_ Most of our farm leaders have become greatly aroused over
velopments in Washington.
The enactment of protective tariff laws seventy years ago
arked the beginning of a systematic campaign to produce
oney profits through the operation of economic legislation.
At that time the population of the United States was very
uch on an equality economically with the es of the other
eat nations of the world.
By putting on protective tariffs and permitting industrial
oducts to be sold in a protective market, profits accrued in
lions of dollars paid by both industrial labor, which was then
unorganized, and by farmers and _ other producers of raw
Gradually industrial labor has been organized until today
ganized labor is so strong that it is able to demand and en-
force its demands for what it considers fair wages.
The result is that the burden of providing profits has been
ifted more and more to the shoulders of unorganized farmers
d agricultural labor.
As a consequence today 33 1-3 per cent of the products of

As a concrete illustration, on a basis of 1913 it required
365 pounds of cotton to buy a two horse wagon from Bears and A
~Roebuck for $47.50. ee
On September 26, 1941 it raeaived 548 pounds of cotton
to buy the same two horse wagon from Sears and Roebuck.
The same ratio applies to other agricultural products. and
other industrial products which the farmer must have in order
to farm. a
Three hundred and sixty- five pounds of Stok. is exacts
two-thirds of five hundred and forty- eight pounds of cotton.
Since it took 365 pounds in 1913 and it takes 548 pounds
in 1941, it is clear that the farmer received nothing for ae
third of that 548 pounds of cotton. ;
The House Committee on Banking and Currency is Tow
holding hearings on the bill to fix prices.
I was in Washington a few days ago and found dee Mr.
Bernard Baruch, of New York; Mr, Nathan Straus, of New
York, and Mr. Henry Morgenthau, Jr., of New York., are the
main force behind the appointment of Mr. Leon Henderson as
price administrator.
Mr. Bernard Baruch testified for several days before the

thau, Jr., have given their unqualified endorsement

_ Mr. Bernard Baruch and Mr. Henry Morgen-
thau, Jr., in testifying before the Committee, stressed
rent inflation.
_ The President has come out unqualifiedly in op-
osition to fixing prices of labor.
Tf prices are not fixed on industrial labor, they
hould not be fixed on agricultural labor.
Tf prices are not fixed on labor, prices cannot
fixed on products of that labor.
The fixing of prices on agricultural products would,
however, fix the maximum price of labor to produce
hose products.
_ For this reason, should Congress pass this bill
; would result in the fixing of prices on agricultural
roducts, but could not result in fixing a price on in-
lustrial products. The result would be that agri-
ultural products could not go up while aA
oducts: would continue to go up.
