A few weeks ago I wrote an article about the bill of Con-
ressman Fulmer of South Carolina; proposing to substitute five
million bales of cotton a year for imported wood pulp in the
aanufacture of paper.
This law should be passed at once. The passage of this law
vould provide employment for at least five million people, be-
nning with the plow on the farm and ending with the em-
yloyees in the paper mills.

f the First District of Alabama. Mr. Boykin has a bill providing
r the use of bales of cotton in the construction of bomb shelters.
_ Bales of cotton were first successfully used as protection in
ar by Andrew Jackson at the battle of New Orleans in the War
f 1812. Andrew Jackson had bales of cotton piled in the gaps
tween the levees to make complete fortification for the pro-
ection of the revolutionary troops.
= Cotton was also used with the greatest, success as breast-
works in the battle of Atlanta during the War Between the
tates and in many. other battles.
_ It is known that bales of cotton will stop shells from big
uns that will shoot, through concrete and steel.
Bomb shelters built of concrete cannot be moved in times

~ Cotton is indestructible and can be made fireproof, water-
roof and vermin proof.

The bill of Mr. Boykin ought to be the law. Bomb shelters
ire desperately needed by the countries which are to be helped

We are now shipping into the United States every year mo
than one billion pounds of cocoanut oil and palm oil from
Philippine Islands, East Indies, and Dutch Indies Islands on
other side of the world. War conditions will soon make it i
possible to bring this oil half way around the world.

It will take seven million bales of cotton a year to sup) h

a billion pounds of oil to replace the oil from the Philipping I

lands and East Indies.

Honorable J. E. McDonald, Commissioner of Agrine 2
Texas, has been advocating a plan to give the cotton produc
of the United States a domestic allotment of cotton on w
they would be protected in price by the Government under th
parity price system of the Triple A. Mr. McDonald propo:
that in addition to this domestic allotment the farmers shoul
be permitted to grow whatever ee they want to grow
foreign markets.

export while other farmers in some sections, on. account of
high cost of production, would not be able to grow cotton
export in competition with cotton produced in other countri

Under Mr. McDonalds plan all cotton growers would
an equality in so far as the price that they would receive for
ton grown under the domestic allotment. It would be entirely up
to each individual grower to determine whether or not he would.
undertake to grow cotton for export.

I believe Mr. McDonalds plan is good and it should be e
acted into law. :

With the marketing system for vegetables, fruits and true
crops which we are now building, with an opportunity to devel
op the cattle and dairy industry of Georgia, and with increa
use of cotton, the South could, once again become independ n
and self-sustaining.

I notice from the Atlanta Constitution and from the e
marks of Senator George and Senator Russell that most of he
tremendous sums of money being spent by the Government
defense are being spent for industrial developments i in other $
tions of the country.

Mt is, of course, up to the Government to determine whee
thinks is the best location to bulld these great industrial en er
prises.

The people of the South are as patriotic as any people on.
earth and the largest percentage of volunteers in every wa

The South is largely agricultural. If these suggestions - le
be carried out the agricultural South will be able not only to live
but to help feed and clothe the balance of the nation. .
