t for cotton prices to go up.



The federal. sovernment has a eomplete monopoly in :

straint of trade. on cotton.
The federal government contr ols the price of cotton as
solutely as it controls the price of postage stamps.
A Beast With Two Horns
he cotton market is a beast with two. horns.

One horn of this: beast is the market in which the

mers actual cotton with bagging and ties on it is eboney
d sold.

he other horn of this beast is what is known as the

ytton futures contract market.
Tn the futures contract markets, farmers cotton with
geine. and ties is not bought and sold.
~ Futures contract iaarkets are not intended for buying
selling actual cotton.
Under the rules of the cotton exchange, you can not
uy and sell real cotton. You only buy lottery tickets.
The futures contract markets do three things. Tirst,

hey relieve the gambling public of its cash. Second, they

sorb all the speculative demand for actual cotton with

ageing and ties on it. Third, they constitute a gambling
nplement for forcing down the price of farmers actual
How The Futures Market Is Manipulated
In previous issues of The Market Bulletin, I have
vn you the tremendous amounts of cotton futures sold
nd the verv insignificant amount that is ever delivered
sa result of futur es trading.
I will now show you why not cotton is delivered as a
ult of futures trading. :
Sotton mills do not pty cotton futures | to get cotton
spin.
Many cotton mills would like to buy their needs on a
otton exchange if they could do so.
- Under ie rules, however, cotton mills can not buy ac-
ual cotton on a futures market.
It is fixed this way to keep the mills from amine
etual cotton. If mills could buy actual cotton on the fu-
res markets, this would have a tendency to raise quota-
lons on the future es markets.
Since the mills can not buy cotton to spin on the

The mills then hedge their pees of cotton eith
by selling orders for soods against the cotton bought
they do not have orders for 200ds, they hedge by se ing
eotton futures in the futures contract market. oo

By this means, the cotton mills are foreed to. se

: futures.

How The Goveramcnis Cotton Monopoly Contr 5
Cotton Prices.
Let's see just how the government conteole 16a) price

of the farmers cotton. :
Lets also see just how the futures contract market

fixes the price on the farmers cotton.

Under present laws, enacted by Congress, the
retar y of Agriculture:

(1) Determines a figure which he says represen
the parity price for cotton. in a given month.

(2) Determines and fixes crades of cotton.

(3) The Commodity Credit Corporation makes loans
on eotton at 90 per cent of the ee price fixed by the
Secretary of Agriculture. :

(4) The Commodity Credit Ce fate the di
ference in loans on cotton on each grade and staple lengt

Since the Secretary of Acriculture fixes the parit
price and the Commodity Credit Corporation makes loar
of 90 per cent of what the Secretary of Agriculture say
is parity, it is obvious, even to a school hay that cotton
cannot go lower than the government loan... ~ i

It is obvious that the lower the parity price is fi
by. the Secretary of Agriculture, and the wider the differ-
ence between grades and staples, the less money the far-
mer can borrow.

It is equally obvious that these wider differences an
low parity prices fixed by the Secretary of Agricul
and by Commodity Credit Corporation cause the farme
sell his cotton at a much lower price.

With parity price fixing power and grade fixin
power, the Secretary of Agriculture and the Commodit:
Credit Corporation ean hold the price of cotton as high as
they choose.

Thev can also depress the price of cotton as low
they choose.

The Other Horn of the BeastFutures Contract Markets

Under laws enacted by Congress, the Attorney Ger
eral of the United States, the Beer etary of Commerce, ant
the Secretary of Agriculture constitute a board which h

her large spot houses have buyers throughout
the country. These cotton buyers buy cotton ac-
ording to quotations from the New York fu-
s market.
It should be apparent to the most ec
mind that whoever fixes prices on the black-
rd in the New York Futures Market, auto-
atieally fixes the price on the farmers cotton
the country towns.
Remember, that the cotton futures market.
s under direct and absolute control of THE
BOARD, and, remember, that THE BOARD is
composed of the Secretary of Commerce, the See-
retary of Agriculture and the Attorney General
the United States.
The big spot houses have contracts with the
rtton mills for cotton at a certain price. The
ers for the spot houses are going to pay, at in-
or points, prices based on quotations on the
lackboard on the New York futures market. It
to the interest of the spot buyers for futures

The big spot houses can afford ic sell fu-
es short on the New York Exchange. The
wer the futures quotation, the less the cotton

This is not all: The Competitors of spot

If the big spot houses can run quotations

The result is that you have the big spot
ses selling futures. Many cotton mills are
Jling futures. Speculators and gamblers are
