Some More About The Money The Georgia Cotton Grow ers
Cooperative Association Took And Kept |
I have been writing the past three or four weeks calling the atten-
tion of tke farmers of Georgia to the fact that the Georgia Cctton
Growers. Cooperative Association have been taking one per cent from
the sale of their cotton as a reserve fund.
I have thousands of letters corroborating this statement. I have
evidence in letters written over their own signature that they have
taken out this one per cent and have promised to pay it back and
have failed and refused to pay it back,
I also have evidence that Mr. J. E. Conwell, President and General
_ Manager of the Georgia Cotton Growers Cooperative Association, told
_ Mr. Abernathy of Franklin County, that he would spend the $435,000.00 -
belonging to the members of the Association to whip them and see
that they did not get it. Mr. Abernathy further stated that Mr. Con-
well said that he could buy the proper persons to whip them as every
man had his price. I havea letter in my office from Mr. R. T. Camp,
a lawyer at Carnesville, Georgia, giving me the above statement.
You know I have written before that a trust fund. is some-
thing that dees not belong to the parties who are holding it. There
is a difference between owing a debt and holding money teat ylones
to somebody else.
Outside of this one per cent that they took out of your cotton for
the first five years, get this: ~
Out of the cotton of the 1922-23 season an extra special reserve
was taken out, independent of and in addition to the one per cent that
I have been taking, about, of $1.591.29.
On the cotton of the 1923-24 season an extra special reserve was
taken out of $12,579.08. !
oe On the cotton of the 1924-25 season an extra special reserve of
$8,350 23 was taken out.
fs On the cotton of the 1925-26 season an extra special reserve of
$14,502.40 was taken out.
ote - On the cotton of the 1926-27 season an extra special reserve of
| $56,055.37 was taken out.
- Add these figures up and you will see that this extra special re-
serve, that we are just now hearing about, that the Georgia Cotton
Growers Cooperative Association has been taking away from the far-
mers of Georgia amounts to $97,038.37.
Let me tell vou something else!
When the Georgia Cotton Growers Cooperative Association was
figuring up the expenses of the 1923-24 crop of cotton, so as to make
a proper settlement with the members of the Association, they made a
- typographical error of $69. 22942. This typographical error was made
in favor of the Georgia Cotton Growers Cooperative Association. In
other words thev made an error chareinz the farmers that much more
for expenses than could be shown. This error was not discovered un-
MARKET.

til after final settlement was made on the cotton to the iret of
the Association.
When the office manager discovered the error he told the manaze- |
ment of the Co-ops about this error having been made. The matter
was discussed in the office as to whether to mail checks for this money
to the thousands of members who had cottcn in the Association, or
what should be done with this money, This amounted to 96 cents a
bale. (ae
Mr. Andrew Jackson Fleming told Mr. Claude Eubank that it would
never do to mail out this money to the farmers and admit that they
had made an error like this.
This error was finally put up to the Directors of the Georgia Cot-
ton Growers Cooperative Association who disposed of it as follows:
At a meeting of the Directors of the Georgia Cotton Growers Co-
operative Asscciation on Augu:t 7th, 1924, the follow-nz resolution was
introduced by Mr. Snead, seconded by Mr.. Bowers, and carried:
That the item in excess of expenses amounting to. $69,229 42,
shown in our balance sheet last year, shall be shown in our balance
sheet in a similar manner this year, and that an allowance for doubt-
ful membership notes amounting to $78,0C0 00 shali be provided for in
our balance sheet as of the close of the 1923-24 fiscal year.
Let me tell you something else!
Out at the Georgia Cotton Growers Cooperative Association Onin
Glenn Street, Candler Warehouse, they have three corporations in the
same office, namely. the Georgia Cotten Growers Cooperative Associa-
tion, the Growers Supply Company and the Growers Finance Cor-
poration? i
The Georgia Cotton Growers Cocperative Association handles yaar
cotton, takes out the expenses for handling it and then snags you for
so much reserve fund and does not pay you back. ~-~ a
The Growers Supply Company sells fertilizer to the farmers. ~
_ The Growers Finance Corporation loans money to the farmers. :
I am going to give you the names of the interlocking officers, di-
rectors, etc., of these three Corporations:
J. EY Conwell, Public Welfare Director-of the Georgia Cotton Gees
ers Cooperative Ascociation for the State of Georgia, President .and
General Manager of the Association, Chairman of the Executive Com-
mittee of the Georgia Cotton Growers Cooperative Association, Mem-
ber of the Board of Directors of the Growers Supply Company, mem-
ber of the Board of Directors of the Growers Finance Corporation. ne

Executive Committee of the Georgia Cotton Growers Cooperative As-

I wonder if all the above named men really know what is going on
in the above organizations of which they are Directors!

ager of the Growers Finance Corporation. How old is this Mr. E. B
Conwell? Is he a well matured business man who can properly direct
and, handle the affairs of this important organization or is he just a
young man, the son of J. E. Conwell, who is at the head of this. Grow-
ers Finance Corporation and drawing a large salary?
I am getting letters every day stating that this Growers Finance
Corporation makes you buy stock in the Corporation before you can
~porrow the Governments money. from them.
I had a, letter from a farmer the other day who stated that they.
made him buy $100 worth of stock to borrow $800. He stated that. they
took the $100 out and charged him other expenses and he received
ander $709 from them. He further states that he had to pay interest
-on the $800. :
Now remember hie as you read these facts. . This is governmen
money that they are lending, which comes from - the Federal Inter
mediate Credit Bank of Columbia, South Carolina.
Remember this too.

