Jar Food Administration, Food Distribution Adminis-
tion, Atlanta, Georgia, September 4, 1943.

Under the present system of handling es the

ner as well as the farmer is in the dark all the time
s to where he stands. :

When seed are delivered to oil mills they are sampled,

nalyzed by a chemist and settlement is made-to the ginner

a basis of actual grade of the seed found.
_In the meantime, it is impossible for the ginner in buy-
ig seed to know what he is going to receive for those seed.
The ginner is allowed $3. per ton for buying and
andling the seed, but if the grade of the seed is lower then
oul mill pays him less for the <3 Then the ginner has

tO lose -the difference.

Gin NERS SUPPOSED TO BUY SEED.
ON BASIS OF LAST WEEKS GRADE

The ginner buying seed this week is supposed to pay

or them on the supposition that the grade this week will
the same that it was last week in his county.

If the grade of the seed is better this week than it was

dast week the farmer has to take the loss. The farmer in

hat case would not get the benefit of the fact that he was

ling better seed fee week than was sold last week.
7 On the other hand, if the grade of seed is lower this

ek than it was last week, and the ginner buys on a basis

of last week's s grade, then the ginner will lose money when

he ealis the sed. to the oil mill and has to settle on

basis of actual Brade: 3 oo

Under existing regulations basis. seed are rated at 10!

Seed that grade less than basis are rated down by p

while seed that grade above basis are rated up by points
To illustrate: In Georgia last week. Colquitt Coun

averaged 102.5, or 21-2 ce above basis, while #
County averazed 98.5, or 1 1-2 points below basis. _
are figures ae: the War Food Administration.

The basis price in Georgia i is 56. f. 0. b. per me wi
$3. taken out for the ginner, which would make the bast

price to the farmer $53.

$53. per ton is equivalent to 986 for ae point. .
quitt County averaged 102 1-2 points which would be

times 53 to be added to the base price. This amom
$1.32 a ton and when we add this to $53. the base price
Colquitt County would be $54.32 to the farmer. -

On the other hand, Irwin County with 98 1-2 point
1 1-2 points below basis. One and one-half times 53

-79e and 79c from $53. is $52.21. This makes the basis pric
for Irwin County to the farmer $52.21. :

When this weeks cottonseed are delivered to the
mill they in turn will be sampled and analyzed. If t
analyze lower than last weeks seed, the ginner will b
the loser, while on the other hand, if they analy: z high
than last weeks seed the ginner would eet the benefi
the difference in grade. However, asa matter of exper
ience, the majority of cottonseed run down towards
end of the season. This is not always true, but is gene
true. And, under this arrangement in the latter pa
the season the ginner would stand to lose on each ceed
sive lot of seed. oe

These observations are made on the angen tha
the ginner is following the regulations of Commo

Credit Corporation and Food Administration.

These arrangements keep the ginner on the spot all t
time, as well as the farmer.

Last week seed in Brooks County avera ved 108 pe n
This would make the base price to Peemen in Bro
County this week $57.24.

Seed in Johnson County and in Randolph Coun yi
show 107 points which would make the base price te
farmers in Johnson and Randolph Counties $56.71,. So

I am citing these este n cee just to show how this pl .
works.

This article is ve written on Iriday, September 10
1943. The figures I have used are for the week of Aug iS

Oil Mill Operator Confi
Claims In Market Bull

- The following letter was sent to me by Mr.

ry D. Wilson, Commissioner of Agriculture

isiana, a the past 20 years. The letter is se
planatory:

THE UNION OIL MILL, INC
PURCHASERS OF |
COTTON SEED
West Monroe, La.
- . August. 3f, 1943

Mr. Harry D. Wilson,
Commissioner,

Baton Rouge, Louisiana.
Dear Mr. Harry Ds

I have copy of Georgias Market Bulletin
you sent me, advising the farmers to i cott ms
at home.

Mr. Linders statement probably. will appl
average cottonseed in Georgia and [ believe
some changes would probably apply in oe
seed: we are receiving here.

A United States Standard base
seed figures as follows:

313 pounds oil @ 12-5/8 oe 5.
822 pounds meal @ $46.00_ : 1 ;
540 pounds hulls @ $12.00

180 pounds lint Bo Ae

We are buying seed from the cotton re
basis of $56.00 per ton and the seed are b
an average premium in this territory now of
$3.00 per ton, consequently we are paying the |
around $59. 00 pert ton for seed. In other words,
paying for an increase in oil or meal in the see
grading the seed and paying a premium.

You will note the difference between the $5
that we are paying and the gross. value of tl
at this Mill is $12.85 so the spread that we are ge
compares right along with -the $13.00 spread
Linder figures the oil mill is entitled to.

The thing about it, his figures do not make
provision for the ginner, cuts them out entirely |
advises the farmers to deal directly with the oil

The farmers who are selling us seed at 0
in car lots are getting a better deal than the on
lined by Mr. Linder.

You will note that the price of meal in by
figures and Mr. Linders figures are bulk mea
the ceiling is expressed by O. P. A. There is a h
of "$3.00 per ton for sacking and es Der on
retail deliveries.

_ Yours truly,
THE UNION OIL MILL, INC.
