attend the Cotton Conference called in Jackson, Miss., for Mon-
day, November 23. We reached Montgomery about 7 oclock and
spent the night there, then left-the next morning for Jackson, Miss.

Very little farming was going on around Montgomerg. The land
looked exceptionally good, but was either in hay this year or lay out.
From Selma, Ala., on over, there were more signs of farming and the

be dropped along in the rows between skips in the cotton, and other
was planted by running a corn row across the cotton row about every
feet and putting a grain of corn in every other cotton row, making

e corn about 7 feet by 20 feet between hills of corn.

We stopped along and inquired about this and received different
answers. Some said it made just as much cotton, others said it

med to hurt the cotton and was just a nigger way -of planting.

hen I went over a stretch of country of some 100 miles or so I knew
here was some fundamental reason for it. I asked Commissioner
Storrs, of Alabama, about this and he said that .we had passed
through the Black Belt of Alabama, land principally farmed by
egro tenants and croppers. He stated it was a hard matter for the
andlords to get the negroes to work their corn and they adopted this
lan of putting corn in the cotton so they could not help but work
the. corn and thereby get enough feed for the mules.

-I remember one of the men who farmed this way down in my old
home county of Monroe about 40 years ago. His name was CA.
Ensign, of Forsyth, Ga. He made money farming.

-I also inquired from the farmers in the Black Belt whether they

id any guano. They stated they did not. The cotton seemed to
verage about like the cotton in Georgia where we use from two to
our hundred pounds of guano to the acre.

We certainly struck some tough road across some of Alabama and
Mississippi and into Jackson. It made me think more of our road
poet in Georgia.

I noticed a certain peculiarity about the crowd at Jackson. Most _

of the loud and long talkers that I saw in Jackson I had previously

met in Austin, Texas, fighting theLong plan. These same long and
loud talkers were in Jackson very enthusiastic for the acreage re-

duction law. \

~The conventicn adopted a resolution calling on all the cotton-

- growing states to enact a law reducing the cotton acreage in their

states 50 per cent. In other words, the acreage planted in cotton in
Georgia this year was 31.6 per cent of ail of the acreage in cultiva-
tion. Should the Georgia Legislature pass the Jackson resolution
our acreage in cotton next year would be approximately 1D or 16 per
cent of the total acreage in cultivation.

Texas, Arkansas and Mississippi have passed similar legislation
already. They are now having a referendum on the matter in Okla-

homa. I talked to a good many of the delegates from these states as
to how they could enforce the law in their states.

ent answers, but most of the answers were that pu lic sentiment
would enforce it. 5

The delegates from Alabama stated in the convention hall that
when the Long plan was first advocated they stood ready and willing
to adopt the total prohibition- of cotton in Alabama, if Texas and
other states had adopted similar measures. They stated that they
were of the opinion that Alabama was- still willing to adopt the
total oe of cotton, but would not pass any acreage reduc-
tion law

The Governor of North Carolina had previously stated that no ~ :

extra session would be called in North Carolina to enact any legisla-
tion affecting planting of cotton in North Carolina. Commissioner

Graham, of North Carolina, was present at the meeting in Jackson

and reiterated Governor Gardiners statement.
There were -13 delegates from Georgia at the Jackson meeting.
