Claude R. Wickard today announced a national cot-
fon marketing quota for the marketing year be-
ginning August 1, 1941. The national quota is the
same as the one in effect this year. With normal ~
yields it will make possible the marketing of ap-
proximately 12 million bales of cotton, produced on
an acreage near that of the 1940 season. In 1940
cotton acreage allotments totaled 27,900,000 acres,
while farmers planted about 25,100, 000 acres. :
The 1941 marketing quota will not become ef-
ective unless approved. by two-thirds of the eligi-
le cotton growers who vote in a referendum up be
held Saturday, December 7.
= The cotton. marketing quota program for 1941
will be the same as that in effect for the 1938, 1939

otton today at the ten designated southern spot
markets, was 9.52 cents per pound; the average
rice for 7-8 inch staple, was 9.31 cents per
yound.

larly, the quota programs for the 1938 and 1939
crops were approved by a large majority of the
producers voting in the two referendums. ;
Regardless of the outcome of the December 7
referendum, the conservation phases of the AAA
Farm Program will be in effect in 1941. Marketing
quotas are designed to supplement the conservation
part of the program by assuring farmers who plant
within their acreage allotments that their efforts to |
adjust supplies will not be nullified by non-cooper-
ators. Farmers who plant within their acreage a!
lotments under the conservation program will be
able to market all of the cotton grown on their al-
loted acreage without penatly. If marketing quotas
are in effect, producers who market in excess of

outlets for cotton. Although the position of cotton
in world trade is difficult, we find satisfaction in
the fact that we are increasing the use of cotton
our own country through such programs as mat-
tress- making and other new uses. Domestic use
cotton is now at a high level, due largely to. in=
creased business activity which can be partially
