In the Congressional Record, March 16th, page
_ A-1430 Congressman Eastland reperts some remarks
you have made about the cotton business.

It is evident that you are a Cotton Factor and have
had no experience as a cotton grower.

~ When'the president said that the South is the eco-
nomic sore spot of the nation, I found out the hard
facts which caused that statement. In a trip over the
cotton belt I learned that cotton is the factor which
governs the Souths economy, and that it had sold be-
low the cost of production since 1930, until the War
came in 1941.

If the South is to grow cotton and nee prosperous
there must be two prices for cotton; a domestic price,
which shall be a full parity price protected by parity
tariff and a world price for export cotton to meet
world price competition of the lowest paid serf labor
employed in foreign countries to grow the wove sta-
ple.

If the Sota West and the cotton and tee
~ bacco South know what is best for them they will shun
what you call the good neighbor policy which puts
them on a world price basis with its disastrous conse-
v quences,
Another thing, you say we have ten million bales
of surplus cotton at this time. As a matter of fact dont
you know that. those ten million bales are low grade,
dog tail cotton and are useful only to- seanyiets who
use them to bear the market.

Dont you know as a matter of further fact we are
short of the kinds of cotton the spinners are in great
need of at the present time. And also dont you know
that the salvation of the cotton South calls for the
_ abolition of the cotton gamblers, represented by the
so called Cotton Exchanges, the instruments which
cause price fluctuations which are the greatest to the

The great significance of this gathering was the in-

Association. These bankers demonstrated their unde












Several years ago the upper Ocmulgee River Soil Con
servation District was organized. There are now mo
than 1000 farmers who are carrying out systematic oe










The 49 farmers. who received these cetiicates 0. ,
award ranged from the poorest to the richest farmers i
the District. These 49 farmers were chosen because t
were adjudged to have attained the highest rating and ex
cellency in problems of soil conservation practices.

As the awards were presented I felt very proud of the
splendid farmers who arose as their names were called to.
receive their individual awards. |

I thought of the thousands and thousands of good farmers
throughout the State who are likewise engaged in buildi:

and preserving the soil for their own use and for fut
generations.

As J thought of the eullied ilies in Georgia, a :

improper farming practices, I realized what a good farmer
really means. _

tions are dependent for food on the care that these farm
ers are taking of Georgia soil.

tural Extension Service and Chairman of, the
State Soil Conservation Gommittee, made a
splendid address. He calied attention of the
farmers present to the fact that although we had
only about one-third as much land in cotton now
as we had in the so-called good old days, we are
harvesting about one-half as many bales on the
limited acreage as we did on the larger acreage.

Mr. David J. Arnold, President of the Geor-
gia Bankers Association, made the awards and
as each man was given his certificate, beautifully
framed and engraved, he read a eitation giving
the particular accomplishment of that particular
farmer for which the award was given. Mr. Ar-
-nold is vice president of the Commercial Savines
Bank of Griffin. He is also State Senator from
his district. He is an outstanding figure and is
-actively supporting agricultural petterment in
pane State...

- After the byes meeting,

was provided for their enjoyment.

_ Mr. Charles Candler, Member of the Board of
: Directors of the Covington Bank and Trust Com-
pany, was the toastmaster, with Professor V. Y.
_ , Eady, director of entertainment. Mr. Candler
is the son of the former Bishop Warren A.
Candler, of Atlanta.

-This meeting illustrated the fact that when
OC pankers and farmers meet in the spirit of mutual
understanding and aid they can accomplish much
good.

The fact was brought out that Georgia is the

Jarzest State East of the Mississippi River and
it has the largest acreage ruined by soil erosion.

The Georgia Bankers Association, in pro-
-moting these awards, and working individually
with farmers throughout the State, is doing a
great. service. Making our land more productive
is the reatest goal. Its attainment Is the be-
ginning of real prosperity.

EARTHS GOODNESS

Phe earth is full of the goodness of the

___. A few years ago, Pearl Buck, then a mission-
ary to China, gave. the world a new book, The
Good arth, > Within its pages, people strug-
rled, lived and loved with dependence upon the
soil, from which they came, for the realization of
lifes aspirations. Mrs. Buck was awarded the
Nobel prize for literary achievement. Herein lies
ij analogy. Earths goodness is universal and
through the good earth the unseen Benefactor is

Man and His Land

JA divine covenant was given to man to care
for the land entrusted to his care; this is borne
out through the testimony of sacred seripture in
Genesis 2: :15; God the Eternal took man and
put him in the park of Eden, to till it and to guard
it. (Moffatt) |

Dear Mother Earth has rewarded mans till-
age with her fruit but often she turns her seared,
sullied face to man and he has not responded as
her guardian, for today on every hand, millions of
acres bear mute testimony to the unconcern of
Man for his land. Dr. Liberty Hyde Bailey in his
book: The Holy Earth? challenges man to
guard his land as a trust from God. T quote:

Tf God created the earth, so.is the earth

hallowed; and if it is hallowed so must we deal

with it devotedly and with care that we do not

despoil it, and mindful of our relations to all be-

ings that live on it. We are to consider it relig-
iously: Put off thy shoes from thy feet, for fhe
place whereon thou standest is Holy: Ground. ee

If the earth is holy, then the things that
erow out of the earth are also holy. They do not
belong to man to do with them as he will. Domin-
ion does not carry personal ownership. There
are many generations of folk yet to come after
us, who will have equal right with-us to the pro-
| duets of the grove. It would seem that a divine
obligation rests on every soul.

Building For the Future

Weve often heard men speak of the good
old days. Why were they the good old days???
Because the soil, at that time, was virgin soil and
erew crops in abundance.

Through the practices of soil conservation,
we are building for generations unborn. In con-
serving soil, we are assuring Tuture gencrations
of bountiful crops. To our sons and grandsons,
we hold in trust the soil which ouregrandfathers
found as virgin soil.

Cotton Below Production Cost

cotton grower? Entirely unnecessary evils
kept alive by the power of the wealth of the
gamblers and the Secretary of Agriculture.

Again dont you know that if cotton
growers receive a price for cotton based on
parity or the cost of production plus a profit
they immediately become consumers of cot-
ton goods. There are millions of people in
this country in need of mattresses, sheets,

. . pillow cases; towels, handkerchiefs, dress-

es, stockings, underwear, and a hundred
other items of common household necessi-
ties, which, when provided will consume
more cotton that the South can produce.
And if we will use cotton in place of import-

ed fibres, it will be necessary to Increase
cotton acreage.

When you say, ten million acres will
supply our domestic market, you are talking
out of turn and show that you are not fa-
miliar with the pressing needs of the peo-
ple for cotton goods because we are short
at least 15 million bales of the right kind of
cotton if we are to supply the pressing nec-
essities of the people of this country, which
will be consumed when we maintain a price
structure for agriculture to create the buy-
ing power necessary to consume it.

tesy of putting this letter in the Record to
correct your misstatements..
