In my rounds over the state and my close study of farm conditions
Iam convinced that the farmers are gradually coming out of the dis-.
couraging depression of the past several years. I have talked with hun-
dreds of farmers on the streets and at their homes in, the country.
As. a rule farm prices for cur major crops are much higher thani
they were a year ago. Tobacco growers are probably i in better condition.
than any of our other farmers at the present time. The prices paid for
their preduct are about double what they were last season. Cotton is is
thirty per cent to fifty per cent higher at present with prospects for
much higher prices later. Corn is selling at a satisfactory price. Due to
the shert crop of cotton and to the tariff on foreign sesame sunflower
and peanut oils, cottonseed are selling for three times what they did a
year ago. Last year took about all the seed to pay for the ginning and _
wrapping of the cotton while they now net the farmer about $8. 60 per
bale. ae
There seems to be some complaint ahout the acrenge and baleage
allotments to cotton rrowers, especially to those who did not or could
net sign Federal contracts. This work is not a function of the State De-
partment of Agriculture but I have talked with many farm agents about
this matter and I find them willing and anxious to do what they can to
make these allotments fair to all concerned. I have asked them to con-.
sider the small farmer who has never raised enough cotton to depress.
the market. If all of us had been doing as they have done there would
never have been any need for the plow-up campaign or a limited bal-
eage under the Bankhead Bill. It seems very unfair now to punish these
farmers simply because they had a very small acreage or none at all
heretofore.
For fourteca years the farmers of Georgia have sutkscod untold
privation. It has been difficult to procure enough food and clothing and .
shelter. It is time for a brighter day on the farm, I cannot but think;
that it is near at hand.