I have further evidence that FE. B Conwe!l, the Manager of the: :

at a hundred cents on the dollar! Sy
I wonder what the overhead cost of running this office out on
Glenn Street, with these various and sundry cecrporations, interlocking
directors. and Executive Committesmen. amounts to?
The 1927-28 overhead cost of handling the cotton was $13.78 per
bale. This d3es not include the reserve fund of one per cent, or that .
extra special reserve that I have told you about. These figures were
given me by a former officer of the Georgia Cotton Growers Coopera~
tive Association. 5
I delayed publishing these facts for something like two years. a
finally gave. them to the public with reluctance. I kept hoping that.
they could not be true. I hoped that the information that was com-_
ine to me almost daily about the Georgia Cotton Growers Cooperative
Acsociation and their various and sundry allied organizations was false. -

MARKET BULLETIN
A Few Samples Of The Letters Commissioner T almadge Receives Daily
Holland, Georgia
: January 2, 1931.
Mr. Eugene Talmadge, eg i
Atlanta, Georgia
Dear Sir:
We have been reading with Se frberest your
articles on the front page of the Market Bulletin about
the Ga. Cotton Growers Co-op. Assn. We have been
members of this Assn. for three years and have sus-
tained a loss of several thousand dollars by shipping
our cotton to them and acting on their advice.
They have gotten several hundred bales of cotton
from this small place, and if anyone here has ever
been benefited one cent, we do not know of it. We got
settiement last September at around 16c per pound
for some cotton that we were offered 24c for whten
we delivered this cotton in the Fall of 1928 about two
years previous. We have shipped them around one
thousand bales in 1928 and 1929 at about an average -
loss df $10.00 per bale, possibly it was just our luck to
get in on this declining market, but we were acting
on their advice and suggestion to nool and hold and -
did hold as long as we could. We finally got disgust-
ed and sold against their advise and saved several
thousand dollars. They were supposed to know. They
had, so they said, in their emp.oy an expert who had
it all charted out exactly to the day when cotton
would advance, no guess work about it. We wonder
what has become of this wizard in figures! Do not
hear so much about him now.
Their field man was here recently and got a bit peev- :
ed when we called his attention to your remarks about ~
the widows reserve fund and flatly told us he would
like to.see you or any one else make them pay it.
They owe us several hundred. dollars in sinking fund
that seems to be pretty thoroughly sunk.
Yours truly
(Signed). Holland Brothers.

Dear Sir:
oo
Just read your letter in the Market Bulletin and will
say I agree with you in everything you say. The only
difference is you dont put it as strong as it should
be. I consider the Georgia Cotton Growers Co-oper-
ative Assn. the most damnable nuisance that ever
was put on the farmer. It ought to be outlawed and
to think the Government would tolerate such a rotten
highway robbery and furnish them money thru the
Farm Board to keep robbing the people.
J think the Farm Board before they took over this
damnable nuisance should have made them pay all
of the over per cent they had kept back from the poor
farmers w.dows and barefooted children.
farmer, it is a curse, as it is upholding this nuisance.
Now I want to tell you and would like to tell every
farmer in Georgia my experience with this damnable
thing.
years, the same town that Mr. J.E. Conwell is from.
I was here when he began talking it. He begged me
for 6 months before I would agree to join. He told
me if I just would sign with him and some others, he
-did not give a damn if I ever put a bale of cotton in
it or not, as my influence would be worth a great deal
to him in getting others'to sign, as he wanted to get it
started.
this was the year before it was put in force. That
_ Fall I had seven bales of cotton and held it over; so
Conwell and his crowd insisted on me putting it
: through the Association. Now I was offered on the

streets and at the cotton mills 28 1-2c for this lot of
cotton. They settled with me in about 12 months for
2ic. I was out of the use of the money all this time
and took 7 1-2c loss. Now the next year I put a good
lot of cotton thru it and w.ll say from first to last lost
from $7.00 per bale to $30.00. They paid so littie for

hey thought I should and so entered suit against me.
I had a half dozen bales, so I paid them, $143.00 rath-
er than have them sell it. I figured that Id rather
pay them 3c not to sell it. After Conwell told me be-
fore I joined that he did not give a damn whether I
ever put a bale in or not, then entered suit against
me I said then, and told h.s folks and friends he was
black, and have the same opinion today of him and

Dear Sir:
I feel like coming to Atlahta to shake your hand for
exposing that set of crooks. I mean the Co-ops.
In Pike County, the county I live in, I w.ll say 3-4 of
the farmers joined the first five year contract and
at the end of the contract, they to a sehr never |
went in again.
I want to write you, or maybe I will come and tell you |
of a form of graft they practiced at the end by going .
with papers ,drawn by an Atlanta firm threatening .
to start suit for failing to comply w.th contract, and
it is estimated roughly they collected in settlements
in this County $2,000. Just figure the amount col-
lected if they did as well in ail the cotton counties..

Commissioner of Agr.culture,

Dear Mr. Talmadge:
I am reading your letters in the Bulletin and am in-
terested in your last, dealing with our. Co-op. Cotton
_ Association people.
My father, C. A. Rouse, was a member of the estels
ation. He died in Nov. 1927. The Association Man-
agement wrote him later of his part in the reserve
fund of which you speak, not knowing that he was
dead, of course, and stated as per rules governing the | 3
disposition of said fund that to members deceased the
full amount was due and would be paid to widow or
legally appointed guardian.
I wrote them in behalf of mother, informing them of
fathers death and that my mother as his widow was
the proper person to receive this money ; it not being
neccessary to appoint an admin.strator in our case.
This seemed to be satisfactory but the money failed
to come. Later, I consulted with Mr. Bowers, one of
the directors of the Association, as you: may know,
and he told me our claim was all right. He advised |
me to write aga.n and let him O. K. the letter.
nounced it sufficient, and gave it his endorsement, as
promised. The money still did not come. So, I re- |
ported to him some months later and he told me he
