since so sey inquiries come to me relative to the sebetal
shaaile of the cotton situation, I think I should give some infor-
ination to Bulletin readers.
15c regardless of the date. This would give the farmer an ad-
ditional 5c per pound profit since this option cotton was allot-
ted to him at 6c per pound, he already having borrowed Ac.
This cotton being held off the market will greatly stimulate the
price of the present crop. The Government would sustain no
loss.in this transaction as long as the price remains above 10c. ed
ue Some confusion seems to et as to: hoe tenants shkve i in
_ the Government rentals. A tenant who furnishes his mule, seed
_ and fertilizer and rents for standing rent is entitled to all the:
rental. If he works on shares or rents and he and the landlord
The dipucht | in the west and the rains in the East ave. =
furnish supplies jointly they share equally in the. rental.
reduced the cotton crop by 10 per cent or more. Under the |
Bankhead Bill we are allowed 10,400,000 bales, but present
If a farmer was not eligible to sign a rental contract, or
a: neglected to do so, he will be allotted a reasonable balage un-
_ der the Bankhead Bill without any penalty. The purpose of this
- provision of the Bill is to allow those who have. lived in town
_ to return to the farm and plant some cotton or for. those farm- |
us ers who have grown none a very small acreage.
All old cotton must be tagged ee August as to prevent |
*
a tax being imposed on it when sold.
: The Government holds 2, 000,000 bales of ehtion cotton on
which the farmer has borrowed or can borrow 4c per pound.
Under the present rules this cotton can be sold before August
Ast if the price reaches 15c or can be sold after this date re-
- gardless of price. I have wired Secretary Wallace suggesting
Ose
estimates, by the best cotton experts, oreaiat a crop of 9,000,-
000 to 9,400,000 bales. If the crop is below 10,400,000 bales
the 50 per cent penalty | on cotton above the allottment: will i :
come void. a
While the crop in Georgia has poly improved during
the past month, yet the cotton on the whole is below normal.
If the crop falls below 10,000,000 bales we may look for much i
higher prices for this crop. I predict that we will be able to
_turn loose the Government tit next year and be strong enough :
