COTTON

Yesterday a farmer from my home county was in the of-

fice. He had some cotton that he wanted to hold, so he was
interested in knowing about this cheap money that the gov-
ernment and banks were going to advance on cotton. I looked

into the matter and called up one of the largest banks here

in Atlanta, the First. National, and asked them about this.
They stated they would lend 80 per cent of the value of

cotton on cotton receipts from a bonded warehouse at 5 per

cent. These loans are for six months. Of course, the cotton
will have to be stored in a bonded warehouse and each indi-
vidual bale insured. :

At present there are bonded warehouses scattered all over
the state. Most every cotton-growing county has a bonded
warehouse,

If you are compelled to borrow some money on your cotton |

to hold it, find out the nearest bonded warehouse. The ware-

houseman can instruct you what bank to carry your receipts

to in order to get this 5 per cent money.
The old-fashioned way of farmers thinking they have to
turn their cotton over to the Cotton Growers Co-operative

Association to hold for them does not work any longer. You

ean hold your cotton cheaper by putting it in a local ware-

- thouse than you- ean by shipping it on 1 URE railroads to the

Co-ops. .

When you put your cotton in a local warehouse, you know
where it is and the actual lint cotton stays there until you
get. ready to sell it. The practice of the Co-ops in the past
has been to send a good deal of the cotton to the mills, and

it has been spun into cloth when the farmers thought it was

being held.

I am glad to hear of the general movement of all of our
farmers to hold their cotton, It is always a mistake to sell
anything below the cost of production. If the large number -
of farmers who are holding their cotton this year will volun- _
tarily determine not to plant any cotton in 1982, you will see -
the price of cotton begin to move.

All of the fertilizer that was sampled, this year by the
inspectors of this department has been analyzed and the
reports mailed out. There were 11,800 samples taken. Out.
of this number 445 were subject to penalty for under runs.

If your fertilizer was inspected, and you have not receivd
a report on it, write me. If you have received a report show-
ing that your fertilizer was subject to a penalty, and the
company has refused to settle with you, write to me.

~ Every day I receive the most pitiful letters from people - {
over the state telling about how they have worked this year, |
the crop they have made, and not having enough left to pay

_ their run bills and for their fertilizer after the crop is gone

These people write that their children are barefooted, almost
naked and cant go to school because of this condition. They

also write that they have no job and cannot get one.

like this. The local authorities would know those who actually -
