, Farm Production and

Gross and Cash Income and. Government Payments by
States: 1938 and 1939.

that Iowas cash farm income in 1939 was $585,800 ,000,
while Georgias cash income from crops and livestock: waa

The farm population of Iowa was 968,000 persons, :

ita income from the sale of farm products of $605.00,
Georgia had a farm population of 1,406,000 per:

population a per capita cash j income of $94. 00 each.

a cash income of $94.00 each for the year. :

No. 1 economic problem. I am sure we all remember thai

per capita for twelve months would certainly seem to bean
out the Presidents statement that the South was the Na-
tions No. 1 economic problem. Under these circumstances,
you would naturally have thought that the people of the
South would have been treated. fairly in the payment of
these subsidies bv the New Deal.
*But, as stated, the National Soe was coming on in
1940. The New Deal knew how Georgia would vote but
the New Deal did not know how Iowa would vote.
The money which Congress had provided as subsi< :
dies to farmers was not oe as subsidies to farm prices,
at all. That money was simply used in an effort to control,
the 1940 election.

ed a total of eash and benefits of $655,300,000.
. Sinee Iowas total cash return from the sale
of crops was $585,800,000, this shews that gov-
ernment benefits or subsidies paid in the state
of Towa was $69,500,000,
or a little more than
$71.00 per capita for each person on the farms in
wa.
Georgia received
as cash income and
. benetit payments, a total of $158,500,000, while
Georgia received from eash sale of crops and live-
_stoek, $132,700,000. This shows that Georgia re-
: ecived from benefits or subsidies, $25,800,000.
This gave the farm population of Georgia
$18.00 per capita of farm subsidies as against
$71.00 per capita in farm eubertics to the farm
population of Iowa.
